The Department of Agrarian Reform (DAR) Oriental Mindoro, through the Project SPLIT Legal Team of the Provincial Project Management Office (PPMO), conducted a meeting to present and review the FY 2026 Reissuance Target Monitoring Report for Original Duplicate Copies (ODC) of titles at the DARPO Conference Hall in Brgy. Masipit, Calapan City.

The Presentation focused on the current status of targets, accomplishments, and remaining balances based on the monitoring spreadsheet.
The meeting also discussed categories such as affidavits of loss submitted and under preparation status, verification of ODC documents, buyer and previous landowner transactions, reconstitution-related submissions, surrendered titles, refusals and unlocated areas with a breakdown per area to show performance distribution.

During the discussion, discrepancies between target figures and actual accomplishments were clarified, and entries that remain under verification were identified as well as areas with outstanding balances were noted for follow-up and issues and concerns related to implementation were considered.
The meeting was presided over by Atty. Jesus Franco B. Lasquite, Legal Coordinator for Project SPLIT, and attended by designated Municipal Cluster Coordinators Annie Rose J. Manlolo (Cluster I), Rocma M. Macarasam (Cluster II), Cielo C. Misal (Cluster III) and Engr. Arnel S. Barrios (Cluster IV), along with members of the Legal Team-PPMO.

The Department of Agrarian Reform (DAR) Provincial Office in Oriental Mindoro conducted a presentation of its CY 2026 targets and accomplishments under Project SPLIT on February 13, 2026, led by newly reassigned PARPO II Camilo Claro M. Pacquing, together with DARPO staff and members of the SPLIT Project team, as part of ongoing efforts to assess performance and align implementation strategies for the year.
The activity commenced with a welcome message delivered by Mr. Rene B. Catly, Chief Administrative Officer (CAO), who warmly welcomed both the participants and the invited guest officers from the DAR Provincial Office (DARPO) and SPLIT officers.
During the presentation of Sectors, SPLIT workload and documents, key achievements, and ongoing initiatives were highlighted, emphasizing the collective efforts of the offices involved in the successful implementation of SPLIT activities in the province.
Key concerns, including pending documentary requirements, coordination with concerned officers, and timelines for the remaining activities, were discussed and corresponding actions plans were formulated to ensure timely implementation.
The session concluded with the official turnover of pertinent documents, reports, and monitoring files to ensure the seamless continuity of operations under the new leadership.

DAR Oriental Mindoro and the Philippine Statistics Authority conduct National ID Registration with PSA Provincial Statistics Office (PSO) Oriental Mindoro

Calapan City, Oriental Mindoro — The Department of Agrarian Reform (DAR) Oriental Mindoro, in partnership with the Philippine Statistics Authority (PSA) – Provincial Statistics Office Oriental Mindoro conducted a National Identification registration through a mobile registration services on February 6, 2026 at Conference Hall, DAR, Masipit, Calapan City. 📍🇵🇭

The activity aimed to provide convenient and accessible National ID registration for DAR officials and employees, and other stakeholders who have yet to register under the National ID services through the mobile registration setup. 📋

Registration Highlights:

Personnel Officer Buena Pleida Benter said, applicants were able to complete their demographic and biometric information capture through fingerprint and iris scanning without the need to travel to fixed registration centers.

She said, the PSA Provincial Statistics Office – Oriental Mindoro facilitated the registration by deploying trained personnel namely Ms. Gemalyn F. Nepomuceno and Ms. Kristine Kate A. Manao and complete equipment to ensure the smooth and efficient processing of registrants.

She added that the collaboration highlighted the strong inter-agency partnership between DAR and PSA in advancing inclusive service delivery and supporting the government’s goal of registering all eligible Filipinos under the National ID system. 🤝

Participant Feedback: Merel Joy R. Grieta, an employee of DAR and one of the participants, expressed appreciation for the mobile registration initiative, citing reduced travel costs, faster processing, and improved access to essential government services.

The Importance of National ID: Ms. Manao, registration Kit Operator from PSO Oriental Mindoro said, the activity also helped raise awareness on the importance and benefits of the National ID, which serves as a valid proof of identity for transactions with government and private institutions. ✅

Looking Ahead: In an opening statement, both representatives from DAR Oriental Mindoro and PSA Oriental Mindoro reaffirmed their commitment to continue coordinating similar initiatives to reach more individuals, especially those in remote and underserved areas, ensuring that no one is left behind in the implementation of the National ID System.

