DSWD PRESENTS PROPOSED ₱240.7-BILLION BUDGET FOR FY 2027 BEFORE THE SENATE

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian presented the Department’s proposed budget of over ₱240.7 billion for FY 2027, including allocations for its attached and supervised agencies, during the budget deliberations of the Senate Finance Committee’s Subcommittee E, chaired by Senator Risa Hontiveros on Wednesday, 21 October 2026.

Secretary Gatchalian emphasized that the proposed budget reflects the core priorities of the Department: investing in human capital development, strengthening community-driven development, and enhancing preparedness and response measures for the anticipated Super El Niño.

Undersecretary Atty. Adonis P. Sulit, Chairperson of the Planning and Budget Steering Committee (PBSC) - Technical Working Group, together with the PBSC Secretariat, provided technical and substantive support during the deliberations by addressing questions and concerns raised by the senators.

DSWD, SSS strengthen coordination for UPLIFT Group 3 implementation

The DSWD Policy and Planning Group (PPG) organized an alignment and coordination meeting with the Social Security System (SSS) to firm up operational requirements, processes, and coordination mechanisms for the effective implementation of the UPLIFT Assistance Program - Group 3.

The meeting was led by DSWD Secretary Rex Gatchalian, assisted by PPG Undersecretary Atty. Adonis P. Sulit, with the virtual participation of newly appointed SSS President and CEO Victor Alfonso Limlingan.

Also participating on-site were representatives from the SSS, DSWD Social Registry Office, Policy Development and Planning Bureau, Strategic Communications Team (Digital Media Service and Public Relations Service), and Financial Service.

The meeting reinforced the agencies' shared commitment to ensuring the timely, efficient, and coordinated delivery of assistance to eligible households.

DSWD Assistant Secretary for Policy and Planning Rodolfo M. Santos represented the Department on behalf of Secretary Rex Gatchalian at the First Meeting of the Commission on Population and Development (CPD) Board of Commissioners.

The meeting focused on the nomination process and selection criteria for the 2027 United Nations Population Award, including the review and endorsement of the country’s nominees. The Policy Development and Planning Bureau (PDPB) provided technical support to the Department’s participation in the meeting.

UPLIFTING NEWS: May karagdagang 620,000 na maaaring makatanggap ng UPLIFT assistance sa Group 3. Sila yung mga may Monthly Salary Credit na hindi lalampas sa P10,000 at wala pang disbursement accounts sa kanilang DAEM.

Para sa mga nasabing SSS members, mag-enrol ng account sa inyong DAEM ngayong October 20-22, 2026. Sundin ang instructions na ibibigay ng SSS sa pamamagitan ng My.SSS app.

Matatanggap ng mga mag-qualify sa UPLIFT guidelines ang assistance para sa buwan ng July at August, kagaya ng ibang beneficiaries sa Group 2 at Group 3.

📢 GROUP 3: UPLIFT ASSISTANCE FOR SSS MEMBERS WITH Php10,000 MSC

DSWD has identified 620,000 SSS members with Php10,000 monthly salary credit (MSC) based on the SSS database and are in the 2024 CBMS of PSA.

Kindly check your My.SSS app for notification and update your disbursement account from October 20-22, 2026 to qualify under the UPLIFT Assistance.

You may also coordinate with the SSS branches nearest you.

FY 2027 Budget Briefing with Senator Risa Hontiveros!

DSWD Secretary Rex Gatchalian, together with Department officials, presented the Department’s organizational outcomes and mandates, FY 2025-2026 financial performance, and proposed FY 2027 budget during a briefing with Senator Risa Hontiveros on 15 October 2026 at the DSWD Central Office.

Undersecretary Atty. Adonis P. Sulit, Chairperson of the Planning and Budget Steering Committee (PBSC) Technical Working Group, and the PBSC Secretariat provided substantive support in consolidating and presenting key policy, planning, and budget information to the Senator.

The Pantawid Pamilyang Pilipino Program (4Ps), together with the Social Registry Office (SRO), welcomed representatives from the World Bank during a Social Protection Site Visit in Mandaluyong City on Friday, October 9.

The visit highlighted multi-agency collaboration and digital empowerment initiatives designed to enhance social protection service delivery for 4Ps beneficiaries. During the visit, the 4Ps Program discussed the 4Ps Information System while SRO demonstrated BBM Serbisyo (Basta Beripikado, Mabilis ang Serbisyo) as part of Station 2: Social Protection Systems Reengineering, which aims to streamline beneficiary verification and accelerate service delivery across programs.

Around 60 participating 4Ps beneficiaries also gained hands-on experience in Digital Financial Literacy, National ID Checking, and Digital Banking Solutions delivered in collaboration with the Philippine Statistics Authority (PSA), Bangko Sentral ng Pilipinas (BSP), and Asia United Bank (AUB).

The World Bank delegation was joined by Undersecretary for Policy and Planning Group Atty. Adonis P. Sulit, Assistant Secretary and Officer-in-Charge for CCTG Atty. Elaine F. Fallarcuna, and Beneficiary Management and Delivery System Director Augustus Lito M. Narag.
