The National Authority for Child Care (NACC) joined the Department of Social Welfare and Development (DSWD) and UNICEF at the ASEAN High-Level Forum on Child Care Reform: Strengthening Family Care and Child Protection Systems last September 24 and 25 at the Philippine International Convention Center. The forum gathered representatives from across ASEAN to discuss ways to prevent unnecessary family separation and strengthen family-based care.

NACC Undersecretary Atty. Gaby Concepcion emphasized the need for a continuum of care that responds to children and families at every stage. NACC Assistant Secretary for Operations Atty. Madeline Arezu T. Jam also highlighted the importance of building an alternative child care system around the needs of the child, while Director III for Operations Imelda Ronda discussed adoption as a permanency pathway for children who need permanent family care.

𝗡𝗔𝗖𝗖 𝗥𝗔𝗖𝗖𝗢 𝟯 𝗻𝗮𝗴𝘀𝗮𝗴𝗮𝘄𝗮 𝗻𝗴 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗩𝗶𝘀𝗶𝘁 𝗮𝘁 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝘀𝗮 𝗔𝗻𝗴𝗲𝗹𝗲𝘀 𝗖𝗶𝘁𝘆

Nagsagawa ang NACC RACCO 3 ng Monitoring Visit and Technical Assistance (MVTA) sa City Social Welfare and Development Office (CSWDO) ng Angeles City noong Setyembre 25, 2026. Ang inisyatibong ito ay pinangunahan ni RACCO III Officer In-Charge Sheila R. Sicat, kasama si Mr. John Paul Dayrit, Social Welfare Officer III, at mga Social Welfare Officers ng Placement and Post-Placement Section.

Layunin ng aktibidad na masubaybayan ang mga batang nasa proseso ng adoption at makapagbigay ng technical guidance sa case management at pagpapatupad ng Domestic Administrative Adoption programs and services.

Kabilang sa mga tinalakay ang status at updates ng adoption applications and records, case management, database management, post-adoption services, gayundin ang mga issues at challenges na kinakaharap ng social workers, kabilang ang mga difficult-to-manage o complex cases na nangangailangan ng karagdagang technical assistance.

Isinagawa rin ang focus group discussion upang matukoy ang mga angkop na hakbang, good practices, at strategies na makatutulong sa pagpapalakas ng adoption services sa antas ng lokal na pamahalaan.

Bilang bahagi rin ng aktibidad, isinagawa ang Awarding of Certificate of Appreciation sa Angeles Local Government Unit na tinaggap ni CSWDO Francis D. De Guzman, bilang pagkilala sa suporta, pakikiisa, at patuloy na pakikipagtulungan pagpapatupad ng mga programa at serbisyo sa Adoption and Alternative Child Care.

Sa pamamagitan ng patuloy na monitoring, technical assistance, at koordinasyon, patuloy na pinapalakas ng NACC RACCO 3 ang mga serbisyong nakatuon sa kapakanan at best interests of the child.

Nakibahagi ang NACC RACCO 3 sa isinagawang annual advocacy activity ng Municipal Council for the Protection of Children (MCPC) ng Floridablanca, Pampanga noong September 17, 2026 sa New Municipal Building, Sta. Monica, Floridablanca, Pampanga.

Sa temang “Empowering Community Partners: Strengthening Awareness on RA 11767, RA 11642, and RA 10165,” binigyang-diin ng aktibidad ang kahalagahan ng kaalaman at pakikilahok ng mga magulang, barangay partners, at iba pang community stakeholders sa foundling recognition and protection, domestic administrative adoption and alternative child care, at foster care.

Layunin din ng programa na mas mapalalim ang pag-unawa ng komunidad sa kanilang mga tungkulin sa pagtukoy sa mga batang nangangailangan ng alternative care, pagbibigay ng angkop na tulong, at tamang referral sa mga kinauukulang ahensya at service providers.

Patuloy na nakikiisa ang NACC RACCO 3 sa mga lokal na pamahalaan at community partners sa pagpapalawak ng kaalaman at kamalayan para sa proteksyon, kapakanan, at pinakamabuting interes ng bawat bata. 💙💛❤️

Nagsagawa ang NACC RACCO 3, sa pangunguna ng Standards, Accreditation and Monitoring Section (SAMS), kasama ang DSWD Standards Bureau, ng Joint Assessment Visit sa Bahay at Yaman ni San Martin de Porres, Inc. noong September 22-24, 2026, sa Bustos, Bulacan.

Layunin ng pagbisita na masuri ang pagsunod ng center sa mga pamantayan ng NACC sa pagpapatupad ng Adoption and Alternative Child Care Programs and Services (AACCPS). Sinuri rin ang pamamahala, mga patakaran, paghahatid ng serbisyo, at case management upang matiyak na maayos na naipatutupad ang mga programa at serbisyo para sa kapakanan at best interests ng bawat bata. 💙💛❤️

𝐒𝐀𝐍 𝐅𝐄𝐑𝐍𝐀𝐍𝐃𝐎, 𝐏𝐀𝐌𝐏𝐀𝐍𝐆𝐀 | Eighteen (18) Local Government Units (LGUs) across Central Luzon formally strengthened their commitment to advancing the rights, welfare, and best interests of children through the signing of a Memorandum of Agreement (MOA) with the National Authority for Child Care (NACC) and the Regional Alternative Child Care Office III (RACCO III) held at the Benigno S. Aquino Hall, Provincial Capitol.

The MOA formalizes the collaboration between the NACC, RACCO III, and participating LGUs in the implementation of Domestic Administrative Adoption and Alternative Child Care Programs and Services. Through their respective Local Social Welfare and Development Offices (LSWDOs), the LGUs will support the development of a pool of licensed and trained foster parents, facilitate the conduct of Parenting Capability Assessment Reports, and assist in the preparation and filing of Petitions for Adoption and Certification Declaring a Child Legally Available for Adoption (CDCLAA).

Nagsagawa ng Forum on Domestic Administrative Adoption and Alternative Child Care noong September 21, 2026, sa Youth Development Center, Doña Francisca, Balanga City, Bataan.

Dinaluhan ito ng 30 participants mula sa City Government employees at Women’s Sector, na nagkaroon ng pagkakataong matuto at mas mapalalim ang kanilang kaalaman tungkol sa domestic administrative adoption at alternative child care.

Patuloy nating pinalalakas ang awareness ng ating komunidad upang mas maraming indibidwal at pamilya ang magkaroon ng tamang kaalaman tungkol sa adoption at alternative child care para sa kapakanan at best interest ng mga bata. 💙💛❤
