Capiz Provincial Library and Book Nook

𝗔𝗡𝗚 𝗕𝗨𝗪𝗔𝗡 𝗡𝗚 𝗔𝗕𝗥𝗜𝗟 𝗔𝗬 𝗕𝗨𝗪𝗔𝗡 𝗡𝗚 𝗣𝗔𝗡𝗜𝗧𝗜𝗞𝗔𝗡 (National Literature Month) at ang Pamahalaang Panlalawigan ng Capiz ay nakikiisa sa pagdiriwang nito! 📜🖋️🌿

Ang Pambansang Buwan ng Panitikan o Buwan ng Panitikang Filipino ay ipinagdiriwang alinsunod sa Proklamasyon Blg. 968 na nilagdaan noong 2015, upang itaguyod, payabungin, at pangalagaan ang pambansang panitikan.

✍🏻Ang tema ng pagdiriwang ngayong taon ay:
𝗕𝗲𝗸ë𝘁 𝗣𝗮𝗻𝗶𝘁𝗶𝗸𝗮𝗻: 𝗣𝗮𝗿𝗮 𝘀𝗮 𝗞𝗮𝘁𝘄𝗶𝗿𝗮𝗻 𝗮𝘁 𝗞𝗮𝗹𝗶𝗸𝗮𝘀𝗮𝗻

Kumukuha ng katutubong lakas ang tema ngayon ng Buwan ng Panitikan para itanghal ang kapangyarihan ng panitikan na pagkaisahin ang bayan. Hango ang “bekët” sa mga Agutaynë́n ng Palawan at nangangahulugan ito ng pagkakaisa at pagbibigkis.

Sa ganitong paraan, kinikilala ng “Bekët Panitikan” ang mahalagang ambag ng katutubong haraya sa pagbuo ng panitikang pambansa. Dahil ang bayan ay binubuo ng iba’t ibang pamayanan ng mambabasá’t manunulat na patuloy na yumayabong ang ugnayan. Itinatanghal din nito ang panitikan bilang mahalagang bigkis sa haraya, gunita, at intelektuwal na pag-unlad ng bayan.

✍🏻 𝗔𝗻𝗴 𝘀𝘂𝗯𝘁𝗲𝗺𝗮:

Mahalagang pinaglalaanan ng pokus ang pagkakaisa na itinataguyod ng panitikan. Sa pagdiriwang na ito binibigyang-pansin ang pangangailangan upang pagkaisahin ang lakas para sa katwiran at kalikasan. Ang katwiran, at ang pananaig nito sa bayan, ay noon at noon pa idinambana ng mga bayaning manunulat ng bayan para marating ang minimithing ginhawa at kalayaan. Mahalaga rin ang pagbibigkis para sa kalikasan upang maging maláy pa lalo ang mamamayan sa kanilang gampanin na pangalagaan ito. Dahil bahagi lamang sila nito at kailanma’y hindi makatataas sa kalikasan.

Sa dulo, isang pang pamilyar na tanong ang aalingawngaw kapag binigkas ang katutubong pamana ng mga Agutaynë́n: Bakit hindi panitikan? Dahil nasa ikalawang dekada na ng implementasyon ang pagdiriwang ng Buwan ng Panitikan mula nang ilabas ang Proklamasyon Blg. 968 noong 2015, patuloy ang panawagan para sa pagpapahalaga at patuloy na pagpapayaman pa ng tangkilik sa panitikan ng bansa. Dahil sa hulí, ang panitikang pambansa rin ang magpapakita ng ating malalim na ugnayan sa isa’t isa bilang kapuluan ng mga wika, bilang kapuluan ng mga tekstong patuloy na nabubuhay.

This March, the Capiz Provincial Library (CPL), under the supervision of the Provincial Tourism and Cultural Affairs Office (PTCAO), joins the nationwide 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗪𝗼𝗺𝗲𝗻’𝘀 𝗠𝗼𝗻𝘁𝗵 𝗰𝗲𝗹𝗲𝗯𝗿𝗮𝘁𝗶𝗼𝗻 (𝗡𝗪𝗠𝗖)!

