Personnel of the Nueva Ecija Provincial Cyber Response Team, led by PCPT Esteban E. Belarmino, Team Leader, under the supervision of PCOL Miguel M. Guzman, Chief, RACU 3, conducted a Cybercrime Prevention and Awareness Seminar for students and faculty members of MV Gallego Colleges in Cabanatuan City, Nueva Ecija, on September 25, 2026.

The seminar equipped participants with crucial insights on identifying financial scams, navigating common online modus operandi, applying preventive measures, and executing proper reporting procedures. Attendees were further empowered with critical awareness on Nihilistic Violent Extremism (NVE) prevention, bomb threat emergency response, and active engagement through the Warriors Against Cybercriminals (WCA) auxiliary initiative.

โ€œEmpowering our youth and educators with digital literacy and crime awareness is vital to creating a safe online environment and a resilient community. Through active collaboration and continuous advocacy, we protect our citizens against evolving cyber threats and illicit activities,โ€ highlighted PMGEN Andre P. Dizon, Acting Director, PNP Anti-Cybercrime Group.

Unmasking the Criminal Modus Operandi

1. Bulk Registration and Identity Exploitation
The journey begins far from the end-userโ€™s device. Thousands of SIM cards are acquired in bulk by malicious actors or syndicate operators.

2. The Online Black Market
Once successfully registered and activated, the SIM cards enter the digital underground. They are packaged and advertised on various online marketplaces, including illicit Facebook groups, clandestine Telegram channels, and dark web forums.

3. The Text Blasting and Smishing
The initial buyer installs the SIM cards into specialized hardware known as "Text Blasting" machines. Capable of sending bulk text messages simultaneously, the SIM card is bombarded with malicious activity.

4. Downcycling to One-Time Password (OTP) Farms
After thousands of broadcasted messages, telecommunication providers flag the SIM card for suspicious spam activity, rendering its messaging capabilities largely burnt out or restricted. Instead of being discarded, the SIM enters its next phase of monetization: OTP farming.

5. Exploiting Promotions, Casinos, and E-Commerce
When the SIM card can no longer generate value through OTP sales, it is resold to low-tier cyber operators.

6. Mule Accounts and Financial Intermediaries
Now heavily flagged across standard platforms, the SIM card undergoes another resale to financial fraud syndicates. Here, it serves as the foundation for creating "mule" bank accounts and verified digital wallets.

7. The Final Stage, Vishing and Abandonment
In its final phase, the SIM card's digital reputation is entirely exhausted, and most automated services have blacklisted it. It is placed into a physical phone one last time for voice-based phishing known as "vishing."

No. 10175 o Cybercrime Prevention Act of 2012.

These accomplishments demonstrate the PNP ACGโ€™s continued commitment to holding cybercrime offenders accountable while protecting and assisting individuals who fall victim to cyber-enabled crimes. These were made possible through sustained investigation, intelligence monitoring, cyber patrolling, operational efforts, and close coordination with complainants and other law enforcement agencies.

Police General Jose Melencio C. Nartatez, Jr., Chief of the PNP, emphasized the PNPโ€™s unwavering commitment to enforcing cybercrime laws and ensuring that offenders are held accountable and brought to justice.

Meanwhile, PNP ACG Director, Police Major General Andre P. Dizon, emphasized that these accomplishments demonstrate the PNP ACGโ€™s dedication to law enforcement and its commitment to maintaining a safe and trustworthy digital space.
