Forging Peace: AFP Discusses Bangsamoro Journey and Mindanao Security with Ateneo Students
Quezon City, Quezon City – In a meaningful demonstration of the Armed Forces of the Philippines’ (AFP) continuing commitment to peace and nation-building, CAPT NORSAL D DIMAPORO PN MNSA, Chief, Armed Forces of the Philippines Peace and Development Office (AFPPDO) as representatives of the Chief of Staff, AFP participated in the Bangsamoro Forum held at the Ateneo School of Government, representing the AFP Chief of Staff.
The forum brought together students, faculty, and peace stakeholders to engage in insightful discussions on the Bangsamoro peace process—a topic that, for many participants, was being explored in depth for the first time.
In a rare and powerful moment, the audience was addressed by a uniformed member of the military who is also a proud Moro. The session offered not just academic discourse but also a deeply personal and authentic perspective on the historical and ongoing journey of peace in Mindanao.
“It was such a memorable time with the students and faculty,” said the AFPPDO Chief. “It was fun, light, and full of love for learning. For many of them, it was their first time to hear about the Bangsamoro peace process—and also their first time to have someone from the military, in uniform and a Moro, as their lecturer.”
The discussion emphasized the AFP's evolving role in peacekeeping and inclusive nation-building. More than just a lecture, the event served as an opportunity to share the AFP’s message of peace, inclusivity, and love for the Filipino people—values that resonate with the AFP’s broader transformation agenda.
“Seeing the excitement and curiosity of these young students gave me hope—they truly are the future of our nation,” the AFPPDO Chief added.
The forum was a testament to how dialogue, education, and partnership between institutions like the AFP and academic communities can help strengthen mutual understanding and build a more inclusive and peaceful Philippines.

AFPPDO Visits KAIBIGAN Battalion, Philippine Army in Pangasinan
Camp Andres B. Malong, Pangasinan – September 10, 2025 — CAPT NORSAL D DIMAPORO PN (MNSA), Chief of the Armed Forces of the Philippines Peace and Development Office (AFPPDO), together with his team, visited the Headquarters of the 71st Infantry “KAIBIGAN” Battalion, 7ID, Philippine Army, at Camp Andres B. Malong, Binmaley, Pangasinan. The delegation was warmly welcomed by LTC BENNY C. SINGCA (GSC) INF PA, Commanding Officer of the 71IB. During the visit, CAPT DIMAPORO paid a courtesy call on LTC SINGCA and engaged in a dialogue with the Battalion’s staff officers.
CAPT DIMAPORO also presented the mandate of the AFPPDO, along with updates on the Five Peace Tables, Localized Peace Engagement, Amnesty, and E-CLIP, mechanisms that serve as the backbone of the AFP’s peace strategy and ensure harmonized, multi-dimensional approaches to conflict. He further introduced the AFPPDO’s new initiative, “Empowered People’s Organization: Strengthening Communities for Long-Term Sustainability,” a program designed to sustain and empower People’s Organizations (POs) by equipping them with resources, skills, and support systems to enhance community resilience, strengthen livelihoods, and safeguard peace gains. This was highlighted as a key component of the AFPPDO’s peace and development framework moving forward.
In addition, the 71st Infantry Battalion showcased its best practices in sustaining Internal Security Operations (ISO), particularly in preparation for the AFP’s transition toward external defense operations. It was also recalled that Pangasinan was declared insurgency-free on January 29, 2020, through Regional Peace and Order Council (RPOC I) Resolution No. 1, Series of 2020, a milestone achieved through the strong collaboration of local stakeholders and national security forces.
As part of the visit, CAPT DIMAPORO also held an engagement with female officers and enlisted personnel of the Battalion. He emphasized the vital role of women in peace and security under the Gender and Development (GAD) Program, noting that their participation strengthens inclusive peacebuilding and contributes to lasting stability.