To create a society where all women enjoy equal rights, power, and opportunities, the 2026 National Women’s Month Theme, "WE for Gender Equality and Inclusive Society "𝑊𝐸 𝑓𝑜𝑟 𝐺𝑒𝑛𝑑𝑒𝑟 𝐸𝑞𝑢𝑎𝑙𝑖𝑡𝑦 𝑎𝑛𝑑 𝐼𝑛𝑐𝑙𝑢𝑠𝑖𝑣𝑒 𝑆𝑜𝑐𝑖𝑒𝑡𝑦" and the sub-theme “𝐿𝑒𝑎𝑑 𝑙𝑖𝑘𝑒 𝑡𝘩𝑒 𝐵𝑎𝑏𝑎𝑦𝑙𝑎𝑛𝑠, 𝐹𝑖𝑙𝑖𝑝𝑖𝑛𝑎𝑠.” This initiative aims to champion gender equity by empowering libraries and offices across the country showcasing resources on women's rights, gender equality leadership, and the vital role of women in nation-building.
This celebration aims to advance education, deepen awareness and foster a more inclusive and equitable society by establishing visible and meaningful library spaces that highlight women's contributions and leadership.
The following laws serve as the legal bases for the celebration of National Women’s Month:
𝗣𝗿𝗼𝗰𝗹𝗮𝗺𝗮𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟮𝟮𝟰 𝘀. 𝟭𝟵𝟴𝟴– Declaring the first week of March each year as Women’s Week and March 8 as Women’s Rights and International Peace Day
𝗣𝗿𝗼𝗰𝗹𝗮𝗺𝗮𝘁𝗶𝗼𝗻 𝗡𝗼. 𝟮𝟮𝟳 𝘀. 𝟭𝟵𝟴𝟴 – Providing for the observance of March as Women’s Role in History Month
𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 (𝗥𝗔) 𝟲𝟵𝟰𝟵 𝘀. 𝟭𝟵𝟵𝟬 – Declaring March 8 of every year as National Women’s Day.

The Capiz Provincial Library (Room 1), and the Book Nook - Capiz LGU (Room 22) are located on the 3rd Floor of the Capiz Government and Business Center in Roxas City, Capiz. Both are open from Monday to Friday (8 AM - 12 PM and 1 PM - 5 PM).

On January 28, 1991, former President Corazon Aquino signed Presidential Proclamation No. 683 declaring the month of February as National Arts Month (NAM). This month-long celebration aims to promote and showcase the country’s rich cultural heritage, highlighting the artistic talents of Filipinos and providing opportunities for artists to express their creativity.

This year’s theme, Ani ng Sining: Katotohanan at Giting, illustrates that art is not merely the product of a creative mind, but also the outcome of the people’s shared experiences and collective aspirations. As an expression of truth and valor, art becomes a wellspring of hope and a guiding force toward a more just and progressive society.

Daisy Hontiveros-Avellana (Lourdes Genoveva Dolores Pardo Hontiveros-Avellana; January 26, 1917 – May 12, 2013) was a towering figure in Philippine theater and film, revered as the “First Lady of Philippine Theater.” An actress, director, producer, and writer for stage, radio, and cinema, she was named National Artist of the Philippines for Theater in 1999 in recognition of her lifelong contributions to the performing arts.

Born in Roxas City, Capiz (then Capiz, Capiz), Avellana was the eldest child of the Associate Supreme Court Justice and former Capiz Governor José Maria M. Hontiveros and violinist Vicenta R. Pardo-Hontiveros. She earned her Bachelor of Philosophy from the University of the Philippines in 1937 and a Master of Arts from the University of Santo Tomas in 1938. Beyond performing, she was a dedicated educator, training actors and directing productions at Centro Escolar University, St. Paul College, St. Teresa’s College, and other institutions.

