PBGEN. Abrahano warns police personnel against moonlighting, reiterates professionalism and accountability

National Capital Region Police Office (NCRPO) Officer-in-Charge Police Brigadier General Christopher N. Abrahano has reminded all police personnel in Metro Manila to refrain from unauthorized outside employment or moonlighting that may conflict with their official duties, compromise their integrity, or undermine public trust in the police service.

PBGen. Abrahano said police officers must remain focused on their sworn responsibilities and ensure that personal interests or sideline work do not interfere with their duty to protect the public, prevent crime, and maintain peace and order.

He directed police district directors and unit commanders to reiterate existing rules on outside employment and ensure that personnel comply with applicable PNP regulations.

The reminder reinforces the position of PNP Chief Police General Jose Melencio C. Nartatez Jr. that professionalism and accountability must be upheld at every level of the organization, with police personnel performing only functions consistent with their legal mandate and sworn responsibilities.

This is also aligned with President Ferdinand “Bongbong” R. Marcos Jr.’s directive, through the guidance of DILG Secretary Jonvic Remulla and PNP Chief PGen. Jose Melencio Nartatez Jr. to strengthen professionalism, accountability, and public trust in the police service.

“Every police officer must understand that wearing the uniform carries responsibilities that cannot be set aside for personal gain. Our personnel must ensure that outside activities do not compromise their availability for duty, their professional judgment, or the trust that the public places in us,” PBGen. Abrahano said.

He emphasized that reported violations must be properly verified and addressed in accordance with applicable regulations and due process. Personnel found to have engaged in prohibited activities may face appropriate administrative or legal action, depending on the nature of the violation.

PBGen. Abrahano reiterated that the NCRPO will continue to promote discipline, integrity, and accountability among its ranks, stressing that public confidence depends on police officers consistently placing their sworn obligations above personal interests. # # #

NCRPO Warns Public Against Fake Emergency Alerts, Police Impersonation Scams

The National Capital Region Police Office (NCRPO) is warning the public against scammers who exploit fear and urgency by impersonating police officers, circulating fabricated arrest warrants, issuing fake emergency alerts, or demanding money to settle supposed criminal cases.

NCRPO Officer-in-Charge Police Brigadier General Christopher N. Abrahano has directed police district cybercrime units and station commanders to promptly validate reports, investigate suspected impersonation and fraud, preserve digital evidence, and coordinate with concerned agencies to identify and hold perpetrators accountable.

“Criminals who use the name and authority of the police to frighten people into giving money or personal information will not be tolerated. We will pursue these schemes and hold those responsible accountable, but the public must also remain vigilant and verify suspicious claims before taking action,” PBGen. Abrahano said.

The NCRPO reminded the public to exercise caution when receiving unexpected calls, text messages, emails, or social media messages claiming that they are subjects of arrest warrants, criminal investigations, or emergency security directives. Scammers may use fake identification, official-looking documents, spoofed phone numbers, and fraudulent online accounts to make their claims appear legitimate.

The public is urged not to send money, disclose passwords or one-time PINs, or click suspicious links in response to threats or demands. Individuals should independently verify claims through official police channels and report suspected scams to the appropriate authorities. Digital messages, phone numbers, account details, and screenshots should be preserved as potential evidence.

PBGen. Abrahano stressed that NCRPO personnel must respond promptly to reports of police impersonation and online fraud, while ensuring that investigations are conducted professionally and in accordance with the law.

“Do not let fear dictate your decisions. Verify first, report suspicious activity, and never allow anyone to use the authority of the police to intimidate or defraud you. Our responsibility is to protect the public, and we will act against those who abuse the public’s trust,” he said.

The NCRPO reiterated its commitment to protecting Metro Manila residents from evolving criminal schemes and urged the public to remain alert, exercise sound judgment, and cooperate with authorities in reporting suspicious activities. # # #