Ceremonial Groundbreaking of Mt. Data Peace and Development Center
Bauko, Mountain Province — 12 September 2025. The ceremonial groundbreaking of the Mt. Data Peace and Development Center marked a significant step in institutionalizing peace in the Cordillera. The envisioned center will serve as a hub for dialogue, reconciliation, and healing, bringing together communities once affected by conflict to build trust and sustain peace.
The ceremony was led by Mayor Randolf Awisan, Governor Bonifacio Lacwasan Jr., and Ms. Judith P. Nguslab of the Provincial Planning and Development Office (PPDO). Secretary Carlito G. Galvez Jr., Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), delivered the government’s keynote message, underscoring the importance of peace infrastructure in strengthening community ownership of the peace process.
Representing CAPT NORSAL D DIMAPORO PN (MNSA), Chief of the Armed Forces of the Philippines Peace and Development Office (AFPPDO), LTC Edward P Dompol PA joined the event, highlighting the AFP’s support for the initiative. AFPPDO’s participation reflects the military’s transformation from a primarily warfighting role to one anchored in peacebuilding and community empowerment.
The Peace and Development Center will be aligned with the AFPPDO’s Transformation Roadmap and Gender and Development (GAD) programs. It is envisioned to host gender-sensitive and culturally responsive initiatives for Indigenous Peoples, women, youth, and former rebels, ensuring that peace is inclusive and deeply rooted in local realities.
Vice Governor Jose O. Dominguez and Barangay Captain Alfredo Ayockok delivered the closing messages, affirming the community’s commitment to sustaining peace. Commemorating the 1986 Sipat / Mt. Data Peace Accord - A Continuing Journey Toward Peace and Autonomy
Mount Data, Mountain Province — September 12, 2025 — The nation solemnly marked the 39th Commemoration of the 1986 Sipat / Mt. Data Peace Accord, a landmark event that ended hostilities in the Cordillera and opened the path toward autonomy, dialogue, and reconciliation. This year’s commemoration also formed part of the observance of National Peace Consciousness Month.
National and regional leaders gathered to honor the enduring legacy of the Sipat. Secretary Carlito G. Galvez, Jr., Presidential Adviser on Peace, Reconciliation, and Unity, delivered the keynote address, reaffirming the government’s steadfast commitment to regional development and the advancement of peace as a shared responsibility.
Representing CAPT NORSAL D DIMAPORO PN (MNSA), Chief of the Armed Forces of the Philippines Peace and Development Office (AFPPDO), LTC EDWARD P DOMPOL PA attended the ceremony. His presence underscored the AFP’s continuing role in sustaining peace through education, advocacy, and community partnership under the AFP Transformation Roadmap.
The program also highlighted inclusivity and intergenerational participation through the Sipat Commemoration Message delivered by ASec. Agnes M. Espinas-Tolentino of the Department of Economy, Planning and Development (DEPDev). Testimonies from SEAP graduates and youth leaders, many of whom hailed from former conflict-affected communities, echoed the transformative impact of the peace process. Turnover of Balicanao Am-am Provincial Road Phase I and Groundbreaking of Phase II
Bauko, Mountain Province — September 12, 2025 — A milestone in peace-linked development was celebrated with the turnover of Phase I of the Balicanao Am-am Provincial Road and the groundbreaking of Phase II in Bauko, Mountain Province, reflecting the dividends of peace in former conflict-affected areas.
The ceremony was led by Sec. Carlito G. Galvez Jr. of the OPAPRU, Mayor Randolf Awisan of Bauko, and Governor Bonifacio Lacwasan Jr. of Mountain Province, who formally turned over the road to the community before the symbolic start of Phase II construction.

AFPPDO Recognizes Women in Uniform of 702nd Brigade as Champions of Peace and Empowerment
Camp Tito B. Abat, Manaoag, Pangasinan – September 10, 2025 — The Armed Forces of the Philippines Peace and Development Office (AFPPDO), led by CAPTAIN NORSAL D DIMAPORO PN (MNSA), placed the spotlight on the indispensable role of women in peacebuilding during a dialogue with the women personnel of the 702nd Infantry “Defender” Brigade, 7ID, PA. The activity featured PFC Lady Desiree C. Miranda (Inf) PA, once known as “Ka Mira,” a former NPA cadre who has successfully transitioned into military service.
Supported by the Enhanced Comprehensive Local Integration Program (E-CLIP) and partner agencies, PFC Miranda and her family have been given renewed opportunities for stability and growth. Today, she stands as a powerful symbol of transformation and resilience, proving that those once caught in conflict can become protectors of peace and defenders of the nation.
The women in uniform of the 702nd Brigade also shared their own stories of perseverance, balancing the challenges of military service with family life and community responsibilities. Their dedication reflects the AFP’s firm commitment to Gender and Development (GAD), fostering inclusivity and affirming the crucial role of women as protectors, peacebuilders, and partners in nation-building.

