PDEA LA UNION PROVINCIAL OFFICE JOINS THE 2026 3RD QUARTER PPOC-LUADAC JOINT MEETING

On September 21, 2026, at around 1:30 PM, IA V Richard U. Tinong, Provincial Officer, together with the Provincial Drug Clearing Officer, attended the 2026 3rd Quarter PPOC-LUADAC Joint Meeting held at the Speaker Pro Tempore Francisco Ortega Convention Center, Sevilla, San Fernando City, La Union.

The meeting was presided over by PCOL Redentor C. Ulsano, Provincial Director of LUPPO and Vice Chairperson of the Peace and Order Council and attended by members from the twenty (20) Local Government Units, representatives from various National Government Agencies, members from the Civic Society Organizations (CSOs) and other stakeholders of the Province.

During the meeting, this Office presented its Anti-Drug Accomplishments for July to September 2026, highlighting its efforts in implementing supply and demand reduction strategies.

PDEA La Union remains steadfast in strengthening collaborative anti-drug initiatives and sharing its advocacies towards achieving a drug-free La Union and supporting the province’s vision of becoming a Center of Innovation and Growth in Region 1 by 2035.

PDEA Pangasinan - On September 21, 2026, at around 2:00 P.M., IA V Dexter B. Asayco, Provincial Officer, together with Provincial PECI Officer, conducted a Drug Abuse Prevention and Education (DAPE) Lecture at the Dagupan City Jail Male Dormitory, Dagupan City, Pangasinan.

During the activity, the Provincial Officer discussed the salient features of Republic Act No. 9165 to Persons Deprived of Liberty (PDLs) and BJMP personnel

The activity aimed to educate and raise awareness on the harmful effects of illegal drug use and promote a healthy, safe, and drug-free lifestyle.

PDEA Pangasinan - On September 21, 2026, at around 10:00AM onwards, Provincial Barangay Drug Clearing Officers under the supervision of IA V Dexter B. Asayco, Provincial Officer, conducted On-Site Evaluation of thirteen (13) Drug- Cleared Barangays and One (1) Drug-Free Barangay of Burgos, Pangasinan held at Public Auditorium, Burgos, Pangasinan.

This aims to advocate and strengthen the Anti-Drug Campaign and to Sustain the status as a Drug Cleared/free Barangay/municipality in the Municipality.

During the validation, Brgy. Drug Clearing team assessed and reviewed submitted documents, conducted interviews with BADAC officials and give recommendations to strengthen the implementation of anti-illegal drug programs in the Barangays.

The activity was attended by Hon. Mayor Jesster Allan B. Valenzuela, Municipal Mayor; LGOO V Phoebe- Jem Tamondong-Bon, MLGOO PCAPT. Noven F. Quitalig, Burgos Police Station , BADAC Chairpersons, Barangay Kagawads and Secretaries of the fourteen (14) barangays in the municipality.

PDEA Pangasinan - On September 21, 2026, at around 8:00 AM, IA V Dexter B. Asayco, Provincial Officer, together with Provincial PECI Officers, attended the Monday Flag Raising Ceremony of the Municipality of Bayambang at the Bayambang Event Center.

During the ceremony, this Office conferred a Commendation to the LGU of Bayambang for its implementation of the Drug-Free Workplace Program pursuant to DDB Regulation No. 13, Series of 2018 and CSC Memorandum Circular No. 13, Series of 2017. The commendation was received by Hon. Mary Clare Judith Phyllis Jose-Quiambao, Municipal Mayor. Commendations and Certificates of Resolution for the Retention of Drug-Cleared Status were likewise awarded to the Barangay Chairpersons covering all 77 barangays of the municipality.

Thereafter, personnel attended the 3rd Quarter Joint MADAC-MPOC Meeting at the Mayor’s Conference Office, presided over by MLGOO Arriane Peralta.

Provincial Officer presented updates on anti-illegal drug programs, while Provincial Balay Silangan Focal Person discussed DDB Regulation No. 3, Series of 2022 - Balay Silangan Reformation Program to the members of the council.

