Leadership Transition at Finance Center, GHQ: Finance Center Welcomes First Female Chief of Staff

On 10 March 2026, the Finance Center, General Headquarters (FCGHQ) conducted the Change of Chief of Office Ceremony for the Chief of Staff, FCGHQ at Honestas Hall, FCGHQ, Camp General Emilio Aguinaldo, Quezon City.

During the ceremony, COL LITTLE ROSE ANN C ABUTIN PA (MNSA) formally assumed the position as Chief of Staff, FCGHQ, marking a significant milestone as the first female Finance Officer to hold the position.

The Finance Center extends its sincere appreciation to the Outgoing Chief of Staff, COL ARWIN A PAYOT PA (GSC) for his dedicated service, exemplary leadership, and invaluable contributions to the organization. Following the turnover, COL ARWIN A PAYOT PA (GSC) will assume the position of Assistant Chief, FCGHQ, the second-highest position in the Finance Center’s leadership hierarchy, which he also held prior to the designation of the incoming Chief of Staff.

As COL ABUTIN takes on this important responsibility, the officers, enlisted personnel, and Civilian Human Resources (CHR) of the Finance Center, GHQ warmly welcome her leadership as the organization continues its mission of delivering efficient, reliable, and responsive financial services to the Armed Forces of the Philippines.
