The Department of Budget and Management, created under Executive Order No. 25 dated April 25, 1936, is mandated under this Order and by subsequent issuances to promote the sound, efficient and effective management and utilization of government resources (i.e., technological, manpower, physical and financial) as instrument in the achievement of national socioeconomic and political development goals.

We are deeply saddened by the passing of a great leader who has made a mark in making our country the "Rising Man of Asia", and has fought to the very end in ensuring that no one is left behind in the road to progress.

Kuwento sa Bawat Kuwenta | DBM 29/06/2016

The Department of Budget and Management shares Kuwento sa Bawat Kuwenta, its official publication which tells the story behind the budget and management reforms implemented from 2010 to 2016.

It documents the journey taken by the DBM, together with its government partners and external stakeholders, to ensure that the Budget is spent within means, invested in the right priorities, monitored for delivery and impact, and crafted with the people’s voice and stake at its heart and center.

It is composed of an Executive Summary and a Main Volume. This publication also serves as the DBM’s Annual Report for 2015.

CAMARINES NORTE LEADS IN EARLY COMPLETION OF KALSADA PROJECTS | DBM 28/06/2016

Camarines Norte leads 74 provinces in early completion of its road projects funded through the P6.5 billion KALSADA Program, a national incentive program for local road management funded under the 2016 General Appropriations Act (GAA) with the allocation of funds based on performance, the Department of Budget and Management (DBM) announced today.

DBM officials joined the Department of Interior and Local Government (DILG) in Camarines Norte today for the final inspection of KALSADA projects under the 2016 Local Government Support Fund.

Camarines Norte, an awardee for outstanding Local Public Financial Management for the past two-years, has completed six of its eight KALSADA road projects amounting to P100,963,429.02. The remaining two projects will be completed by the middle of July, according to Maxine Tanya M. Hamada, DBM Assistant Secretary for Monitoring and Evaluation.

“We laud the early completion of the road projects in Camarines Norte. This case gives us a clear perspective on the intersection of good governance practices and improving the delivery of basic services in local governments. With better project management, technical and governance capacities, we will see provinces increasingly take on programming, budgeting and implementation of infrastructure projects,” Hamada said.

In line with the DBM's celebration of its 80th anniversary, we are featuring portraits of our hardworking employees and their stimulating tasks and experiences.

WE HEART MA’AM HAYDEE!

Ma'am Haydee has been working with DBM for five years, and is part of the Civil Society Organization desk. Started in 2010, the Civil Society Organization desk was created to assist CSOs in participating in the budget process.

“In our team, we provide technical assistance to CSOs in capacity building, and monitor the agencies and CSOs in their compliance in DBM issuances. Ngayon, may sarili nang desk for CSOs so they can also be guided in monitoring the budget process.

“Mahirap sa una ang paggawa ng CSO desk dahil syempre, hindi pa sanay ang bureaucracy sa pag-engage ng CSOs sa budget process. We explain to them that CSOs need to participate because they should also know where the public funds are spent, kasi these are taxes also. From CSOs naman, hindi pa rin constructive ang naging perspective nila sa government nung simula. Pero syempre nagiging better ito habang tumatagal ang engagement nila with the government.

“Sa palagay ko, na-aappreciate ng CSOs at ng mga government agencies ang pagiging bukas ng Budget sa tao. Sabi nila, this is the first time that government has opened doors for CSOs dahil may BuB na at may Budget Partnership Agreement. For the agencies, they were able to appreciate it after several years because it gives them a tool to defend their budget dahil may consultation talaga with the stakeholders.

“Proud ako sa work ko kasi makabuluhan siya, and we have been recognized all over the world because of our openness in the budget process. This makes it more meaningful to work for the government."

DID YOU KNOW?

The Philippines is among the countries with the most transparent and open budget in the world.

The 2015 Open Budget Survey (OBS) ranked the Philippines as first in the ASEAN, fourth in Asia and 21st in the whole world in terms of budget transparency and openness.

The country scored 64 points out of 100 in the Open Budget Index (OBI), according to the 2015 OBS. This is an increase of 16 points from our 2012 and 2008 OBI score of 48.

A score of 64 out of 100 shows that the government provides the public with substantial budget information. A score of 48 shows that the government provides the public with some budget information during the course of the budget year. This makes it somewhat difficult for citizens to hold government accountable for its management of the public’s money.

The International Budget Partnership’s Open Budget Survey is the world’s only independent, comparable measure of budget transparency, participation, and oversight. The 2015 survey examined 102 countries from around the world. It is conducted every two years.

