In an effort to institutionalize community-driven, climate-adaptive local governance, the Municipal Resilience Team (MResT), under the DSWD KALAHI-CIDSS Philippine Community Resilience Project (PCRP), successfully convened for the formulation of the Municipal Resilience Plan (MRP) 2026โ2028.
The three-day planning workshop focused on identifying, validating, and prioritizing high-impact Programs, Projects, and Activities (PPAs) anchored on findings from the previously conducted Participatory Risk and Vulnerability Assessment (PRVA). Key local stakeholdersโincluding the Municipal Core Team (MCT), Area Coordinating Team (ACT), Barangay Local Government Units (BLGUs), technical working groups, and Community Volunteersโcollaborated to translate local hazard data into actionable resilience investments.
Key highlights of the workshop included:
โ
Barangay Risk & Resource Map Validation: Pinpointing localized exposure to natural hazards, critical infrastructure vulnerabilities, and existing community assets across all participating barangays.
โ
Technical Integration & Expert Consultations: Aligning community findings with municipal sectoral development thrusts, disaster risk reduction standards, and environmental management guidelines.
โ
Resilience Portfolio Development: Formulating multidisciplinary PPAs spanning social protection, structural mitigation, early warning mechanisms, and sustainable livelihood support.
โ
PPA Prioritization & Criteria-Based Voting: Ranking proposed interventions using participatory decision-making frameworks to ensure equitable and impact-driven resource allocation.
โ
Action Planning & Mainstreaming: Laying down implementation roadmaps for the integration of prioritized PPAs into the Comprehensive Development Plan (CDP) and Local Disaster Risk Reduction and Management Plan (LDRRMP).
The finalized priority projects under the PCRP framework are scheduled for phased roll-out and implementation starting Fiscal Year 2027, establishing a more climate-resilient and proactive community foundation.
