The City Social Welfare and Development Office proudly congratulates the City of San Fernando, Pampanga for achieving IDEAL FUNCTIONALITY in the FY 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment conducted by the Department of the Interior and Local Government (DILG). 💙👧🧒

This remarkable achievement reflects the unwavering commitment of the City Government in promoting and protecting the rights, welfare, and holistic development of every Fernandino child through strengthened programs, responsive governance, and child-friendly initiatives.

This recognition also highlights the collective efforts of the Local Council for the Protection of Children (LCPC), partner agencies, stakeholders, and barangays in ensuring that every child grows in a safe, nurturing, and inclusive community.

Under the leadership of our beloved City Mayor, Hon. Vilma B. Caluag, the City of San Fernando continues to champion programs that prioritize children’s welfare and strengthen mechanisms for their protection and development.

The City Social Welfare and Development Office supports the continued efforts of the City Government of San Fernando in strengthening peace, order, public safety, and anti-drug initiatives through the successful conduct of the 2nd Quarter 2026 CPOC-CADAC-TF ELCAC Joint Meeting held on May 19, 2026, at Heroes Hall.

The joint meeting served as an important platform for collaboration and coordination among partner agencies and stakeholders in promoting a safer, more secure, and drug-free community for all Fernandinos.

Under the leadership of our beloved City Mayor, Mayor Vilma B. Caluag, the City Government remains committed in advancing programs and initiatives that uphold public safety, strengthen law enforcement support, and ensure the welfare of every Fernandino.

The City Social Welfare and Development Office joins the City Government of San Fernando in mourning the passing of Ma’am 𝑰𝒓𝒊𝒔 𝑽𝒂𝒍𝒆𝒏𝒄𝒊𝒂 𝑩𝒊𝒍𝒊𝒘𝒂𝒏𝒈, former head of the CSWDO and one of the dedicated pillars of public service in the City of San Fernando.

Ma’am Iris devoted many years of her life in serving the Fernandino community through programs and initiatives that uplifted and protected the welfare of children, senior citizens, persons with disabilities, and other vulnerable sectors. Her dedication, compassion, and leadership left a lasting impact on countless lives and on the growth of the City itself.

The entire CSWDO family extends its heartfelt condolences and prayers to the bereaved family, relatives, friends, and loved ones of Ma’am Iris. May her legacy of genuine public service continue to inspire future generations of social workers and public servants.

The City Government of San Fernando is deeply saddened to share the news of the passing of Iris Valencia Biliwang, a dedicated kawaning Fernandino. She was 73.

Biliwang served as the head of the City Social Welfare and Development Office (CSWDO), where she implemented programs that aided thousands of Fernandinos. Specifically, she led initiatives for the welfare and protection of various sectors, including children, senior citizens, PWDs, and other community members.

The former department head likewise played a vital role in the transition of San Fernando from a municipality to a city, paving the way for her to be named one of the "Cityhood Heroes." She also received a Lifetime Achievement Award from the City Government upon her retirement.

Mayor Vilma Balle-Caluag, together with fellow local leaders and the entire CGSFP workforce, extends her deepest sympathies to the family, friends, and colleagues of Ma’am Iris.

Viewing is open at the Multipurpose Center of St. Jude Village until her interment on May 7, 2026, at 10:00 AM, at Good Shepherd Memorial Park, CSFP.
