The Center for Policy and Executive Development (CPED) of the UP National College of Public Administration and Governance (UP-NCPAG) successfully concluded the Certificate Course on Regulatory Impact Assessment (RIA) for the Philippine Reclamation Authority (PRA), held across multiple sessions from September 9 to November 18, 2025.
This 72-hour program gathered 41 middle to top-level PRA managers, equipping them with the analytical tools and regulatory frameworks and lenses needed to strengthen evidence-based policymaking and regulatory governance which are significant to PRAโs mandate.
Throughout these sessions, participants engaged in rigorous lectures, case analyses, workshops, and a culminating output presentation which were reviewed by a panel of resource persons.
RIA experts from the University of the Philippines National College of Public Administration and Governance (NCPAG) and UP School of Urban and Regional Planning (SURP), the Anti-Red Tape Authority (ARTA), and the private sector served as resource persons and panel members throughout the training program, namely; Asst. Prof. Zita Calugay, Assoc. Prof. Simeon A. Ilago, Assoc. Prof. Rizalino Cruz, Mr. Jeremiah Acena, EnP. Joey Reyes Loristo, Asst. Prof. Xavier Asuncion, Mr. Marlon Yap, Assoc. Prof. Carmeli Marie Chaves, Dr. Enrico L. Basilio, and Mr. Anton Valde.
Guiding the participants in the analysis of their respective regulatory concerns and issues; the training emphasized the systematic evaluation of proposed and existing regulationsโpromoting transparency, efficiency, and stronger alignment with national development and regulatory reform goals.
This capacity-building collaboration demonstrates the shared commitment of the respective agencies and experts in cultivating evidence-based regulatory practice, strengthening institutions and enhancing public trust through sound, data-driven regulatory governance.

The Center for Policy and Executive Development recently concluded the 5-day Budget Preparation Analytics and Budget Ex*****on and Accountability modules of the Public Financial Management Competency Program (PFMCP) Budget and Performance Track.
Twenty-eight participants coming from different national government agencies and higher education institutions joined the inaugural face-to-face offering of the PFMCP held on 20-24 October 2025 at the GPPB-TSO Building, UP Diliman, Quezon City.
The pilot offering was managed by technical and administrative personnel of CPED with the assistance and guidance of personnel from the ACTS-CDD of the Department of Budget and Management.
The conduct of the BP & BEA modules of the PFMCP is a commitment of the University as part of its twinning arrangement with the DBM that started in 2018. On 15 July 2024, the University and the DBM rekindled the partnership and relaunched the said program and agreement with some modifications and improvements.
The PFMCP aims to capacitate PFM practitioners in government through capacity-building programs on its Foundation Track, Budgeting and Performance Track, and the Cash Management Track.

The Food and Drug Administration (FDA) successfully concluded Phase 3 of the Certificate Courses on the Appreciation of Public Policy, Regulatory Impact Assessment, and Research Development and Implementation held on October 20โ22, 2025, marking the completion of the final phase of the three-part training program jointly organized with the Center for Policy and Executive Development (CPED) of the UP National College of Public Administration and Governance (NCPAG).
This culminating phase focused on strengthening the FDAโs research capacity and its integration into evidence-based regulatory practices. Participants gained deeper insights into the vital role of research in shaping health policies, ensuring ethical standards, and advancing sound scientific inquiry within the regulatory landscape.
Distinguished experts led the three-day sessions, including:
โข Dr. Carlo Irwin A. Panelo of the Department of Clinical Epidemiology, University of the Philippines Manila, who discussed The Role of Research in Health Regulation;
โข Dr. Rose Nonette C. Capadosa of the Faculty of Management and Development Studies, University of the Philippines Open University, who lectured on Pursuing Ethics in Research: The Way to Quality, Responsible, and Reputable Scientific Work; and
โข Dr. Michael A. Tumanut, Professor at the UP National College of Public Administration and Governance, UP Diliman, who facilitated the session on Formulating the Research Problem | Research Methods and Analysis.
The completion of this third phase signifies FDAโs sustained commitment to enhancing its institutional competence in policy formulation, regulatory assessment, and research-based governanceโpaving the way toward a more transparent, ethical, and evidence-informed health regulatory system in the Philippines.

