HB 9584: Revised Cooperative Code of the Philippines Advances in the House

Isang mahalagang hakbang para sa kooperatiba ang muling naisulong sa House of Representatives.

Ang House Bill No. 9584, o ang "An Act Providing for the Revised Cooperative Code of the Philippines," sa ilalim ng Committee Report No. 417, ay pinagsama-samang walong (8) panukalang batas na inihain ng iba't ibang Kinatawan sa 20th Congress upang i-update at palakasin ang umiiral na Cooperative Code ng bansa.

Matagumpay nang naipasa ng panukalang batas ang Second Reading sa House of Representatives. Sa plenaryo, ipinagtanggol ni Cong. Emon Espares ang panukalang batas sa panahon ng sponsorship, debates, at amendments, kung saan binigyang-diin niya ang mahalagang papel ng mga kooperatiba sa pagsusulong ng inclusive growth, financial inclusion, at sustainable community development.

Taos-puso nating pinupugayan at pinasasalamatan ang mga cooperative leaders, officers,practitioners, at advocates mula sa iba't ibang panig ng bansa na nagbahagi ng kanilang panahon, kaalaman, karanasan, at expertise sa serye ng Technical Working Group (TWG) meetings. Ang inyong mga rekomendasyon, position papers, at written manifestations ay naging mahalagang bahagi sa paghubog ng panukalang batas na ito.

Ang HB 9584 ay isang patunay na kapag sama-samang kumikilos ang sektor ng kooperatiba at ang pamahalaan, mas makakalikha tayo ng mga polisiya at batas na tunay na tumutugon sa pangangailangan ng mga kooperatiba sa mabilis na nagbabagong panahon.

Patuloy nating isulong ang isang mas matatag, mas makabago, at mas inklusibong cooperative sector para sa kapakinabangan ng ating mga miyembro at ng sambayanang Pilipino.

Maraming salamat sa buong kilusang kooperatiba. Ang tagumpay na ito ay tagumpay nating lahat.

COOP-NATCCO Party-list joined the Pulupandan Elementary Teachers Multi-Purpose Cooperative (PET-MPC) General Assembly in Negros Occidental, under the theme “Building Bridges of Hope for a Better Cooperative Tomorrow.” Coop NATCCO National Directorate, Doc. Mylene Dolores Gocon, represented Cong. Felimon M. Espares and delivered his message of support and appreciation to PET-MPC’s officers and members.

Cong. Emon Espares sponsored the substitute bill seeking to revise the Cooperative Code during the deliberations at the Committee on Appropriations, particularly on its appropriation provisions.

In his sponsorship speech, Cong. Emon emphasized that government support for the cooperative sector should not be viewed merely as an expense, but as a strategic investment in a sector that advances social enterprise development, financial inclusion, and community empowerment, especially for marginalized sectors.

Strengthening government support mechanisms for cooperatives will enable the sector to contribute more significantly to national development and poverty alleviation efforts.

Coop NATCCO Partylist Rep. Felimon Espares extended his warmest congratulations and cooperative solidarity to the officers, leaders, staff, and member-affiliates of National Cooperative Marketing Federation on the successful conduct of their 16th Annual General Assembly with the inspiring theme:
“Pagkakaisa at Pagtutulungan, Susi sa Pagbangon para sa Isang Matatag na Marketing Federation.”

Ayun kay Cong. Espares, “Napapanahon at napakahalaga ng temang ito lalo na sa ngayon na ang ating bansa ay nahaharap sa samu’t saring hamon—economic uncertainty, tumataas na presyo ng bilihin, food insecurity, political division, at lumalalim na kahirapan ng maraming ordinaryong Pilipino. This meaningful gathering is more than a celebration of milestones and accomplishments. Ito ay isang matibay na paalala na ang tunay na lakas ng kilusang kooperatiba ay nakasalalay sa pagkakaisa, pagtutulungan, at sama-samang pagkilos para sa kapakanan ng mamamayan.
Sa gitna ng mga krisis na ating kinakaharap bilang bansa, malinaw na ang tunay na pagbangon ay hindi makakamit ng iilan lamang. Recovery and sustainable development can only be achieved through solidarity, shared responsibility, and people-centered development.”

Malaki ang papel ng NCMF sa pagbibigay ng oportunidad sa ating mga magsasaka, maliliit na producers, at marginalized sectors upang magkaroon sila ng patas na access sa merkado at mas matatag na kabuhayan.
At sa panahon ng globalization, market instability, climate-related challenges, at economic inequality, ang inyong organisasyon ay nagsisilbing sandigan ng katatagan at pag-asa para sa napakaraming kooperatiba sa buong bansa.

Joint Committee Meeting on Cooperatives Development and Agriculture and Food

The Joint Committee on Cooperatives Development and on Agriculture and Food convened to consolidate the seven proposed measures referred to the Committee on Agriculture and Food, all geared toward the Promotion and Development of Cooperatives and the proposed establishment of the Bureau of Agricultural Cooperatives.

The Committee on Cooperatives Development convened the Technical Working Group (TWG) to consolidate the various bills focused on the promotion and development of agricultural cooperatives, including the proposed establishment of the Bureau of Agricultural Cooperatives.

The Committee on Cooperatives Development elected Rep. Janice Degamo of the 3rd District of Negros Oriental as Chairperson of the TWG. Through the leadership of Committee Chair Rep. Emon Espares, representatives from key government agencies such as the CDA, DTI, DA, DAR, DILG, and DOST were invited to participate, alongside cooperatives, federations and unions.

This reflects a collaborative and multi-sectoral approach toward strengthening and advancing the agricultural cooperative sector in the country.

Cong. Emon Espares joined the 49th General Assembly of NORLUCEDEC, the oldest federation in Northern Luzon, reaffirming his continuing commitment to the cooperative movement and its grassroots members.

Cong. Emon commended the federation’s leadership and the strong participation of its primary affiliates, recognizing their enduring role in advancing cooperative development in the region.

In his inspirational message, Cong. Emon also provided updates on the legislative priorities of COOP NATCCO Party-list and the current status of key measures being advanced in Congress for the benefit of the cooperative sector.

He further engaged the assembly by graciously entertaining questions and concerns raised by affiliate representatives. In the interest of time, the federation secretariat was instructed to consolidate other issues and concerns and turn it over to the Representative’s Office for appropriate action and follow-through.
