The Department of the Interior and Local Government - National Capital Region (DILG-NCR), through its Manila Bay Clean-up Rehabilitation Program - Project Management Team (MBCRP-PMT), successfully hosted the 2nd Quarter Manila BAYanihan Data Capture Form (MB-DCF) Online System Simultaneous Validation on July 14-16, 2025, at Cocoon Boutique Hotel, Quezon City.

The three-day activity brought together MB-DCF Focal Persons from the MBCRPP Program Management Office (PMO) of the DILG Central Office and the Regional Program Management Teams (PMTs) of the National Capital Region, Region III, and Region IV-A to check, verify, and validate data submitted by the Local Government Units (LGUs) within the Manila Bay Region. The quarterly report covers LGU accomplishments on the Liquid Waste Management (LWM), Solid Waste Management (SWM), and the Management of Informal Settler Families (ISF).

As part of the intensified efforts of the Department of the Interior and Local Government (DILG) to rehabilitate and preserve the Manila Bay, the DILG-National Capital Region, through its Manila Bay Clean-Up, Rehabilitation, and Preservation Program - Program Management Team (MBCRPP-PMT), successfully conducted the 2024 Fisheries Compliance Audit (FishCA) Table Assessment and Onsite inspection in the cities of Las Piรฑas, Manila, Navotas, Pasay, and Paraรฑaque from June 4 to 11, 2025.
The DILG National Capital reaffirms its commitment to empowering LGUs to take the lead in preserving marine and coastal resources and in fulfilling their shared responsibility for a cleaner, safer, and more resilient Manila Bay.

The DILG National Capital Region has officially completed this yearโ€™s Local Government Unit Compliance Assessment (LGU-CA) for the Manila Bay Clean-up, Rehabilitation, and Preservation Program onsite validation and assessment on May 8, 2025.

The LGU-CA reflects DILG-NCRโ€™s unwavering commitment to environmental governance and multi-agency collaboration in restoring Manila Bay to its pristine state.

Building on the gains from previous validations and activities under the same Program, the ongoing assessment process ensures that LGUs are not only complying with legal mandates but also contributing meaningfully to sustainable urban management and environmental resilience.

The Department of the Interior and Local Government โ€“ National Capital Region (DILG-NCR), through the Manila Bay Clean-up, Rehabilitation, and Preservation Program Management Team (MBCRP PMT) of the Local Government Monitoring and Evaluation Division (LGMED), convened the Regional Inter-Agency Committee (RIAC) on April 21-22, 2025, at Cocoon Boutique Hotel in Quezon City, in preparation for the 2025 Local Government Units Compliance Assessment (LGUCA) covering 2024 as the performance year.

The Department is confident that the 17 NCR LGUs are primed and ready for the LGU Compliance Assessment which will commence on the 4th week of April 2025. The regional office will continue to assist and monitor environmental compliance within the Region.

The DILG National Capital Region Manila Bay Clean-Up, Rehabilitation, and Preservation Program (MBCRPP), under the Local Government Monitoring and Evaluation Division (LGMED), conducted feedback sessions with all 17 Local Government Units in NCR on March 27-28, 2025.

The sessions were attended by DILG-NCR Field Officers and LGU functionaries. The discussions were aimed at preparing LGUs for the upcoming Local Government Unit Compliance Assessment (LGU CA), scheduled for April 24 to May 8, 2025.

This feedback procedure, facilitated by the MBCRPP team, focused on assisting the 17 NCR LGUs meet environmental requirements across three key clusters of the program: (1) Liquid Waste Management, (2) Solid Waste Management, and (3) Informal Settler Families. This effort is an initiative of the LGMED, aligned with enhancing environmental compliance, as mandated by the Supreme Court Mandamus on Manila Bay.

The DILG-NCR aims to strengthen LGU performance by conducting capacity development interventions and technical assistance that tailor-fit the specific needs of each of the 17 LGUs in the National Capital Region.
