The Sangguniang Bayan of Rizal, Kalinga conducted its 8th Mobile Session on September 22, 2026, at Barangay Babalag East. The session was presided over by Hon. Samuel C. Valdez, in the absence of Hon. Ronald R. Echalar, who was attending to an important matter.

During the session, the barangay council presented the pressing concerns, needs, and priority issues of Barangay Babalag East, seeking the support and appropriate action of the Sangguniang Bayan. PRESERVING TRADITION: UNDERSTANDING THE KALINGA CORE VALUES

The Municipality of Rizal recently concluded the seminar on โ€œPreserving Tradition: Understanding the Kalinga Core Values โ€” Paniyaw, Ngilin, Bain, and Attom,โ€ spearheaded by the IPMR of Rizal, Hon. Dionisio B. Atumpa.

The activity gathered the IPMRs from all barangays of Rizal and all SK Chairpersons, promoting greater understanding and appreciation of Kalinga culture, traditions, and values.

This initiative strengthens our shared commitment to preserving indigenous heritage and passing these timeless values on to future generations.

During the session, Barangay Captain Hon. Virgilio Bagalay presented the pressing concerns and needs of Barangay Babalag West, seeking the support and appropriate action of the Sangguniang Bayan. The Sangguniang Bayan of Rizal, Kalinga held its 6th Mobile Session on September 2, 2026, at Barangay Liwan West, led by Hon. Samuel C. Valdez, in the absence of Vice Mayor Hon. Ronald R. Echalar, who was attending a seminar.

The Mobile Session is part of the municipalityโ€™s continuing efforts to bring the government closer to its constituents and provide a venue where the people can directly voice their concerns, needs, and priorities.

During the session, Barangay Captain, Hon. Johnny A. Gawang presented the pressing needs of Barangay Liwan West and sought the support and appropriate action of the Sangguniang Bayan in addressing these concerns. The members of the body also deliberated on various matters and shared their insights and recommendations toward addressing the concerns raised.

Through the Mobile Session, the Sangguniang Bayan continues to strengthen responsive governance, meaningful community participation, and prompt action toward addressing the needs of every barangay.

Layunin ng aktibidad na mailapit ang pamahalaang bayan sa mga mamamayan at direktang mapakinggan ang kanilang mga pangangailangan at suliranin. Inilahad ni Punong Barangay Kgg. Harold Bangaan ang mahahalagang pangangailangan ng barangay at hiniling ang suporta at kaukulang aksyon ng Sangguniang Bayan.

Patuloy na isinusulong ng Mobile Session ang mahusay na pamamahala, aktibong pakikilahok ng komunidad, at agarang pagtugon sa pangangailangan ng bawat barangay.

Ang Sangguniang Bayan ng Rizal, Kalinga ay nagsagawa ng Ikaapat na Mobile Session noong Agosto 18, 2026 sa Barangay Liwan East, Rizal, Kalinga, sa pangunguna ni Kgg. Ronald R. Echalar.

Layunin ng sesyon na mailapit ang pamahalaang bayan sa mga mamamayan at mapakinggan ang kanilang mga hinaing at pangangailangan. Tinalakay ang ilang mahahalagang usapin at panukalang hakbang ng munisipyo na ipinasa sa mga kaukulang komite para sa karagdagang pag-aaral at rekomendasyon.

Inilahad din ni Punong Barangay Kgg. Elpidio Tel-e ang mga pangunahing pangangailangan at suliranin ng Barangay Liwan East at hiniling ang suporta at nararapat na aksyon ng Sangguniang Bayan.

Sa pamamagitan ng Mobile Session, muling pinagtibay ng Sangguniang Bayan ang kanilang pangako sa mahusay na pamamahala, pakikilahok ng komunidad, at pagtugon sa mga pangangailangan ng bawat barangay.