The Food and Drug Administration (FDA) successfully concluded the Appreciation Course on Regulatory Impact Assessment (ACRIA) held from September 22 to 26 and October 14, marking the completion of the second phase of a three-part training program jointly organized with the Center for Policy and Executive Development (CPED) of the UP National College of Public Administration and Governance. The course aimed to strengthen the FDAโs capacity in evidence-based regulation and policy development through the systematic use of Regulatory Impact Assessment (RIA) tools and frameworks.
Throughout the five-day program, participants explored key topics such as the Overview of Regulatory Impact Assessment, Policy Structuring and Stakeholder Engagement, and RIA Assessment Tools, which included the use of MCDA, SCM, and BCA methods. Sessions also covered RIA Assessment Lensesโanalyzing regulatory proposals through the perspectives of competition, GESI (gender equality and social inclusion), environment, and disaster riskโand concluded with a module on Monitoring and Evaluation. The completion of ACRIA signifies FDAโs continuing commitment to improving regulatory quality and advancing transparent, evidence-informed decision-making processes in the health sector.

EnP. Joey R. Loristo, MAPP, University Extension Specialist II of the Center for Policy and Executive Development โ UP NCPAG, served as one of the panelists during the Academe/Industry/Government Forum on Day 1 of CIDRCON 2025.
Forum 1 carried the theme: โStrengthening the Philippine Microelectronics Ecosystem through National Strategy, Talent Development, and Innovation.โ EnP. Loristo highlighted the Universityโs role in closing the gap between the academe and industry, while also sharing CPEDโs initiative to create a consortium of universities in the Philippines and Taiwan to advance semiconductor education and collaboration.
CIDRCON serves as the premier conference of the Center for Integrated Circuit and Device Research (CIDR), convening representatives from academia, industry, and government to collectively advance and fortify the Philippinesโ microelectronics ecosystem.

Matagumpay na naisagawa ang unang yugto ng Sertipikadong Kurso sa Pag-unawa sa Pampublikong Polisiya para sa Food and Drug Administration (FDA), na ginanap noong 18โ20 Agosto 2025 sa Royale Parc Hotel, Tagaytay City.
Sa loob ng tatlong araw, pinangunahan ng mga eksperto ang serye ng mga talakayan at praktikal na gawain upang mapalalim ang kaalaman ng mga kalahok sa pampublikong polisiya at mapahusay ang kanilang kakayahan sa paggawa ng makabuluhang desisyon para sa FDA:
Unang Araw (18 Agosto) โ Binuksan ni Propesor Simeon A. Ilago ang programa sa pamamagitan ng pagbibigay-diin sa mga batayang prinsipyo at kahalagahan ng pampublikong polisiya bilang gabay sa regulasyon.
Ikalawang Araw (19 Agosto) โ Nagbigay ng masusing talakayan at palihan si Propesor Abraham J. Manalo, DPA, tungkol sa proseso ng pagsasalin ng ebidensya tungo sa epektibong dokumento sa pamamagitan ng pagsulat ng policy brief.
Ikatlong Araw (20 Agosto) โ Pinangunahan ni Propesor Charlie E. Cabotaje ang mga interaktibong talakayan at collaborative na aktibidad na nakatuon sa pagpapalawak ng inklusibong paggawa ng polisiya.
Ang bahaging ito ay unang hakbang sa tatlong-yugtong programa para sa FDA, na magpapatuloy hanggang Oktubre 2025, bilang suporta sa mas makabuluhan at makabatay-sa-ebidensyang paggawa ng pampublikong polisiya.

Dr. Enrico L. Basilio, Associate Professor and Director of the Center for Policy and Executive Development of UP NCPAG was among the plenary speakers in the the first ever Valenzuela International Progress Summit. In his session, Dr. Basilio gave the business outlook and trends, aptly titling his presentation โASEAN Business in the next decade: Trends, Risks, and Regional Opportunities.
The summit held on 31 July 2025 at the ALERT Multi-Purpose Hall was organized by the City Government of Valenzuela through its Local Economic Development and Investment Promotions Office (LEDIPO). With the theme, โForward Together: Future-Proofing Local Economies through Innovation, Inclusion, and Impactโ, the summit brings together representatives from local businesses, investors, and key stakeholders, to foster a wider discussion on international and regional opportunities and challenges as they impact local economies.

In light of Malacaรฑang Memorandum Circular No. 90, dated July 22, 2025, which suspends work in government offices and classes at all levels in Metro Manila and several provinces due to continuous heavy rainfall brought by the Southwest Monsoon, the Certificate Course on Effective Technical Writing for Policy Making originally scheduled to begin tomorrow, July 23, is POSTPONED until further notice.
