PRESS RELEASE | NBI ARRESTS FIVE INDIVIDUALS FOR UNFAIR COMPETITION AND MISUSE OF GRAPES BRAND IN LA UNION

On May 05, 2026, the National Bureau of Investigation – Ilocos Regional Office (NBI-IRO) in an entrapment operation at Barangay Urayong, Bauang, La Union arrested five (5) individuals who were engaged in unlawful acts constituting Unfair Competition, penalized under Section 168 in relation to Section 170 of Republic Act No. 8293, otherwise known as the Intellectual Property Code of the Philippines.

The case arose from a verified complaint filed by a proprietor of Gapuz Gr**es Farm, who alleged that certain individuals have been deliberately and fraudulently misrepresenting themselves as authorized or accredited tour guides of the said establishment. Investigation disclosed that these individuals were using the business name “GAPUZ GRAPES PICKING” without authority, with the intent to deceive the public and divert customers to a vineyard other than that owned and operated by the complainant, thereby causing undue injury, financial loss and damage the goodwill and integrity of the business.

Acting upon said complaint, NBI-IRO operatives conducted surveillance and case build-up, which confirmed the illegal scheme employed by the subjects. Consequently, an entrapment operation was planned and executed, during which the suspects were caught in flagrante delicto while transacting with poseur-buyers using materials bearing the complainant’s registered business name acts that are fraudulently or deceptively, misleading the public into believing goods come from the complainants’ farm. Immediately upon their arrest, the subjects were informed of the nature of their arrest and were duly apprised of their constitutional rights.

The operation likewise resulted in the confiscation of several incriminating items and pieces of evidence, including tarpaulins/signboards marked “GAPUZ GRAPE PICKING,” marked entrapment money, and handwritten receipts evidencing the unlawful transactions.

Subjects were presented for inquest before the Office of the Provincial Prosecutor Bauang La Union.

PRESS RELEASE: | NBI ASSURES PUBLIC: TEMPORARY DISRUPTION OF ONLINE SERVICES DUE TO SYSTEM TRANSITION

Pasay City , Philippines-- The National Bureau of Investigation (NBI) informs the public that its official website and several online services are currently experiencing temporary downtime due to an ongoing transition between internet service providers.

Earlier today, access to the NBI website (nbi.gov.ph), including the Online Clearance Application Portal and official email services, was disrupted.

According to the NBI Technology and Infrastructure Division (TIND), the interruption occurred during the agency’s migration to a new internet provider. In simple terms, the issue involves the system that directs users to the correct NBI servers online. During the transition, the connection from the previous provider was unexpectedly cut before the new system was fully activated, causing the services to go offline.

The affected services include:
• NBI Official Website
• Online Clearance Application Portal
• Internal and External Email Systems

At present, NBI technical teams are working continuously to restore full service. The agency is also closely coordinating with the Department of Information and Communications Technology (DICT) to ensure proper system configuration and prevent further disruptions.

NBI Director Atty. Melvin D. Matibag assured the public that the disruption is purely technical in nature and not the result of any security breach, emphasizing that the agency’s systems remain secure. He added that teams are working around the clock to restore all services as soon as possible and appealed for the public’s patience and understanding as the NBI completes the transition toward a more stable and improved digital infrastructure.

The NBI will provide updates as soon as services are fully restored.

PRESS RELEASE | NBI ARRESTS INDIAN NATIONAL FOR CORRUPTION OF PUBLIC OFFICIALS

Pasay City, Philippines – On April 6, 2026, the NBI-Ilocos Regional Office (NBI-IRO) arrested an Indian national for violation of Article 212 (Corruption of Public Officials) of the Revised Penal Code (RPC).

On March 17, 2026, the Subject visited the NBI-IRO Clearance Section to apply for an NBI Clearance. During the processing of his application, a “WITH HIT” status was flagged under his name. This indicated the presence of a possible criminal record or namesake that required further verification. The Subject was informed that his name was associated with a derogatory record related to a pending warrant for r**e in the Regional Trial Court of Capiz, which he denied. He was advised to obtain a court clearance and a certificate confirming that he is not the individual charged with the crime.

Weeks later, the subject spoke with the Officer-in-Charge of the clearance section and boldly inquired how much he would have to pay for the immediate release of his NBI clearance. As a result, an entrapment operation was organized, leading to the subject's arrest while he was in the act of handing over the offered bribe money.

The NBI-IRO has charged the subject with the aforementioned violation and is seeking assistance from the NBI-Capiz District Office to verify whether the individual arrested is the same person accused of the pending r**e case before the Regional Trial Court of Capiz.

NBI Director Atty. Melvin A. Matibag commended the agents of the NBI-IRO for their rapid and effective action, which ultimately resulted in the successful arrest of the Subject. Director Matibag reinforced the agency's integrity, asserting that the NBI continues to operate with a steadfast commitment to incorruptibility and justice, assuring the public of their resolve to maintain high ethical standards in all their operations.