The DAR Oriental Mindoro also extends its sincere gratitude to Chief Statistical Specialist, Charlyn Romero-Cantos, PhD, for the warm accommodation of the request, which contributed to the successful conduct of the activity. ✨

Matagumpay na natapos ang unang araw ng parcelization survey ng Department of Agrarian Reform (DAR) Oriental Mindoro para sa Support to Parcelization of Land to Individual Titling (SPLIT) Project noong Disyembre 4, simula sa Cluster IV sa bayan ng Bansud.
Ang nasabing operasyon ay sumunod sa pagpupulong noong Disyembre 3, 2025 kung saan pinal na inihanda ng SPLIT Project team, mga tanggapan ng Municipal Agrarian Reform Program Officer (MARO), at ang survey contractor ang lahat ng kinakailangan para sa malinis na pagpapatakbo ng aktibidad.
Ayon kay Parcelization Coordinator, Cielo C. Misal na siyang Municipal Agrarian Reform Program Officer (MARPO) para sa Gloria, Bansud, at Bongabong (Cluster IV), ang unang araw ng survey ay naganap nang maayos sa kabila ng banta ng masamang panahon na isa sa mga natukoy na posibleng hadlang noong nagdaang pagpupulong.
Ipinahayag niya na bagama't natapos na ang survey sa Gloria, marami pa ring lupaing kailangang suriin sa Bansud at Bongabong bilang bahagi ng Cluster IV. Aniya na ang koordinasyon sa lahat ng MARO office ay patuloy na ipapatupad sa buong takbo ng proyekto.
Sunod na isasagawa ang survey sa Cluster 1(Puerto Galera, San Teodoro, Baco, Calapan at Naujan), kasunod ang Cluster 2 (Victoria at Socorro), Cluster 3 (Pinamalayan at Pola), at huli na ang Cluster 5 (Roxas, Mansalay at Bulalacao), na ayon sa organisadong pagkakasunod-sunod na inilatag.
Layunin ng SPLIT Project na mapabilis ang pagbabago ng Collective Certificates of Land Ownership Award (CLOA) sa mga indibidwal na e-titulo para sa mas malinaw at mas may kapaniguraduhang pagmamay-ari ng lupa ng mga benepisyaryo ng repormang agraryo.

A team from the Department of Agrarian Reform (DAR) Oriental Mindoro conducted a land survey in four barangays in the municipality of Socorro, Oriental Mindoro, from October 1-4, 2024 as part of the department’s implementation of the Support to Parcelization of Lands for Individual Titling (SPLIT) program.

The survey team, composed of Cartographer Domingo Lagui, Survey Aid Jericho Datingaling, and team leader Engr. Joseph F. Villaluz from the Land Tenure Improvement Division (LTID), DAR Provincial Office, was joined by Agrarian Reform Program Technologist (ARPT) Daylyn Villa Del Rey of DAR Cluster II (Victoria, Socorro, Pola and Pinamalayan).

The survey covered the barangays of Catiningan, Sto. Domingo, Ma. Concepcion, and Subaan, all located in the municipality of Socorro. The successful completion of the survey is a crucial step towards providing individual land titles to ARBs in the area.

The SPLIT program is a key initiative of the DAR aimed at facilitating the efficient and effective parcelization of agricultural lands for individual titling. The program targets to create individual land titles for Agrarian Reform Beneficiaries (ARBs).

The Support to Parcelization of Lands for Individual Titling (SPLIT) project continues to move forward. The DAR Oriental Mindoro Cluster II Office recently posted a Notice of Meeting on the Bulletin Board of the Barangay Hall in Brgy. Puting Cacao, Pola, Oriental Mindoro. The notice was posted on September 20, 2024.

The activity was facilitated by Senior Agrarian Reform Program Technologist (SARPT) Mira Marasigan and Agrarian Reform Program Officer I (ARPO I) Roberto Cabrera, supervised by Municipal Agrarian Reform Program Officer for DAR Oriental Mindoro Cluster II, Ophelia Radovan.

