From processing fish and squid to producing salt, women in Daram, Samar are turning the island municipalityโ€™s abundant seawater into an additional source of livelihood, with the support from the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (BFAR).

Through the Development of the Salt Industry Project (DSIP), BFAR Region VIII (Eastern Visayas) provided the Daram Association of Fish and Squid Processors and the Brgy. Ubo Dried Fish Vendors Association with materials and inputs to establish solar salt production facilities, complementing their existing fish-processing activities.

The two associations, composed of 16 and 25 fisherfolk members, respectively, each received โ‚ฑ100,000.00 worth of Solar Salt Production in Low Linear Density Polyethylene (LLDPE) with Frame modules, along with a generator, submersible pump, and HDPE drums. BFAR VIII also conducted comprehensive salt-making training in Tacloban City and provided capability-building activities to equip the associations with the knowledge and skills needed to properly operate and manage the technology.

The intervention allows the communities to transform locally available seawater into salt through a simple solar evaporation process. Clean seawater is filtered before being placed in an LLDPE-lined drying area covered with UV film. Under the heat of the sun, the water gradually evaporates, leaving salt crystals that can be collected after approximately four to five days, depending on weather conditions.

Their initial production has already yielded 180 kilograms of salt, which the associations used for their fish-drying activities. The early results demonstrate how locally produced salt can both provide an additional livelihood and help support the supply requirements of existing fish-processing enterprises.

For Gilda Dosal Aรฑez, president of the Daram Association of Fish and Squid Processors, salt-making presents a practical livelihood opportunity for women in coastal communities.

She said salt-making has great potential as a livelihood because it does not require a large amount of capital and can be easily managed, particularly by women.

Daram is an island municipality composed of 57 coastal communities and one upland community. Fishing remains its primary livelihood, with 98% of residents recorded as municipal fishers by the Office of the Municipal Agriculturist-Fisheries Services (OMA-FS).

With the municipality surrounded by seawater, local officials see salt production as a practical way to make use of an abundant local resource while creating additional economic opportunities for coastal communities.

The local government unit of Daram organized the associations, provided initial seed capital, and facilitated their connections with government agencies and development partners for technical assistance and training.

BFARโ€™s support through the DSIP is set to expand further. BFAR VIII will distribute โ‚ฑ300,000.00 worth of Collapsible Salt Production Setups to associations in Daram, Samar to increase their production capacity and availability of locally produced salt while providing fisherfolk with an additional source of income.

The associations also plan to add more liner setups, move toward mass production, and eventually develop iodized, food-grade salt. They are likewise looking into value-adding opportunities and the possible replication of the technology in other barangays interested in adopting solar salt production.

The locally produced salt currently sells for โ‚ฑ20 per kilogram, providing the associations with another product while helping meet the salt requirements of local fish processors.

At the regional level, the DSIP has identified 230 individuals from 13 associations and one cooperative in Eastern Visayas as beneficiaries of salt production interventions. Target areas include Daram Island in Samar; San Roque in Northern Samar; Maasin and Hinunangan in Southern Leyte; Baybay City in Leyte; Guiuan and Arteche in Eastern Samar; and Naval and Maripipi in Biliran.

From seawater to salt, and from salt production to stronger coastal livelihoods, DSIP is helping turn the countryโ€™s salt resources into an industryโ€”one community, one producer, and one livelihood opportunity at a time. #

Strengthening efforts to develop the countryโ€™s local salt industry, the Bureau of Fisheries and Aquatic Resources (BFAR) equips information officers and Salt Program focal persons through a Writeshop on Developing Information, Education, and Communication (IEC) Materials for Salt Commodity held on September 1โ€“4 in Palo, Leyte.

The national workshop brought together BFAR information officers and Salt Program focal persons from different regions across the Philippines to strengthen their capacity to develop effective, accessible, and audience-responsive communication materials. The IEC materials are designed to bring essential information on salt production technologies, iodization, food safety, and other Salt Program interventions closer to salt-producing communities.

