ere there is a high incidence of OSY where it aims to give youth a total development in all aspects such physically, spiritually, psychologically, economically, cultural and social development. Members of the organization are ranging from 15-24 years old. In School Youth can also join the group but only Out of School Youth can be elected as officers. PYAP was federated from municipal, city, provincial and at the regional levels. The federation at different levels serves as a mechanism and forum to discuss youth issues and concerns like early marriage, drug-abuse and etc. It also serves as a venue to come up with solutions, recommendations addressed to the youth themselves as well as other system and entities involved in policy formulation, program, planning, implementation and evaluation. PROGRAMS:
IHRDPY- Integrated Human Resource andDevelopment Program for Youth
under Administrative Order No.48 issued in 1974. A program developed to provide developmental, remedial and preventive services to Out of School Youth aged 15 to 24 through self employment assistance programs, social awareness and community responsibility and special services. UKP- Unlad Kabataan Program
Enhanced program of IHRDPY under Department Order No.18 series of 1996. A program anchored on the mission of the DSWD to care, protect, rehabilitate and empower the socially, economically and physically disadvantage sectors among which are the youth. The program is geared towards total developing OSY and disadvantage youth to become self-reliant, economically productive and socially responsible citizen to be able to contribute to the development of their family, community and participate in the task of Nation Building. YNS- Youth National Service Program
I. Rationale
On March 2009, the President issued Executive Order No. #788 “Promoting a Youth National Service” which fundamentally aims at strengthening the Philippine economy and the quality of the life of the Filipinos by investing in key programs for the economy, environment and education, as well as bi initiating a new era of volunteerism and commitment to caring for the underprivileged. The Youth National Service Corps is thus promoted to be composed of a National Service Corps and a Youth Conservation Corps calling together the unemployed or under-employed and the skilled/unskilled or educated/less-educated youth. The National Service Corps-Community Service Program (NSC-CSP)
Is a core strategy that mobilizes the youth to assist in the implementation of Social Welfare and Development Programs and Services at communities with the intention of promoting social responsibility, encouraging volunteerism and involvement and recognizing their contribution in nation building, as well as providing the modest incentive to cope with the current economic challenges. The program focused on the potential contributors of unemployed or under-employed skilled youth or college graduate to education and community service programs by employing them for a 2year national Service Commitment. Program Components:
1. Community Based Programs, Services and Projects. Disaster Risk Reduction (DRR), Mitigation and Response Program services. This programs/services includes proactive and responsive measures of
calamities or other crisis situation such as follow:

B. Disaster Rehabilitation Program (DRP)
This programs includes rehabilitation activities for families and communities
affected by calamities such as Cash/Food for work (CFW/FFW), construction of core shelter units, livelihood projects, construction of Day Care Centers.
2. Center Based and Residential Care Services Program
The youth recruits for the DSWD-NSC-CSP may also be involved in center-based and residential care services and perform or assist in the performance of center-based activities under the direct supervision of social workers. This includes center for children, youth and women as well as the disadvantage and with disabilities. The Youth Conservation Corps (YCC)
Executive Order No. 788 Section 3 - The Youth Conservation Corps shall compose of the skilled and unskilled or less-educated youth. They shall focus on environmental protection and conservation and instrastructure projects. Shall youth recruits to likewise undertake a 2year National Service with a modest stipend. The current program known as Out of School Youth Serving Towards Economy Research (OYSTER) shall be subsumed into the YCC. EXECUTIVE ORDER NO.788 SERIES OF 2009

WHEREAS, we must tackle many challenges at once to keep our economy and way of life going strong. WHEREAS, on the part of the government, we must live within our means and run a lean, efficient government. This includes continued fiscal prudence and efforts to work towards a balanced budget. All the while, we must also simultaneously invest in key programs for our people, economy, environment and education. WHEREAS, On the part of the people, now is the time for pulling together and focusing on the family and the community. We must initiate new era of volunteerism and community spirit. This should include government, religious and civic groups and non-governmental organization harnessing our people to engage in coordinated volunteer activities. We should focus on initiatives such as cleaning up our environment, building parks and planting trees and bringing comfort to the poor through food banks and bringing the dignity of literacy to adults who cannot read. WHEREAS, during these trying times, the Philippine spirit and commitment to caring should be prompt to each of us to count our blessings and give back to those who are less fortunate. Our nation needs us all pulling in the same direction. Volunteering time, skill and resources is a noble undertaking we should all take seriously.