AGOO, LA UNION — Joint law enforcement elements neutralized a regional High-Value Target (RTL-Top 12) and confiscated approximately 5 grams of suspected shabu valued at ₱34,000.00 during a buy-bust operation in Barangay San Nicolas West, Agoo, La Union, on September 17, 2026.

The arrested suspect was identified as alias "Ric," 32, a fisherman and resident of Barangay San Isidro, Agoo, La Union. Intelligence reports reveal that the suspect served as a major drug distributor operating across the provinces of La Union and Pangasinan.

The joint interdiction was executed by the PDEA Regional Office I Regional Special Enforcement Team (RSET) together with the La Union Provincial Drug Enforcement Unit (PDEU), PDEA RO I LUPO, and the Agoo Police Station.

KEY OPERATIONAL DETAILS:

Seized Evidence: 1 plastic sachet containing ~5 grams of suspected shabu (Standard DDB Value: ₱34,000.00) and the buy-bust money.

Target Classification: Regional Target Listed Top 12 / High-Value Target (HVT).

PDEA RO I Regional Director Dir. Julius M. Paderes, PhD, highlighted the impact of the arrest:

"The successful arrest of this High-Value Target demonstrates the relentless and synchronized efforts of our regional operatives, local police units, and intelligence teams. Alias 'Ric' has been a significant source of illicit drugs operating across both La Union and Pangasinan. This operation heavily disrupts their distribution network."

The suspect is currently in custody and faces formal charges for violation of Section 5 (Sale of Dangerous Drugs), Article II of Republic Act 9165.

Joint anti-narcotics elements successfully arrested a resurgent drug personality following a buy-bust operation in Barangay San Nicolas West, Agoo, La Union, on September 15, 2026.

The operation was jointly executed by the Philippine Drug Enforcement Agency Regional Office I - La Union Provincial Office (PDEA RO I - LUPO), Regional Drug Enforcement Unit 1 (RPDEU 1), Agoo Police Station, La Union Provincial Intelligence Unit (La Union PIU), and La Union Provincial Drug Enforcement Unit (La Union PDEU).

Authorities identified the suspect by his alias, "Jun," 30, a construction worker and resident of Barangay Casilagan, Naguilian, La Union.

Confiscated during the operation were two heat-sealed transparent plastic sachets containing a white crystalline substance suspected to be shabu, weighing an aggregate weight of more or less 7.4 grams, with an estimated standard drug value of ₱50,320.00.

Also seized from the suspect were the buy-bust money and a cellular phone used during the illicit transaction. Intelligence reports revealed that "Jun" was initially active in the illicit drug trade as early as 2017. He subsequently entered the Community-Based Drug Rehabilitation Program (CBDRP) voluntarily and successfully graduated from the program in 2020. However, in early July 2026, he was back to his old ways, this time, a key drug supplier operating in the town of Agoo.

Commending the operating units for the swift joint action, PDEA RO1 Regional Director Julius M. Paderes emphasized the agency's unyielding stance against repeat and high-value offenders.

The arrested suspect will be charged with violation of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002, as amended.

PDEA LUPO | Empowering the Grassroots in the Fight Against Drugs

On September 15, 2026, from 12:00 PM to 5:00 PM, personnel of the PDEA La Union Provincial Office (LUPO), under the supervision of Provincial Officer IA V Richard U. Tinong, conducted a Drug Abuse Prevention Education (DAPE) and Barangay Drug Clearing Program (BDCP) Orientation for the BADAC members of Barangays Pao Sur, Pao Norte, Cabarsican, Pacpaco, and Sacyud, San Fernando City, La Union.

The activity was attended by 64 participants—32 males and 32 females—and aimed to strengthen their knowledge and awareness on drug abuse prevention, enhance their understanding of the BDCP, and reinforce their commitment to the effective implementation of anti-drug programs and initiatives at the grassroots level.

Through continuous education, collaboration, and community participation, PDEA LUPO remains committed to building drug-resilient and empowered communities toward a safer and drug-free La Union.