The workshop aimed to enhance existing and develop new standardized IEC materials for the Salt Program that effectively connect stakeholders across sectors with relevant information, opportunities, and interventions. Through these materials, the program seeks to encourage stakeholders to access and maximize available support, promote greater participation in salt production, and particularly encourage fisherfolk to venture into salt production as an additional livelihood opportunity.

โ€œEffective IEC serves as the bridge between our programs and the people we intend to reach. Always remember that effective communication is an essential part of effective implementation,โ€ shared Dr. Hannibal M. Chavez, Head of the National Salt Program Management Office (NSPMO).

Throughout the four-day activity, participating information officers and focal persons were given opportunities to conceptualize, develop, and present IEC materials for critique, evaluation, and refinement. The collaborative process allowed participants to exchange ideas, share experiences, and strengthen communication strategies that can be adapted to the specific needs of salt-producing communities in their respective regions.

Among the key outputs developed during the workshop were technology guidebooklets covering salt production using clay tiles and high-density polyethylene (HDPE), the cooking method, artisanal salt production and value-adding, as well as an audio-visual presentation (AVP) highlighting the Development of the Salt Industry Program (DSIP), also known as Oplan Asin.

Among the resource persons were Claudette Mel Hoff E. Garduce and Raymund S. Pastoral of the Visayas State University (VSU), who facilitated sessions on effective print design, social media content development, and branding. Dale Niรฑo de Paz, proprietor of Brainstew Films, also provided guidance on the fundamentals of video production, equipping participants with practical skills in developing engaging and effective multimedia IEC materials.

The Salt Information Hub was also introduced and discussed during the workshop as one of the main repository platforms for the DSIP. It will serve as a centralized and accessible source of the programโ€™s milestones, success stories, updates, and IEC materials, making these resources readily available to stakeholders and providing timely and reliable information on the opportunities and initiatives under the Salt Program.

Through strengthened IEC efforts and accessible information resources, the Salt Program seeks to bring its interventions and opportunities closer to communities, encourage more stakeholders to participate in salt production, and contribute to increasing domestic salt production toward a more self-reliant Philippine salt industry.

In support of the implementation of Republic Act No. 11985, or the Philippine Salt Industry Development Act, the BFAR National Salt Program Management Office (NSPMO), following the successful completion of the LGU awareness and readiness assessments in Regions I and III, continued the initiative in Western Visayas from August 25โ€“28, 2026, in collaboration with BFAR Region VI and its Provincial Fisheries Offices. The assessment covered selected LGUs in Iloilo, Antique, and Guimaras.

The initiative assessed the level of awareness and readiness of LGUs in carrying out their roles and responsibilities under the law, while identifying local gaps, practices, and support needs that can help shape a more responsive implementation framework.

The activity was further strengthened through the technical support of the BFAR Fisheries Regulatory and Licensing Division (FRLD) and the Inland Fisheries and Aquaculture Division (IFAD), alongside the BFAR Regional and Provincial Fisheries Offices, which provided technical assistance and guidance throughout the conduct of the assessment.

One of the key highlights of the assessment was Guimarasโ€™ artisanal salt production, particularly tultul, a generational pride demonstrating the rich potential of local salt production and the importance of providing appropriate institutional and technical support.

Moreover, the findings from this field assessment will contribute to the development of the Joint Operational Guidelines of BFAR and the Department of the Interior and Local Government (DILG), providing clearer guidance on the roles of LGUs and strengthening coordination toward the effective implementation of RA No. 11985.

From the field to policy, the BFAR through the NSPMO continues to listen, assess, and build the groundwork for a stronger Philippine salt industry.

With Regions I, III, and VI successfully covered, the initiative now moves forward to MIMAROPA and Region X, marking the final leg of the nationwide assessment and bringing BFAR one step closer to completing a comprehensive picture of LGU readiness for the implementation of RA No. 11985.

ใ€๏ปฟ๏ผฑ๏ผต๏ผฅ๏ผบ๏ผฏ๏ผฎใ€€๏ผฃ๏ผฉ๏ผด๏ผนใ€‘ โ€” Building on the work initiated last year, the Bureau of Fisheries and Aquatic Resources - National Salt Program Management Office (BFAR-NSPMO) further strengthened the implementation of the Philippine Salt Industry Development Roadmap (PSIDR) through a four-day workshop held on August 10โ€“13 in Quezon City.