AFPPDO Launches Lakbay Kapayapaan – Luzon Leg at DEFENDER Brigade
Camp Tito B. Abat, Manaoag, Pangasinan – September 10, 2025 — The Armed Forces of the Philippines Peace and Development Office (AFPPDO), led by CAPT NORSAL D DIMAPORO PN (MNSA), formally launched the Lakbay Kapayapaan CY 2025 – Luzon Leg in the Northern Luzon Command (NOLCOM) Joint Operational Area, with the 702nd Infantry “DEFENDER” Brigade, 7ID, Philippine Army, as the host unit.
The Luzon Leg of Lakbay Kapayapaan underscores the AFP’s commitment to sustaining peace and development, particularly as it transitions from Internal Security Operations (ISO) to External Security Operations (ESO). The 702nd Brigade served as the focal point of the Luzon activities, showcasing its significant role in promoting stability across its Area of Responsibility.
The AFPPDO delegation was formally received by LTC SONNY G DUNGCA GSC (INF) PA, Brigade Executive Officer. During the visit, the CSP Officer of the 702nd Brigade presented a briefing on the unit’s ongoing efforts to sustain peace and development, including updates on the implementation of the Mobile Community Support and Sustainment Program (MCSSP) and initiatives in preparation for the AFP’s shift from ISO to ESO. A separate briefing was also conducted on the PNP–AFP Collaborative Efforts (PACE) Program, a flagship initiative of NOLCOM designed to harmonize security operations, strengthen inter-agency collaboration, and deliver peace and development programs in former conflict-affected areas.
In his engagement, CAPT DIMAPORO introduced the AFPPDO’s flagship program, “Empowered People’s Organization: Strengthening Communities for Long-Term Sustainability,” which aims to equip POs with skills, resources, and support systems to enhance resilience, strengthen livelihoods, and secure grassroots peace gains. He emphasized that this initiative complements the Five Peace Tables, platforms for dialogue, negotiation, and collaboration among the National Government, Local Government Units, Armed Groups, and Civil Society, by ensuring that peacebuilding remains a shared responsibility. He also highlighted the AFPPDO’s mandate as the bridge between the AFP and other peace actors in harmonizing military efforts with national peace policies, a role that becomes even more critical as the AFP transitions from ISO to ESO. First Senior AFP Officer Visit Inspires People’s Organization in Pangasinan
Mangatarem, Pangasinan – September 10, 2025 — The Armed Forces of the Philippines Peace and Development Office (AFPPDO), led by CAPTAIN NORSAL D DIMAPORO PN (MNSA), visited the Farmers’ Association of Bunagan, a People’s Organization (PO) established with the support of the AFP, in Barangay Bunagan, Mangatarem, Pangasinan.
The visit highlighted the vital role of People’s Organizations as grassroots partners in peace, development, and security. By linking government and communities, they foster cohesion, build resilience, and strengthen territorial defense. Through training and resources, POs empower members to safeguard their communities, prevent destabilizing influences, and support sustainable development, turning defense preparedness into a collective commitment to lasting stability.
During the engagement, CAPT DIMAPORO congratulated the association for the successful implementation of its sustainable livelihood initiative, particularly the Egg-Laying Project, which has improved the economic well-being of members by providing a reliable source of income.
According to the members of the Farmers’ Association, it was the first time that a senior officer from the General Headquarters of the AFP personally visited their community. They expressed joy and pride over the visit, noting that such recognition boosted their morale and strengthened their motivation to continue supporting peace and development initiatives.
In line with this, CAPT DIMAPORO also introduced a new AFPPDO program entitled “Empowered People’s Organization: Strengthening Communities for Long-Term Sustainability.” This initiative is designed to ensure the sustainment and empowerment of POs nationwide, equipping them with the skills, resources, and networks necessary to thrive as active partners in peacebuilding, livelihood development, and local defense.
Ms. Elizabeth Dela Cruz, President of the Farmers’ Association of Bunagan, expressed her gratitude for the AFPPDO’s visit and continuous support. She stressed that the AFP’s presence serves as a source of encouragement not only to their association but also to the broader community.

AFPPDO Immerses in the Journey of Peace Heroes
Misamis Oriental – From 17 to 23 August 2025, the AFP Peace and Development Office (AFPPDO), headed by CAPT NORSAL D DIMAPORO PN (MNSA), Chief, AFPPDO, together with MAJ JONAH RICK C LUZADA PA and MSg Tito M Subang PAF, participated in the Aftercare Peace Track Training Program organized by the Teach Peace Build Peace Movement (TPBPM).
The week-long initiative brought together peace advocates, community leaders, social workers, and members of the security sector to strengthen local capacities for peacebuilding, healing, and reintegration in conflict-affected areas. More than just a training, it became a space for genuine learning, healing, and collaboration.
Participants, referred to as Peace Heroes, included youth and adult leaders, social workers, and uniformed personnel. They were equipped with vital skills to support the rehabilitation and aftercare of children and youth returnees, as well as their families. Through interactive workshops and heartfelt discussions, the program underscored that peace cannot be achieved by force alone—it must be cultivated with compassion, resilience, and inclusive community engagement.
AFPPDO’s active involvement reaffirmed the AFP’s commitment to the whole-of-nation approach to peacebuilding. By working hand in hand with civil society partners like TPBPM, the AFP continues to promote community-driven solutions to prevent violent extremism, grounded in the belief that lasting peace takes root at the grassroots.
Speaking during the event, CAPT DIMAPORO PN (MNSA) emphasized the shared responsibility and importance of nurturing a peaceful mindset:

