DAR Central Luzon

The Department of Agrarian Reform (DAR) Region III, together with its Provincial Offices, held today a heartfelt Retirement Send-Off Program in honor of PARPO II Garland Leila A. Cuarteros, recognizing her years of dedicated service and meaningful contributions to the Department and to the agrarian reform beneficiaries she has served.

The program opened with a solemn invocation and the singing of the Philippine National Anthem rendered by the DAR Tarlac Chorale, setting a respectful and reflective tone for the occasion. Messages of appreciation were shared by Regional Director Atty. Eric Francis G. Luna and Assistant Regional Director Atty. Odgie C. Cayabyab, who both highlighted PARPO Cuarteros’ commitment, leadership, and the positive impact she has made throughout her career.

Fellow Provincial Agrarian Reform Program Officers (PARPOs) also took the opportunity to express their gratitude and share personal messages, recalling her professionalism, guidance, and the strong working relationships she built over the years.

One of the highlights of the program was the audio-visual presentation showcasing her journey in public service, capturing memorable moments, milestones, and her lasting contributions to the implementation of agrarian reform programs in the region. This was followed by the presentation of tokens of appreciation and the awarding of a plaque of recognition from the DAR Regional Office III and all Provincial Offices.

In her response, PARPO II Cuarteros shared her appreciation for the Department and her colleagues, reflecting on her years in service with gratitude and pride. Her message resonated with many, as she looked back on the challenges, achievements, and relationships that defined her career.

The program concluded with closing remarks from OIC-PARPO I Maria Teresa A. Mina, leaving everyone with a sense of appreciation for a career well spent in public service. The send-off served not only as a tribute, but also as a reminder of the lasting impact of dedication and commitment to serving others.

PARPO II Cuarteros dedicated three decades of her life in service at the Department of Agrarian Reform which began on April 15, 1989 as an Agrarian Reform Specialist at the DAR Central Office. By 2022, she officially became a full-fledged PARPO, serving as the PARPO for DAR Aurora in 2023 and PARPO for DAR Tarlac since 2024.

DAR Central Luzon is expanding the implementation of the agency’s Partnership Against Hunger and Poverty (PAHP) Project to include PNP Region III.

At present, the Project has gained significant strides in partnership with Bureau of Jail Management and Penology, among others, to ensure steady markets for the farm produce of agrarian reform beneficiaries in the region.

𝗘𝗾𝘂𝗶𝗽𝗽𝗶𝗻𝗴 𝗗𝗔𝗥 𝗥𝗲𝗴𝗶𝗼𝗻 𝗜𝗜𝗜 𝗟𝗲𝗴𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲𝗿𝘀 𝘄𝗶𝘁𝗵 𝗙𝗿𝗲𝘀𝗵 𝗞𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲

The Department of Agrarian Reform (DAR) Region III successfully conducted Day 1 of “Cascading of Recent Laws, DAR Issuances, and Jurisprudence to all Regional and Provincial Legal Officers” today, March 18, 2026 at Widus Hotel, Clark Freeport Zone, Pampanga.

The session was led by Atty. Jim G. Coleto, OIC-ULAO for CCD and CRS and concurrent Assistant Secretary-Board Member of DARAB and Atty. Rolando S. Cua, OIC-ULAO In-Charge of Legal Services and concurrent Assistant Secretary-Board Member, DARAB.

The activity is set to end on March 19, 2026.

𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 | In keeping with MC 114 and in observance of the Friday holiday (Eid’l Fitr), the DAR Regional Office III will adopt a work schedule of 8:00 AM to 5:00 PM, effective March 16–19, 2026 only. The ten-hour compressed work schedule will resume on March 23, 2026.

𝗡𝗘𝗪𝗦 | 𝗗𝗔𝗥𝗥𝗢 𝗜𝗜𝗜 𝗵𝗼𝗹𝗱𝘀 𝗳𝗶𝗿𝗲 𝗱𝗿𝗶𝗹𝗹, 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝘀 𝗲𝗺𝗽𝗹𝗼𝘆𝗲𝗲𝘀 𝗳𝗼𝗿 𝗲𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝘀𝗶𝘁𝘂𝗮𝘁𝗶𝗼𝗻𝘀

The Department of Agrarian Reform Regional Office III in partnership with the Bureau of Fire Protection of the City of San Fernando, Pampanga conducted a ‘Fire Drill and Fire Brigade Training’ on March 10, 2026.

Representatives from the Bureau of Fire Protection namely; SFO4 Isagani C Santos, SFO2 Bernard Mantes SFO1 Jann Kenneth Sabino, FO1 Jessy Canlas and FO1 Noel Manio facilitated the fire drill by giving some lectures about fire prevention and suppression, safety and evacuation.

An actual demonstration using fire extinguisher was also presented to the employees.

Also, highlight of the activity was the discussion of Climate Change Disaster Preparedness Plan of the DAR Regional Office III presented by Regional Chief Administrative Officer Lilian C. Dela Cruz.

The fire drill at the Regional Office has been observed annually for several years now.

The month of March is being observed in the country as Fire Prevention Month under the Presidential Proclamation No. 115-A (signed 1966) and Proclamation No. 360 (1986).

𝗣𝗨𝗕𝗟𝗜𝗖 𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 | DARRO III ADOPTS FOUR-DAY WORKWEEK FOR ENERGY CONSERVATION

The Department of Agrarian Reform (DAR) Regional Office III will implement an Alternative Work Arrangement in line with OP Memorandum Circular No. 114 and DAR Memorandum Circular No. 01, Series of 2026, to adopt energy-saving measures in government offices.

The Department of Agrarian Reform (DAR) Central Luzon proudly joined the nationwide observance of the 2026 National Women’s Month Celebration (NWMC) by wearing purple shirts on Wednesday, symbolizing solidarity and commitment to advancing women’s rights and gender equality, March 4, 2026.

Emphasizing shared responsibility, collective leadership, and inclusive action, this year's NWMC continues to carry the 2023–2028 campaign banner, “WE for Gender Equality and Inclusive Society.”

Moreover, in support of the call for concerted action in advancing women’s rights and equal opportunities, the DAR Central Luzon has begun rolling out its lineup of activities for this year’s celebration.

By actively participating in National Women’s Month, the office reinforces its dedication to a more equitable and inclusive agricultural sector across the region.
