On the Alleged Extortion Involvement of a Police Officer in PRO 5
The arrest of a police officer who allegedly extorted money from a Philippine National Police (PNP) applicant in exchange for passing the medical phase of recruitment is a grave betrayal of public trust. It is a direct attack on the integrity of the police service and on every Filipino who seeks to join its ranks through honest means.
I commend the PNP for acting swiftly and decisively. The successful entrapment operation demonstrates that accountability has no rank and that internal cleansing efforts must continue without fear or favor.
The PNP badge is not for sale. No one should profit from the hopes and aspirations of aspiring police officers. Those who turn recruitment into a business corrupt the system, deny opportunities to deserving applicants, and erode public confidence in our institutions.
NAPOLCOM supports the filing of appropriate criminal and administrative charges against all those involved. We will not tolerate any scheme that exploits applicants or compromises the integrity of the recruitment process.

The National Police Commission (NAPOLCOM) Regional Office No. I, led by Atty. George Aplas D. Daskeo, CESO IV, Regional Director, together with Atty. Fidel C. De Vera, City Officer for Dagupan City, and Mr. Allan John J. Floresca, Assistant City Officer, paid a courtesy call to Hon. Belen T. Fernandez, City Mayor of Dagupan City, on June 18, 2026.
The visit served as an avenue to strengthen the partnership between NAPOLCOM and the local government of Dagupan City in promoting responsive governance, public safety, and effective law enforcement. During the meeting, both parties discussed areas of mutual concern and explored opportunities for enhanced collaboration in support of peace and order initiatives and community development programs.
Regional Director Daskeo underscored the importance of sustained coordination and collaboration among government stakeholders to ensure the efficient delivery of public services and the successful implementation of programs that promote public welfare and community development. Mayor Fernandez, in turn, conveyed her strong support for NAPOLCOM's initiatives, including the provision of office space for the Commission in Dagupan City, as part of the local government's commitment to strengthening institutional partnerships. She likewise reaffirmed the city government's dedication to fostering a safe, secure, and progressive Dagupan City through responsive governance and collaborative efforts with national government agencies.

Atty. George Aplas D. Daskeo, CESO IV, Regional Director, conducted an Executive Visit and Talk to the Men and Women of Dagupan City Police Office on June 18, 2026, held at ABF West, Poblacion Oeste, Dagupan City.
Accompanied by Atty. Fidel C. De Vera, City Officer for Dagupan City, and Mr. Allan John J. Floresca, Assistant City Officer, Atty. Daskeo met with PCOL Arnold P Solomon, City Director, and police personnel to discuss collaborative efforts that support peace and development.
The activity underscored the significance of teamwork, accountability, and shared responsibility among government institutions. Through open dialogue and meaningful engagement, the officials reaffirmed their dedication to building safer communities and delivering quality public service to the people of Dagupan City.

National Police Commission Regional Office No. I (NAPOLCOM RO I) through Atty. Phillip Raymund S. Rivera, Provincial Officer for Pangasinan, under the supervision of Atty. George Aplas D. Daskeo, CESO IV, Regional Director, conducted the Prosecution, Law Enforcement and Community Coordinating Services (PROLECCS) Seminar on June 18, 2026 at Pangasinan Police Provincial Office (PPO), Lingayen, Pangasinan.
The seminar which aims to aimed to enhance the participants' knowledge and understanding of criminal investigation, prosecution procedures, evidence management, and the importance of community participation in crime prevention and public safety initiatives, brought together personnel from the Pangasinan PPO, Provincial Investigation and Detective Management Unit (PIDMU), Provincial Drug Enforcement Unit (PDEU), Pangasinan Investigation Unit (PIU), Criminal Investigation and Detection Group (CIDG), 1st and 2nd Provincial Mobile Force Companies (PMFCs), and representatives from various City and Municipal Police Stations throughout the Province of Pangasinan.
In his Welcome Remarks, Atty. Rivera emphasized the significance of the PROLECCS Seminar as an avenue for strengthening coordination among law enforcement agencies, prosecutors, and community stakeholders. He highlighted the importance of professionalism, integrity, and competence in the performance of law enforcement duties, particularly in the conduct of criminal investigations and case build-up.
The morning session featured Prosecutor Emmanuel E. Laforteza, Deputy Provincial Prosecutor, who discussed the essential elements of criminal prosecution, preparation and evaluation of complaints, affidavit-taking procedures, rules on evidence, and the coordination required between investigators and prosecutors in ensuring successful case filing and prosecution. He further emphasized common deficiencies encountered in criminal cases and provided guidance on improving the quality of evidence and documentation submitted before prosecutorial offices.
In the afternoon session, Atty. Narlito A. Urgel, Senior Agent of the National Bureau of Investigation (NBI), delivered a comprehensive lecture on investigative procedures, intelligence development, evidence preservation, chain of custody, interview and interrogation techniques, case documentation, and best practices in criminal investigation. He highlighted the importance of adhering to constitutional rights, due process, and ethical standards in all investigative activities.
The afternoon open forum encouraged participants to engage in meaningful discussions and seek clarification on various investigative concerns. The exchange of experiences and best practices among the participants further enriched the learning process and strengthened professional collaboration among law enforcement agencies.
The seminar concluded with the Closing Message of Dir. Daskeo wherein he commended the organizers, speakers, and participants for their dedication to advancing professional excellence in law enforcement. He emphasized that continuous learning, effective coordination, and community engagement remain vital components in achieving a responsive, accountable, and service-oriented law enforcement system.

The National Police Commission Regional Office No. I (NAPOLCOM RO I), under the leadership of Atty. George Aplas D. Daskeo, CESO IV, Regional Director, conducted Pre-Departure Briefing for the Calendar Year (CY) 2026 Inspection and Assessment Activities for the Ilocos Sur Police Provincial Office (ISPPO) on June 18, 2026.
In attendance during the activity were: Atty. Allan D. Ancheta, Acting Assistant Regional Director; Atty. Joseph O. Apolonio, Acting Chief of the Technical Services Division; Ms. Mary Jane C. Cacanindin, Police Inspector IV and Provincial Officer for Ilocos Sur; and members of the Inspection and Audit Section headed by Ms. Liberty E. Abenes, Police Inspector III and Assistant Provincial Officer for Ilocos Sur.
Atty. Apolonio presented the Letter of Instruction, providing the inspection team with a comprehensive overview of the activityโs objectives, procedures, and operational guidelines.
In his remarks, Atty. Ancheta highlighted the vital role of inspection and assessment activities in enhancing organizational performance, ensuring compliance with established standards, and sustaining the delivery of efficient and responsive public service throughout police offices and stations.
The activity concluded with the inspection team expressing its commitment to upholding the principles of integrity, accountability, and professionalism while carrying out its duties in accordance with NAPOLCOM policies and standards.

Ortega, Provincial Governor of La Union, June 16, 2026, at the Provincial Capitol in the City of San Fernando, La Union.
The visit marked the commencement of the agencyโs Monitoring and Evaluation activities in the province. During the meeting, Governor Ortega reaffirmed the Provincial Governmentโs unwavering support for both the NAPOLCOM and the Philippine National Police (PNP), underscoring the vital role of strong interagency collaboration in promoting peace and order, ensuring public safety, and strengthening public confidence in law enforcement institutions.
