TODAY | DSWD, WFP Strengthen Collaboration for El Niรฑo-Induced Drought Preparedness

The Department of Social Welfare and Development (DSWD), in partnership with the World Food Programme (WFP) Philippines, held a high-level discussion on strengthening joint anticipatory actions and response measures in preparation for the potential impacts of the 2026/2027 El Niรฑo phenomenon.

The discussion explored opportunities to strengthen existing social protection and disaster response mechanisms, particularly through the Pantawid Pamilyang Pilipino Program (4Ps), Walang Gutom Program (WGP), and Project LAWA at BINHI.

Through strengthened operational systems, improved early warning mechanisms, and timely cash assistance, both agencies seek to help vulnerable Filipino families prepare for, withstand, and recover from the impacts of severe drought on their food security and livelihoods.
Together, DSWD and WFP remain committed to building adaptive, shock-responsive systems that save lives and strengthen community resilience across the nation.

๐ŸŒฑ๐Ÿ’ง

On September 24, 2026, the Department of Social Welfare and Development (DSWD) conducted a Monitoring and Technical Assistance (MATA) activity at the Project LAWA at BINHI sites in the Municipality of Dumanjug, Cebu, covering the barangays of Kanghumaod, Doldol, Tubod-Dugoan, and Kanghalo.

The activity commenced with a courtesy call to the Municipal Vice Mayor of Dumanjug, Cebu, highlighting the importance of strengthened coordination and partnership between the DSWD and the local government in sustaining the gains of Project LAWA at BINHI.

The monitoring and technical assistance activity aimed to assess the quality, sustainability, and community ownership of the established project sites. While the Municipality of Dumanjug has achieved 100% completion under the CY 2026 Cash-for-Training and Cash-for-Work (CFTW) modalities, the MATA goes beyond completion validation and focuses on how the project interventions are being utilized, maintained, and sustained by the communities.

Through site validation and technical discussions, the activity examined how the established interventions are contributing to climate-resilient practices, food security, and community preparedness. It also provided an opportunity to identify good practices, address implementation concerns, and provide technical guidance to further strengthen the sustainability of the project sites.

The activity underscores that the success of Project LAWA at BINHI extends beyond the completion of project activities. More importantly, it is reflected in the communitiesโ€™ capacity to maintain, utilize, and build upon the interventions toward sustainable and resilient livelihoods.

Through continuous monitoring, technical assistance, and collaboration with local government units and communities, DSWD remains committed to ensuring that the gains of Project LAWA at BINHI are sustained and translated into meaningful, long-term benefits for partner-beneficiaries.

TINGNAN: Kinilala ng Bureau of Fisheries and Aquatic Resources (BFAR) ang Department of Social Welfare and Development (DSWD) Field Office V โ€“ Bicol Region, sa pamamagitan ng Project LAWA at BINHI (PLAB), sa ginanap na Gawad Parangal sa mga Kabalikat ng Pangisdaan at Yamang Tubig bilang bahagi ng ika-63 Fish Conservation Week noong Setyembre 18 sa Quezon City.

PLAB-IS Pilot Testing Concludes in the Luzon Cluster

The Project LAWA at BINHI Information System (PLAB-IS) Pilot Testing concludes yesterday, 23 September 2026, in the Luzon Cluster, as DSWD Field Office CAR and DSWD Field Office II convened at the DSWD-CAR Regional Office.

The activity was facilitated by the Regional Focals Ms. Phoebeatriz Macababbad and Mr. Jeffrey Wallace. While Mr. Marianito Cagabhion Jr., the PLAB-IS Developer served as Resource Person joined by Mr. Abelardo Dice of the Disaster Response Operations Monitoring and Information Center (DROMIC).

The pilot testing provided an avenue for the participating Field Offices to test the system, validate processes, identify areas for improvement, and provide valuable feedback toward ensuring that the PLAB-IS is responsive to the operational, monitoring, and reporting requirements of Project LAWA at BINHI.

The engagement further strengthens the projectโ€™s efforts toward efficient, integrated, and data-driven program implementation, supporting improved documentation, monitoring, reporting, and decision-making across Field Offices.

As the Luzon Cluster concludes its pilot testing, Project LAWA at BINHI continues to advance toward a more responsive, streamlined, and technology-enabled implementation systemโ€”strengthening systems and processes in support of climate-responsive social protection and community resilience.