Avellana’s stage career was marked by iconic performances, most notably as Candida Marasigan in Nick Joaquin’s Portrait of the Artist as Filipino, both on stage and on film. She also brought to life formidable roles such as Lady Macbeth and Desdemona in Shakespeare, Bernarda Alba in Lorca’s The House of Bernarda Alba, Doña Lupe in Joaquin’s Tatarin, and characters from works by Eugene O’Neill, Maxwell Anderson, and classical tragedians. As a director, her notable productions include Diego Silang (1968) and Walang Sugat (1971–1972).

In 1939, together with her husband, National Artist for Film Lamberto Avellana, she co-founded the Barangay Theatre Guild, the country’s first organized theater group, which played a crucial role in professionalizing Philippine theater and expanding its reach through stage, radio, and later television. Her screenplay Sakay (1939) won recognition as an outstanding script, and she also adapted literary works for radio broadcast. Daisy Avellana passed away at the age of 96, leaving a legacy that helped shape modern Filipino theater and inspire generations of artists.

𝗧𝗼𝗱𝗮𝘆, 𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝟭, 𝟮𝟬𝟮𝟲, 𝗺𝗮𝗿𝗸𝘀 𝘁𝗵𝗲 𝟭𝟯𝟰𝘁𝗵 𝗕𝗶𝗿𝘁𝗵 𝗔𝗻𝗻𝗶𝘃𝗲𝗿𝘀𝗮𝗿𝘆 𝗼𝗳 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗠𝗮𝗻𝘂𝗲𝗹 𝗔. 𝗥𝗼𝘅𝗮𝘀

From the humble streets of Capiz, Capiz (now Roxas City, Capiz), Manuel Acuña-Roxas rose to become President of the Commonwealth of the Philippines and the first President of the independent Third Philippine Republic. On this day, we remember Manuel Roxas, fondly known as Manoling, and his enduring legacy of leadership and service to the nation.

A distinguished scholar, Roxas topped the 1913 Bar Examinations after earning his law degree from the University of the Philippines. As historian Marcial Lichauco noted, he held more significant government positions than any Filipino before him. Prior to his presidency, Roxas served as Governor of Capiz; Speaker of the House of Representatives for twelve (12) consecutive years; member of the Constitutional Convention; Secretary of Finance; Chairman of the National Economic Council and the National Development Company; head of various government corporations and agencies; Brigadier General in the USAFFE; and President of the Philippine Senate. (𝘓𝘪𝘤𝘩𝘢𝘶𝘤𝘰, 𝘔. (1952). 𝘙𝘰𝘹𝘢𝘴. 𝘒𝘪𝘬𝘰 𝘗𝘳𝘪𝘯𝘵𝘪𝘯𝘨 𝘗𝘳𝘦𝘴𝘴.)

Manuel A. Roxas briefly served as the third and last President of the Commonwealth from May 28 to July 4, 1946, before assuming office as the first President of the independent Philippine Republic. His presidency was cut short when he succumbed to a heart attack on April 15, 1948, at Clark Air Base in Pampanga.

Born on January 1, 1892, to Gerardo Roxas and Rosario Acuña-Roxas, Manuel was the younger brother of Mamerto Roxas. He married Trinidad de Leon in 1921, and they were blessed with two children.

Lichauco aptly described him as a “soldier, statesman, patriot, friend of the common man, champion of democracy, architect and builder of the nation.”

Every April 15, the Death Anniversary of President Manuel A. Roxas is commemorated through a Mass offering and wreath-laying ceremony, coinciding with the celebration of Capiztahan.

Today, the Roxas ancestral home still stands along Rizal Street in Roxas City. His monument remains a prominent landmark at Roxas City Plaza, while family heirlooms and memorabilia are preserved at the Ang Panublion Museum. A 1940 Cadillac Fleetwood Series 75 once used by President Roxas is also on display at the Presidential Car Museum (Museo ng Pampangulong Sasakyan) at Quezon Memorial Circle in Quezon City.
