The BJMP, is among the foreign embassies, international and local multinational companies, government organizations, and individuals recognized by the Department of Education (DepEd) during its Partners Appreciation Program at the Mandaluyong City College of Science and Technology, Mandaluyong City.
The Chief, BJMP, Jail Director Ruel S Rivera, and the Acting Director for Welfare and Development Jail Chief Superintendent Lorelina Ando-Mina received the recognition.
For the ongoing SY 2025-2026, 16,604 learners are enrolled where 4,592 are in the elementary level, 6,990 in Junior High School, and 5,022 in Senior High School.
Through our continued partnership with DepEd and various stakeholders, the BJMP remains dedicated to providing inclusive and accessible education programs that inspire meaningful transformation and help PDL become productive citizens.

From behind bars to the graduation stage, French Ismael Guillan has become the first-ever graduate of the College Education Behind Bars Program at BJMP Bansud District Jail.
French earned his Bachelor of Science in Hospitality Management degree from Pinamalayan Maritime Foundation and Technological College Inc. and received the Outstanding Student Award, proving that with education, discipline, and determination, transformation is possible.
His journey stands as a powerful reminder that rehabilitation gives people not only a second chanceโbut also renewed hope for a better future.

The National Food Service Council (NFSC), through the Directorate for Welfare and Development (DWD), successfully concluded its Seminar-Writeshop on Menu Development last May 5โ7, 2026 at Ciudad Christhia Resort, San Mateo, Rizal.
The three-day activity brought together members of the NFSC, Regional Food Service Councils (RFSCs), and Registered Nutritionist-Dietitians (RNDs) from all 18 BJMP regions to ensure that the enhanced BJMP Standard Menu addresses the diverse needs of regional offices.
With the technical expertise of the Food and Nutrition Research Institute (FNRI), the writeshop ensured that the BJMP menu is not only practical and inclusive but also fully aligned with the national nutrition standards of the Philippines.
This collaborative effort reaffirms BJMPโs commitment to providing meals that uphold health, dignity, and rehabilitation for persons deprived of liberty (PDL).

The Bureau of Jail Management and Penology (BJMP), through its Directorate for Welfare and Development (DWD), successfully conducted a 3-Day Online Training on Basic Accounting and Financial Management for Livelihood Program Monitoring Officers nationwide.
The training was spearheaded by JCSUPT LORELINA ANDO- MINA, Acting Director for Welfare and Development, as part of the Bureauโs continuing efforts to strengthen financial governance and institutionalize standardized systems in the implementation of Livelihood Program across all jail units.
DWD expresses its sincere appreciation to JO1 Jean Melody L Basilan, CPA, Regional Accountant-BJMP CAR, for serving as the resource speaker throughout the 3-day training. She generously shared her expertise and practical insights, which greatly contributed to the success of the training.
A total of 597 Livelihood Program Monitoring Officers from various regions actively participated in the activity. The training focused on enhancing participantsโ knowledge and skills in basic accounting principles, financial recording, preparation of reports, and proper documentation of livelihood transactions. It also emphasized the importance of transparency, accountability, and accuracy in managing funds generated through livelihood projects.
The activity further addressed existing gaps in financial documentation and reporting, ensuring that all livelihood operations are supported by verifiable records and aligned with audit and compliance requirements. This initiative is in response to the growing need for reliable financial data that demonstrates that persons deprived of liberty (PDL) are properly compensated and that livelihood funds are managed responsibly.
Through this capacity-building effort, BJMP reinforces its commitment to sustainable livelihood development, improved program monitoring, and the protection of the welfare and rights of PDL.
The Bureau extends its sincere appreciation to all participants, facilitators, and organizers whose dedication contributed to the success of this undertaking.