The activity served as the continuation and finalization of the standardization process for existing salt farm production technologies initiated during last yearโ€™s workshop. BFAR regional salt program focal persons, engineers, and technical personnel worked on establishing harmonized technical specifications, dimensions, indicative costing, and other key parameters for existing production technologies.

The standardization aims to provide a common technical and costing reference that will help harmonize the planning and implementation of salt livelihood interventions under the Development of Salt Industry Project (DSIP) and the BFAR-supported initiatives, particularly across the different regions.

Meanwhile, the workshop also revisited the National Action Plan for the Implementation of the PSIDR Short-Term Goals developed last year.

From there, the BFAR regional focal persons reviewed the action plans and proposed interventions already identified during the previous planning workshop and prioritized those that should be pursued and implemented first, taking into consideration their respective regional needs, production conditions, and implementation capacities.

The process provides a clearer sequence of priorities for the continuing implementation of the PSIDR while helping ensure that regional efforts remain aligned with the broader direction of the Salt roadmap.

As the industry moves toward the succeeding phase of development, these continuing efforts are expected to further strengthen the foundation for a more harmonized, efficient, and responsive salt production program, building on what has already been done and preparing the industry for a stronger 2028โ€“2030 outlook.

From establishing standards to refining priorities, BFAR continues to build on the work already underway toward a stronger Philippine salt industry.

The activities brought together representatives from BFAR Regional Fisheries Offices (RFOs) and Provincial Fisheries Offices (PFOs), equipping them with a clearer and more unified understanding of BFAR-AC No. 003, particularly the procedures and requirements for the issuance of SPTIs.

More than a policy orientation, the activities marked another concrete step in BFARโ€™s continuing efforts to rebuild the countryโ€™s salt industryโ€”one that is anchored on clear rules, stronger coordination, and responsive support on the ground.

Through the SPTI, BFAR is working to help establish a more organized system for accessing and managing salt production areas while strengthening coordination among regional and provincial offices in support of salt producers and local communities.

The BFAR NSPMO extends its appreciation to the Negros Island Region (NIR) for hosting the Visayas-Mindanao Cluster and to BFAR Region I for hosting the Luzon Cluster. Their cooperation and commitment were instrumental to the successful completion of both activities.

In a continuing effort to revitalize the Philippine salt industry and empower coastal communities, the Bureau of Fisheries and Aquatic Resources โ€“ National Salt Program Management Office (BFAR-NSPMO), in partnership with BFAR Region 8, successfully conducted the Regional Orientation and Stakeholders Consultation on the Development of Salt Industry Project (DSIP) on May 25โ€“26, 2026, in Tacloban City.

The activity gathered fisherfolk associations, emerging and established salt producers, traders, local stakeholders, and partner agencies from across Eastern Visayas, including the provinces of Leyte, Southern Leyte, Biliran, Samar, Eastern Samar, and Northern Samar.

The consultation served as an avenue to strengthen collaboration, promote sustainable salt production initiatives, and introduce the long-term vision of Philippine Salt through the Philippine Salt Industry Development Roadmap 2025โ€“2040, alongside discussions on the Development of Salt Industry Project (DSIP) and the Salt Information Management System (SIMS), which aims to establish a more data-driven and responsive salt industry nationwide.

NSPMO Head Dr. Hannibal M. Chavez emphasized the importance of empowering coastal communities through salt industry development.|

Additionally, technical sessions introduced participants to sustainable and climate-adaptive salt production technologies such as Solar Crystallization Modules, improved post-harvest handling practices, quality enhancement measures, and salt convergence mapping strategies designed to increase productivity and competitiveness.

Participants likewise expressed optimism about the opportunities that salt production may bring to small island and coastal communities, particularly as an additional source of livelihood and economic activity.

This shows that through the continued and nonstop collaboration among other government agencies, stakeholders, and coastal communities, the Philippine Salt Industry is steadily moving forward on the right path toward revitalization, sustainability, and long-term industry development.