AFPPDO Chief Calls on 4ID Commander, Highlights People’s Organization Empowerment

He was accompanied by together with COL ALIMUDDIN U POLA PN (M) (MNSA), Chief of the Bangsamoro Peace Support Division; LTC CLETO R LELINA JR PA (GSC), Chief of Research, Special Studies, and Operations Division; LTC MICHAEL A ANDRES (MI) PA, Chief of CNN Peace Support Division; LTC EDWARD P DOMPOL (INF) PA, Chief of Community Support Program Division; and three AFPPDO support personnel
Upon their arrival, the group was welcomed by COL RICKY L CANATOY, Civil-Military Operations Officer of the 4ID, PA, who assisted and escorted them to the office of MGEN ANAYRON. During the meeting, CAPT DIMAPORO expressed his gratitude to MGEN ANAYRON for the warm reception and for the opportunity to present the programs of the AFPPDO.
During the discussion, CAPT DIMAPORO shared that he had already visited the 403rd Brigade, the 1st Special Forces Battalion, and the Halfway House in Bukidnon, which he described as one of the most well-maintained Halfway Houses he has visited. He also presented the new AFPPDO concept focused on strengthening and sustaining People’s Organizations. MGEN ANAYRON responded that the plan was excellent and expressed his full support for the program. The Division Commander also shared one of their best practices, the well-organized implementation of ROTC training to encourage more college students to enroll in ROTC as part of their preparation for national service.
After the courtesy call, COL CANATOY conducted a briefing for the AFPPDO team on the 4ID’s programs aimed at developing and strengthening People’s Organizations. These programs align with the AFPPDO’s new initiatives, further reinforcing the coordination and collaboration between the two offices.
From the visit, it is clear that the objectives of the AFPPDO and the 4ID, PA, are aligned, particularly in promoting People’s Organizations as a critical component of the Integrated Territorial Defense System (ITDS). This partnership is seen as key to the successful implementation of the shift to territorial defense, further strengthening the role of communities as partners of the government in promoting national security and long-term peace.

Advancing Peace and Community Engagement: AFPPDO Visits 1st Special Forces Battalion in Bukidnon

The activity, “Peace and Impact Assessment on Peace Initiatives,” aimed to evaluate the effectiveness of Sustainment Operations conducted by the battalion within its Area of Responsibility (AOR), particularly in delivering essential services to communities through Multi-Level Convergence Engagements with government agencies and stakeholders. The assessment is part of AFPPDO’s efforts to promote cohesive peace support strategies and measure the impact of AFP-led community-based programs in collaboration with partner government institutions.
The battalion, led by LTC EMILIO T BAUTISTA INF (GSC) PA, Commanding Officer, presented ongoing peacebuilding efforts under the Mobile Community Support Sustainment Program (MCSSP) across various barangays in Bukidnon. The program ensures the delivery of critical services to far-flung communities, fostering collaboration with multiple government agencies.
During the visit, CAPT DIMAPORO stressed the importance of being responsive and proactive in fulfilling duties to prevent the resurgence of armed groups. He also briefed officers and personnel on the Five Peace Tables, highlighting their significance in sustaining and consolidating peace gains across the country.

Empowering CAFGU Active Auxiliaries to Strengthen Peace and Security in Bukidnon

The visit aimed to uplift the morale and welfare of the Citizen Armed Force Geographical Unit (CAFGU) Active Auxiliary (CAA) stationed in the area, recognizing their vital role in maintaining peace and security at the grassroots level. CAPT DIMAPORO highlighted the CAAs’ significant contribution as force multipliers in internal security operations, particularly in areas previously infiltrated by Communist Terrorist Groups (CTGs).
He further emphasized the evolving role of CAAs as integral members of the so-called “Left Behind Forces,” a key component of the Integrated Territorial Defense System (ITDS). CAAs are now being trained and empowered to take on active responsibilities in community defense, local security, and stability operations, especially in areas cleared of insurgent influence.
As part of the visit, a Camp Defense Drill was conducted to enhance the unit’s readiness and reinforce defense strategies. The exercise evaluated the CAAs’ ability to respond to potential security threats, practice perimeter defense techniques, and strengthen coordination among the patrol base defenders. This hands-on activity highlighted the importance of preparedness, discipline, and operational capability in sustaining peace and security within their area of responsibility.
