DSWD KALAHI-CIDSS Supports San Agustin in Completing Municipal Resilience Plan and Prioritizing Resilience PPAs

The Department of Social Welfare and Development (DSWD) Field Office Caraga, through the Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), supported the Municipality of San Agustin, Surigao del Sur, in completing its Municipal Resilience Plan (MRP) and prioritizing Programs, Projects, and Activities (PPAs) proposed for support under the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP).

The three-day planning workshop, held on September 28–30, 2026, at Alameda Farm, Barangay Gata, San Agustin, Surigao del Sur, brought together key stakeholders to strengthen the municipality’s resilience planning and translate identified risks and vulnerabilities into appropriate and prioritized interventions.

Facilitated by the Area Coordinating Team (ACT) and Municipal Coordinating Team (MCT), and led by the Municipal Vice Mayor and MResT Chairperson-Alternate, Hon. Alex L. De Guzman, the activity gathered members of the Municipal Resilience Team (MResT), representatives from the Provincial Local Government Unit (PLGU), and the Barangay Resilience Teams (BResTs).

The participants reviewed the municipal profile, Participatory Risk and Vulnerability Assessment (PRVA) results, barangay and municipal risk maps, and existing local and provincial climate change adaptation and disaster risk reduction and management plans. These served as key references in identifying and determining priority risks and resilience needs of the municipality.

Based on the identified priorities, the participants formulated the MRP objectives and performance indicators and developed corresponding PPAs, including their expected outputs, targets, implementation schedules, and resource requirements. The proposed interventions were likewise reviewed against the PCRP Menu, Negative List, and Environmental and Social Exclusion List to ensure that the proposed interventions were aligned with project requirements and eligibility considerations.

The workshop resulted in the completion of San Agustin’s Municipal Resilience Plan, prioritization of proposed PPAs, and preparation of initial Year 1 Concept Notes. As a key milestone of the activity, the MResT also signed a resolution endorsing the completed MRP to the Regional Program Management Office (RPMO) for further technical review and appropriate action.

The completed planning outputs will serve as important references for the succeeding technical review, refinement of proposals, and implementation support under the PCRP, further strengthening the Municipality of San Agustin’s efforts toward more inclusive, risk-informed, and climate-resilient development.
