RAB I attends the Online Re-Orientation and Technical Session on Fees and Charges
June 17 - 18, 2026
The orientation was conducted by the HSAC, Revision of Fees Committee with the assistance of the National Tax Research Center (NTRC) โ Special Research and Technical Services Branch. Facilitated by Atty. Ellize Gonzales, the activity was attended by officials and selected personnel particularly Accountants, Cashiers, and identified Process Owners from the Central Office and Regional Adjudication Branches. RAB I was represented by Atty. Alyssa Ronalyn C. Dumlao (Attorney IV), Vanessa Joy P. Ginez-Garin (Accountant III), and Terelyn F. Corpuz (Administrative Officer V).
Discussions focused on the principles and methodologies in the computation of fees and charges, the use of new cost computation template, and the assessment of the Commissionโs existing fees and related processes. The activity forms part of the Commissionโs continuing efforts to strengthen the review and implementation of its fees and charges in accordance with applicable laws, rules, and fiscal policies. Technical sessions were delivered by National Tax Research Center resource speakers Atty. Jason Raposas, Mr. Wilman Ramo, and Mr. Jun Ocol. Key topics included the legal basis for fee imposition, process workflow establishment, and the computation of personnel costs, facility usage, consumable and semi-expendable item, tools and equipment, utilities, and indirect costs.
Participants were also guided on the proper use of the cost computation template and the presentation of outputs per process. The activity concluded with the presentation of outputs, an open forum, and closing reminders from the resource speakers.
The workshop enhanced the participantsโ understanding of the proper computation of fees and charges and provided valuable guidance in ensuring that fee structures remain transparent, reasonable, and aligned with existing government laws, policies, and regulations.

RAB I Joins the 2nd Quarter National Simultaneous Earthquake Drill (NSED) 2026

Led by the Office of Civil Defense, the 2nd Quarter National Simultaneous Drill saw active participation from the personnel of the Human Settlements Adjudication Commission Regional Adjudication Branch I (HSAC-RAB I)
During the simulation, HSAC-RAB I employees engaged in essential earthquake protocols. Upon the sounding of the alarm at exactly 9:00 A.M., everyone immediately performed the โDuck, Cover, and Holdโ maneuver. Employees successfully secured their personal hard hats and go-bags before executing a calm, systematic evacuation to the branchโs designated evacuation area. This practical exercise was conducted to ensure that all personnel are deeply familiar with life-saving actions and remain fully equipped for an actual earthquake event.
By joining this nationwide endeavor, HSAC-RAB I reinforces a strong workplace culture rooted in proactive disaster readiness. The drill underscored how critical swift coordination, situational awareness, and practical experience are in protecting lives when disaster strikes.

Regional Human Settlements and Urban Development Coordinating Committee (RHUSDCC -1) 2nd Quarter Meeting for CY 2026

The Regional Human Settlements and Urban Development Coordinating Committee - Region 1 (RHSUDCC-1) held its 2nd Quarter Meeting at the DHSUD R1 Conference Hall, presided over by Chairperson Engr. Eleador F. Balgos, the OIC-Regional Director of the Department of Human Settlements and Urban Development (DHSUD RO1). The meeting focused on inter-agency alignment, policy review, and tracking regional housing progress. Notably, the Human Settlements Adjudication Commission Regional Adjudication Branch I (HSAC โ RAB I) was officially represented during the proceedings by Atty. Alyssa Ronalyn C. Dumlao (Attorney IV), and Mr. Paolo Antonio M. Macalino (Housing and Homesite Regulation Officer III)
Various Key Shelter Agencies (KSAs) and internal divisions presented their upcoming calendars of events and operational updates. A major focal point was the continued rollout and exploration of sites for the Pambansang Pabahay para sa Pilipino (4PH) Program, alongside upcoming training sessions and Information, Education, and Communication (IEC) campaigns.
The committee held a significant discussion surrounding a draft resolution on whether the Local Shelter Plan (LSP) should revert to a standalone document or remain integrated into the Comprehensive Land Use Plan (CLUP) of Local Government Units. This included reviewing current guidelines to streamline local planning and ensure disaster risk assessments are factored into housing sites.
DHSUD outlined its aim to digitize the housing sub-sector by establishing an official digital platform and dashboard. This initiative is designed to streamline the collection, reporting, and viewing of housing data across the national, regional, and local levels.
The meeting concluded with the formal submission of Agency Accomplishments. The Secretariat issued a standing directive that all future reports must be submitted by the first week of every month to ensure continuous monitoring of regional targets.

HSAC RAB I Newly Designated Safety Officer Completes 40-Hour OSH Training Program

Newly designated Safety Officer, Sheriff Bernardo participated in a Safety Officer Training Program designed to strengthen competencies in occupational safety and health (OSH), particularly in hazard identification, risk assessment, accident causation, and industrial hygiene. The training equipped participants with the necessary knowledge and skills to develop and implement effective workplace safety programs aimed at preventing injuries, illnesses, and operational disruptions.
The program emphasized that workplace safety is both a legal obligation and a shared responsibility among employers, employees, safety officers, and safety committees. It highlighted the widely recognized principle that most workplace accidents are preventable through early hazard detection, proper risk controls, and continuous safety education. Participants were likewise introduced to inclusive and gender-responsive safety practices, recognizing that workplace risks may affect individuals differently and therefore require equitable protective measures.
As a result of the training, Sheriff Bernardo is expected to contribute to the promotion of a safety culture anchored on prevention, compliance, and accountability. The program further reinforced the human-centered nature of occupational safety, emphasizing that workplace accidents and illnesses carry consequences not only for workers but also for their families, communities, and the organization as a whole. Accordingly, proactive hazard management remains essential to ensuring safer, healthier, and more productive workplaces.