DAR Oriental Mindoro Cluster II Office Conducts Preliminary Validation of SPLIT IP Beneficiaries

Socorro, Oriental Mindoro - The Department of Agrarian Reform (DAR) Cluster II in Oriental Mindoro recently conducted a preliminary validation of farmer beneficiaries' whereabouts under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The validation, which took place on September 17, 2024, in Barangay Happy Valley, Socorro, focused on beneficiaries from the Mangyan Indigenous People (IP) community.

The validation process aimed to confirm the current location and status of beneficiaries who have received land titles under the DAR Comprehensive Agrarian Reform Program (CARP).

The beneficiaries involved in this particular validation were Benigno Marasigan, Joel Magalang, and Jaime Paredes, holders of title numbers Carp2017000236, Carp2017000238, and Carp2017000240, respectively.

The activity was supervised by Municipal Agrarian Reform Program Officer (MARPO) for Cluster II, Ophelia C. Lopez-Radovan. The validation team, comprised of Senior Agrarian Reform Program Technologist (SARPT) Rosabel Jandusay and SARPT Mira Marasigan, was assisted by Agrarian Reform Program Technologist (ARPT) Daylyn D. Villa Del Rey who is also the assigned personnel for the Socorro Municipality.

This initiative is part of DAR's ongoing efforts to ensure the successful implementation of the SPLIT project, which aims to provide secure land ownership to farmers and empower them to improve their livelihoods, said Villa Del Rey.

Villa Del Rey said the validation process plays a crucial role in ensuring that beneficiaries are properly identified and supported throughout the program."Pre-validation played a vital role in ensuring the successful distribution of individual land titles to beneficiaries", said Villa Del Rey. "The positive impact on these indigenous clients, who now have a chance to own their land, was evident in their smiles and expressions of gratitude"

DAR Oriental Mindoro Conducts Simultaneous Beneficiary Validation for SPLIT Target

The Department of Agrarian Reform (DAR) Oriental Mindoro recently conducted a simultaneous Preliminary Validation of Farmer Beneficiaries Whereabouts for two of its cluster offices: Cluster I and Cluster IV.

This initiative, which took place on September 13, 2024, aimed to ensure the accurate identification and location of beneficiaries for the department's year target on Support to Parcelization of Lands for Individual Titling (SPLIT).

Cluster I's validation took place in Barangay Bangkatan, Baco, Oriental Mindoro, at the property of Martina Go and Arlyn Go, encompassing 3.1728 hectares. The process was facilitated by Agrarian Reform Program Technologist (ARPT) Jensen Ema.

Meanwhile, Cluster IV conducted their validation in Barangay San Roque, Bulalacao, at the property awarded to Oloy Abnay et al. This validation was led by Agrarian Reform Program Officer I (ARPO I) Ariel Mendoza.

"Upon receipt of the instruction from DAR Provincial Office, I already instructed my staff to simultaneously validate the landholdings covered by my office in Cluster I which covers Baco, San Teodoro, Puerto Galera, Naujan and Calapan City", said Municipal Agrarian Reform Program Officer (MARPO) Engr. Eulalia Caringal. "By accurately identifying and documenting these beneficiaries, the department aims to streamline the process of land distribution, ensuring that the rightful owners receive their titles and can fully benefit from their land."

"This validation is a crucial step in fulfilling the DAR Provincial Office's directive to meet our year-end target for SPLIT," explained Ariel Mendoza. "We are always eager to go out into the field and connect with our Agrarian Reform Beneficiaries (ARBs). It's incredibly rewarding to know that we are playing a part in bringing about positive change. By providing individual land titles, we can continue to support them and contribute to the government's broader goals of addressing land tenure issues."

Mendoza said, some of the recipients of land in DAR Cluster IV which are now being subjected to SPLIT are also members of the Mangyan Tribe which is an Indigenous People, native in Mindoro Island.

"This simultaneous validation effort, part of the DAR Provincial Office's initiative to streamline land distribution of the province's SPLIT target underscores the DAR's commitment to ensuring the rights of agrarian reform beneficiaries," said OIC-Chief Agrarian Reform Program Officer (CARPO) for DAR Oriental Mindoro Land Tenure Improvement Division (LTID) Rene B. Catly. "We are working to ensure that these landholdings are eligible for the SPLIT program."
