She also officially presided over the Oath of Office for the newly elected Board of Trustees, which includes distinguished leaders such as Department of Interior and Local Government (DILG) Undersecretary Serafin Barretto Jr, Atty. On March 28, 2026, the Bureau of Corrections (BuCor) held a momentous culminating activity for the synchronized release of 1,239 Persons Deprived of Liberty (PDLs) from various penal colonies nationwide.

As the official representative of PPA Administrator Atty. Bienvenido Benitez Jr., Chief Probation and Parole Officer Adelino Suyo Jr. of PPA-NCR Muntinlupa City Parole and Probation Office attended the event, which was graced by Secretary of Justice Fredderick A. Vida and officials from DOJ attached agencies.

El Proveedores Foundation Incorporated focuses on advancing the reintegration and well-being of marginalized communities, particularly persons deprived of liberty and their families. Their initiatives include scholarship programs for dependents of former PDLs, livelihood loan assistance, and efforts to foster lasting positive change through the spirit of "Malasakit, Pag-asa, Serbisyo, Tulay sa Pagbabago" (Compassion, Hope, Service, Bridge to Change).

The Parole and Probation Administration โ€“ National Capital Region (PPA-NCR) is an institutional partner of the foundation and signed a Memorandum of Agreement (MOA) last year to collaborate toward a shared goal of empowering communities and supporting the holistic rehabilitation of individuals in the justice system.

The Parole and Probation Administration โ€“ National Capital Region (PPA-NCR) recently hosted Mr. Emver Cortez, Regional Director of the Philippine Information Agency โ€“ NCR (PIA-NCR), for a courtesy call with Regional Director Janette Padua, CESO V on March 23, 2026. What began as a formal meeting quickly evolved into an engaging exchange of ideas and personal stories, with both leaders sharing laughter and insights that felt more like a partnership-building session than an official visit.

The discussion focused on exploring opportunities for collaboration between the two agencies, with a shared goal of enhancing public service delivery and community engagement across the National Capital Region. Mr. Cortez expressed great enthusiasm for working alongside RD Padua and the PPA-NCR team, emphasizing the value of aligning efforts to create meaningful impact for Filipinos.

The Samahan Volunteer Probation Assistants (VPA) ng Kalakhan Maynila, Inc. recognized by the Department of Justice (DOJ) - Parole and Probation Administration (PPA) - National Capital Region (NCR), recently paid a courtesy call to Regional Director Janette Padua, CESO V on March 23, 2026. OIC Assistant Regional Director Joseph Gernale was also present during the meeting.

Erl Ferrer, president of the organization, led the delegation and formally introduced their Executive Officers and Board of Directors. Also in attendance were CPPO Margarita Ramos, Regional Committee Chairperson for Volunteerism, and CPPO Ma. Violeta Perez, Co-chairperson.

Key plans and programs of the Samahan VPA ng Kalakhan Maynila, Inc. were discussed, with the group reaffirming their full support for the regionโ€™s rehabilitation programs.

The Volunteerism Program is a community-based initiative of the PPA mandated by Presidential Decree No. 968 (Probation Law of 1976) and revitalized by Executive Order No. 468 (2005). It aims to engage citizens in supporting the rehabilitation and reintegration of probationers, parolees, pardonees, and eligible minor offenders into society.

VPA Organizations expand the reach of the field offices to serve more probationers, parolees, and pardonees using local knowledge and community trust to guide clients toward law-abiding lives, reduce stigma, and turn citizens into active partners in our justice system.

On March 24, 2026, Liwasang Aurora at the Quezon Memorial Circle in Quezon City emerged as a vibrant center of hope and collaboration, as the Parole and Probation Administration (PPA) โ€“ National Capital Region (NCR) marked a defining milestone. The occasion brought together the twin celebration of the 2026 National Womenโ€™s Month and the official launch of the Livelihood and Education Access Program (LEAP). Drawing approximately 1,000 clients from 21 field offices, volunteer probation assistants, central office officials, and the dedicated 107-strong workforce of PPA-NCR, this gathering stands as the largest assembly of stakeholders in the regionโ€™s history - a powerful testament to its expanding impact in the fields of rehabilitation and empowerment.

Setting the tone for the day, Regional Director Janette S. Padua, CESO V, delivered opening remarks rooted in gratitude and recognition. With pride, she outlined three significant reasons for the event. First, in observance of National Womenโ€™s Month, Director Padua emphasized the indispensable role women play in addressing social and economic challenges and their sacrificial contributions to nation-building. With passion, she shared the story of one colleague who died during pandemic. One nurse claimed that our co- worker in DOJ PPA, while suffering from COVID and could hardly breath at that time, still writes her report due for submission to the court. Until her last breath, her commitment to public service and accountability prevails. This is how women in the agency works. sacrificial, unconditional, serious and dedicated. She likewise thanked Mayor Joy Belmonte , a woman of resilience, for all the support to the region.

Secondly, she enthusiastically announced the approval of 3.8 million budget that will be used for Livelihood Education Access Program (LEAP), intended for the rehabilitation and reformation of the clientelle of the DOJ PPA, for 2026. This is noteworthy, as this shall paved way for the strategic transformation of plans that is most suitable to every individual under NCR's jurisdiction. She humbly thanked Administrator Bienvenido O. Benitez Jr and Deputy Administrator Wilson Suba for their initiatives and great โ€œpushโ€ to increase our budget. Most of all, a big thanks to President Ferdinand E. Marcos Jr, for approving this as well.

Thirdly, she shouted with great happiness, as the activity served as a kick-off activity in preparation for the upcoming 50th anniversary celebration of the agency. She averred that she will forever be grateful to the late President Ferdinand E. Marcos Sr for signing the Presidential Decree 968, as amended that caused the continual increase of thousands of persons deprived of.liberty (PDL) who changed for the better.

She lauded the tireless efforts of the working committees and the entire PPA-NCR team, whose meticulous in her belief that women are heroes deserving of recognition. She shared the moving story of a colleague from the PPA NCR, who, while battling COVID-19 and struggling to breathe alone in her room, with so many other dying patients in the hospital, still continued to complete court reports assigned to her, until her final moments. This, she noted, exemplifies the sacrificial, unconditional, and unwavering dedication of women in the DOJ-PPA NCR. She also expressed her appreciation to Quezon City Mayor Joy Belmonte, a figure of resilience, for her consistent support to the region.

Second, Director Padua enthusiastically announced the approval of a PHP 3.8 million budget allocated for the Livelihood and Education Access Program (LEAP) in 2026. This funding is earmarked for the rehabilitation and reformation of PPA clients, paving the way for personalized strategic transformation plans for individuals under NCRโ€™s jurisdiction. She extended her sincere gratitude to Administrator Bienvenido O. Benitez Jr. and Deputy Administrator Wilson Suba for their initiatives and strong advocacy in securing the increased budget, and above all, to President Ferdinand E.
