This May, we join the nation in celebrating Farmers and Fisherfolk Monthโ€”honoring the tireless dedication of the men and women who ensure food on every Filipino table. ๐ŸŒพ๐ŸŒŠ

Our farmers and fisherfolk remain at the forefront of sustaining our communities, yet they continue to face persistent challengesโ€”poverty, limited access to resources, climate vulnerability, and insufficient institutional support. These realities call for stronger, more inclusive, and youth-driven action.

As the NAPC Youth and Students Sectoral Council, we recognize that advancing the welfare of farmers and fisherfolk is not only a matter of agricultureโ€”it is a matter of social justice, economic equity, and national development. The youth have a vital role to play in amplifying their voices, pushing for responsive policies, and championing sustainable and inclusive solutions.

This month, we reaffirm our commitment to stand in solidarity with our farmers and fisherfolk. We call for strengthened programs, accessible support systems, and meaningful participation of young people in shaping policies that directly impact our food systems and rural communities.

Together, let us cultivate a future where no farmer or fisherfolk is left behindโ€”where their dignity is upheld, their livelihoods are secured, and their contributions are truly valued.

Lumaki kami bilang mga estudyante na tinuruan ng aming mga magulang at g**o na pangalagaan ang kalikasanโ€”na huwag magtapon kung saan-saan, na magtanim ng puno, at igalang ang lupaing nagbibigay-buhay sa atin. Naalala namin ang simpleng bilin: โ€œAng kalikasan ay hindi minamana lamang, ito ay hiniram mula sa susunod na henerasyon.โ€ Sa mga paaralan, iginuhit namin ang mga bundok na luntian at mga ilog na malinaw. Sa aming mga tahanan, itinuro sa amin ang disiplina at malasakit sa kapaligiran.

Ngunit ngayon, kami na ang kabataang nabubuhay sa kasalukuyan at ang mga aral na iyon ay hinahamon ng mga desisyong tulad nito.

Kaya naman, kami sa National Anti-Poverty Commission - Youth and Students Sector, mariin naming kinokondena ang pagpasa ng Development Permit para sa Regional Sanitary Landfill sa Calauan, Laguna. Ang hakbang na ito ay malinaw na pagbalewala sa kapakanan ng mga mamamayan, lalo na ng mga kabataan na direktang magmamana ng pangmatagalang epekto nito. Sa halip na magsulong ng makakalikasan at sustenableng solusyon sa pamamahala ng basura, pinili ang isang proyektong maglalagay sa panganib sa kalusugan, kalikasan, at kinabukasan ng susunod na henerasyon.

Kami, ang kabataan, ay hindi na lamang tagamasid. Kami ang henerasyong kikilos, maninindigan, at magtatanggol sa kalikasang ipinagkatiwala sa amin.

Dahil ang mga batang tinuruan noon sila naman ang mangangalaga nito ngayon.

This World Health Day, the NAPC Youth and Students Sectoral Council calls for strengthened healthcare systems that ensure no one is left behind, especially those in marginalized sectors. From mental health support to primary care, from proper nutrition to preventive services, quality healthcare must be within reach for all.

We recognize that Filipino youth play a vital role in advocating for healthier communities. As partners in nation-building, we continue to push for policies and programs that uphold well-being, equity, and social justice.

The National Youth Commission, through its Policy Research Division, is developing the Policy, Research, and Legislative Agenda (PRLA) for 2026-2028 and is inviting the Filipino youth to complete the Inventory Questionnaire on Youth Issues and Problems to identify emerging and critical issues affecting the youth today. ๐Ÿ”Ž

Your guidance will help us craft recommended policy initiatives to address these issues, aligned with the 2023-2028 Philippine Youth Development Plan (PYDP)'s Ten Centers of Youth Participation. ๐ŸŒŸ

The NAPC Youth and Students Sectoral Council proudly shares the approval of multiple resolutions during its First Quarter Meeting held in Roxas City, Capiz.

These resolutions are geared towards advancing the rights, welfare, and meaningful participation of the youth, while promoting inclusive, participatory, and responsive governance across various sectors.

The Council remains steadfast in fulfilling its mandate to formulate, support, and advocate for policies that address the evolving needs and aspirations of the Filipino youth.

The Sectoral Council joins the whole nation in sending its warmest congratulations to every completer and graduate. We celebrate with those moving up, those completing a grade level, and those graduating from Senior High School. We also proudly honor all our college graduates, who have reached the summit of higher education.

To our Grade 10 completers, you are closing one chapter and standing at a crossroads. Soon you will step into Senior High School, and with it comes a renewed program designed to give you more focused learning and longer work immersion. The Strengthened Senior High School Program begins in School Year 2026 to 2027, and you will be among the first to experience it. The Council hopes you face this change with the same courage you have shown so far.

To our Grade 11 learners, you have navigated a full year of transition. You are the bridge between the old curriculum and the changes ahead. Your patience and your ability to adapt have not gone unnoticed. We see you.

To our Grade 12 graduates, you have completed the final stretch of basic education. You now move on to college, to technical vocational training, or to the world of work. Whatever path you choose, you carry with you the lessons learned inside and outside the classroom. That is power.

To our College graduates, you have finished something truly difficult. You overcame long nights, early mornings, and countless doubts. You leave with a degree, but more importantly, with a mind that has been sharpened and a will that has been tested. The Council salutes you.

What all of you have achieved is no small thing. It took late nights and early mornings. It took moments when giving up felt easier than going on. It took families who made sacrifices, teachers who stayed committed, and friends who walked beside you. The Council sees every bit of that. And we honor it.

This Council was created to give the youth and students a voice in the fight against poverty. Today, we say to you with full pride: you have shown that despite the difficulties, you keep showing up. You keep learning. You keep dreaming.

And now, let us give you this assurance. The Council will continue to work for you in accordance with its mandate. We will fight for quality education, for meaningful work immersion, for accessible college and technical training, and for policies that truly respond to poverty. Your success will guide us. Your struggles will remain our agenda.

This is not the end of your journey. Wherever you go next, we hope you carry the courage to keep moving, the compassion to lift others along the way, and the deep belief that your education is a gift meant to be shared.