DOJ Opinion No. 36, s. 2016 on the Retirement Benefits of PAO Lawyers | DBM 20/06/2016

[ADVISORY] DOJ opinion on retirement benefits for PAO lawyers out

Opinion No. 36, s. 2016 states that the Secretary of Justice has consistently refrained from giving legal advice on matters pending before the courts and that “the resolution of this conflict rests upon a proper interpretation of the prohibition in Section 16, RA 10071 and its effects on Section 5, RA 9406 -- which is a matter already with the courts.”

However, the Opinion noted its observation that the issues raised by the DBM and retired PAO lawyers both have basis. It said that the issue “prescind from a divergence in the interpretation” of Section 5 of the PAO Law in relation to Section 16 of RA 10071. “While Section 5, RA 9406 clearly provides that the rank, salary grade, allowances and other emoluments of the public attorneys shall be the same as those of their counterparts in the National Prosecution Services, the prohibition in Section 16, RA 10071, expressly provides otherwise. In other words, what Section 5 of RA 94016 allows, Section 16 of RA 10071 disallows. In this sense, and in view of the clear statutory conflict, the arguments of the PAO (that the benefits under Section 16, RA 10071 may be retroactively applied to them) and of the DBM Legal Service (that the prohibition in the same provision overturns Section 5, RA 9406) both have basis.”

DOJ Opinion No. 36, s. 2016 on the Retirement Benefits of PAO Lawyers | DBM The Department of Justice’s opinion on the payment of retirement benefits of lawyers of the Public Attorney’s Office (PAO) under RA No. 9406[1] in relation to RA No. 10071, otherwise known as the “Prosecution Service Act of 2010.”

DBM: BuB FUNDS WERE NOT RELEASED TO UNQUALIFIED LGUs | DBM 20/06/2016

The Department of Budget and Management (DBM) clarified today that the funds for Bottom-up Budgeting (BuB) projects in local government units (LGU) that failed to comply with the Good Financial Housekeeping requirement were not released to unqualified LGUs. This is the department’s response to reports last Saturday that the Commission on Audit (COA) has asked the DBM to explain why 133 unqualified LGUs were given more than P1.278 billion in projects under the BuB program last year.

Sections 4.3.1 to 4.3.4 of the guidelines provide that non-compliant LGUs will be given until March 2015 to comply with the BuB governance conditions. If a city or municipality fails to comply, national government agencies may release the funds to its provincial government provided that the provincial government is compliant with the Good Financial Housekeeping requirement and the concerned Local Poverty Reduction Action Team (LPRAT) agrees to have the project implemented by the provincial government.

GOOD MORNING MONDAY!

The Philippines has made significant improvements in budget preparation processes and transparency in the past six years, according to the Public Expenditure and Financial Accountability (PEFA) performance assessment report. From only scoring a good performance in 8 indicators in 2010, the country is now satisfactory in 19 out of the 31 indicators in the 2016 assessment.

The indicators are based on the 7 public financial management (PFM) pillars, 3 of which—transparency, policy-based budgeting, and asset and liability management— the country scored high in the latest report.

“The results show that the public financial management system of the country obtained a good performance rating in 19 out of 31 indicators of PEFA. The report also acknowledged that the reform program of the Aquino administration has been successful in strengthening the capacity of central agencies, especially the Department of Budget and Management in budget development and transparency,” said Budget Secretary Florencio B. Abad.

“The PEFA performance assessment measures how effectively the Public Financial Management system of a country achieves the desirable budget outcomes of aggregate fiscal discipline, strategic allocation of resources, and efficient service delivery. The assessment was conducted through consultations between the PFM Committee and a World Bank cross-sectoral team. A similar assessment was published in 2010. This most recent assessment begun in mid-2015 but under a more stringent set of assessment criteria as the PEFA framework was updated by the PEFA Secretariat,” Abad explained.

DBM RELEASES P864-M LGU SHARES FROM NATIONAL WEALTH | DBM 14/06/2016

The Department of Budget and Management (DBM) has released the 40 percent share of local government units (LGUs) in the proceeds from the development and utilization of national wealth, specifically from the collection derived by the national government from energy resources production for 2015.

The DBM said in a statement that it has released the amount of P863,722,833.48 as 40 percent share of LGU in the proceeds from petroleum, coal, geothermal, hydrothermal, and wind resources. The total actual collection amounted to P2,158,194,583.76.

The Philippines hosts the Public Expenditure Management Network in Asia (PEMNA) 2016 Plenary Conference

“The Philippines as host this year shows the region’s recognition of the country’s efforts in public financial management—through its budget, treasury, and audit reforms,” said Department of Budget and Management (DBM) Secretary Florencio B. Abad.

“Our PFM reform initiatives seek to strengthen the whole PFM cycle from planning, budgeting, management, accounting, reporting, and reviewing to auditing of government services. The hosting will enable us to share our initial successes in reform implementation. PEMNA member-countries that have yet to implement similar reforms or are in initial stages of planning or implementation can learn from our experiences,” Abad added.
