Two agencies in Region 1 are taking definitive steps toward their PRIME-HRM Bronze Awards. The Municipal Government of Naguilian, La Union (MGO Naguilian) underwent the PRIME-HRM Onsite Assessment on May 5 and 6, 2026, and the Department of Health-Ilocos Center for Health Development (Ilocos CHD) received its PRIME-HRM Maturity Level II Certificates of Recognition in the four core Human Resource Management (HRM) systems on May 7, 2026.
As part of the validation process for MGO Naguilianโs PRIME-HRM journey, the CSC RO I conducted the Onsite Assessment of their HRM practices and competencies. The Policies and Systems Evaluation Division (PSED) of CSC RO I, led by Chief HR Specialist Liwayway R. Navalta, visited the agency and validated the Maturity Level II compliance of its four HRM systems, namely Recruitment, Selection, and Placement (RSP); Performance Management (PM); Learning and Development (L&D); and Rewards and Recognition (R&R) through a series of interviews with HR committees. The team also reviewed HR documents and checked the MGOโs adherence to CSC policies.
At the conclusion of the assessment, PSED met with the PRIME-HRM Technical Working Group of the MGO headed by Dr. Joy P. Flores, Mr. Jeffrey C. Patacsil, Dr. Myra-Fe D. Riรฑon, and Ms. Aicel Necy M. Calderon for a rundown of observed best practices and briefing of the next phase of their journey.
Meanwhile, the Ilocos CHD received its Certificates of Recognition in all four HRM systems at the La Union Convention Center on May 7, 2026, which coincided with its celebration of the National Health Workersโ Day. The PSED team was in full attendance to confer the certificates. CSC RO I Acting Dir. III Atty. Madonna P. Pascual and CSFO La Union Director Romulo V. Nabua also graced the awarding ceremony.
The next step for the Ilocos CHD is to undergo the Onsite Assessment. In her message to the agency, Atty. Pascual emphasized that the PRIME-HRM assessment is not only a procedure to validate compliance but also a challenge to the organization to go beyond compliance. She added, โPRIME-HRM is not designed to be a checklist, but it is meant to be a catalyst for transformation.โ She challenged Ilocos CHD to transform their systems to culture and to sustain them to withstand leadership transitions, changing priorities, and external pressure. Finally, she motivated the agency to innovate amid the rapid digital transformation in the workplace. She highlighted that systems must remain responsive and forward-looking in order to better manage the people in the organization.
Ilocos CHD Dir. IV Paula Paz M. Sydiongco led her team with OIC Dir. III Rosario P. Pamintuan in accepting the awards. In her message, Dir. Sydiongco conveyed her gratitude to the CSC RO I, especially to Acting Dir. IV Cornelia M. Rillera and former Dir. IV Hedy Jose B. Lardizabal for their unwavering support. She relayed her fulfillment with receiving this coveted recognition and committed to sustaining and strengthening the standards set by the organization to continue to champion excellence in public service.

The Honor Awards ProgramโRegional Committee on Awards (HAP RCA) completed its multi stage evaluation for the 2026 Gawad Lingkod Bayani (GLB), marking another milestone in the regionโs continuing efforts to recognize exemplary public servants. The process began in January 2026 with the call for regional nominations, followed by the submission of entries until 31 March 2026, during which 49 nominations from various government institutions across the Ilocos Region were received and subjected to initial screening by the Regional HAP Secretariat to ensure completeness of requirements.
After this preliminary review, the nominations were endorsed to the HAP RCA for deliberation during its meetings held on 14 April and 12 May 2026, where members conducted a thorough assessment of the nomination documents submitted. To reinforce transparency and encourage participatory governance, the profiles of the shortlisted nominees were posted on the CSC RO I page from 13โ15 May 2026 to gather comments and feedback from the public. The Committee then reconvened on 19 May 2026 for final deliberation, taking into account both the merits of the nominations and the feedback received.
As a result of this comprehensive process, 18 nominees were identified and screened as Regional Qualifiers, composed of five (5) individuals and one (1) group under the Gawad Lingkod Bayan ng Pangulo, four (4) individuals and three (3) groups under the Gawad Pagasa, and five (5) individuals under the Gawad Dangal ng Bayan. These qualifiers represent both individual and group entries from diverse agencies across the region.
The 2026 HAP RCA is composed of CSC RO I Acting Director IV Cornelia M. Rillera as Chairperson, Acting Director III Atty. Madonna P. Pascual as Vice Chairperson, with Supervising HR Specialist Ms. Imelda A. Sabado, PIA RO I Regional Head Jennilyne C. Role and DMMMSU MLUC Chancellor Alvin R. Malicdem as Members. Supporting the Committee is the Regional HAP Secretariat, composed of Ms. Alyssa E. Canaya, Mr. Arsenio D. Corpuz III, Ms. Margie Q. Munar, Mr. Niels Azer M. Agustin, and Ms. Shiela Marie M. Astudillo of CSC RO I. Their collective efforts ensured the integrity, accuracy, and fairness of the regional screening process.
As the process moves forward to the next level, the Regional Qualifiers stand as a testament to the many public servants who continue to serve with integrity, dedication, and passion, demonstrating how commitment to public service can inspire meaningful change and strengthen trust in government institutions. Their nomination folders will now be forwarded to the National HAP Secretariat for further assessment in the national search.
