🤝 TEAMPUYOG IN ACTION: DILG LA UNION STRENGTHENS TEAMWORK, SHARPENS GOVERNANCE, AND DEEPENS PARTNERSHIPS IN BAUANG
Anchored on its commitment to excellence, collaboration, and continuous learning, the Department of the Interior and Local Government (DILG) La Union Provincial Office conducted its TEAMpuyog Conference cm Local Governance Provincial Resource Center (LGPRC) Meeting cm Cluster Meeting on October 13, 2026, at the Farmers Hall, Municipal Hall, Bauang, La Union. The activity was hosted by the Municipal Government of Bauang through DILG Bauang.
Provincial Director Virgilio P. Sison, CESO V, led the conference and called on all personnel to sustain their commitment and support in fulfilling the Department’s mandate. He also expressed his gratitude to the host LGU for its warm accommodation and continued partnership in advancing local governance.
Bauang Municipal Mayor Ma. Clarissa “Manang Bong” T. Lee and Vice Mayor Tanya Roberta De Guzman graced the activity and conveyed their messages of support, reaffirming the importance of collaboration between the DILG and the local government. LGOO VI/MLGOO Helen L. Jubilado delivered the opening remarks on behalf of the host LGU and facilitated the activity.
📌 STRENGTHENING KNOWLEDGE AND GOVERNANCE PRACTICES
The conference provided a platform for knowledge-sharing, policy updates, and discussions on matters relevant to field operations and local governance.
Through the SALIGAN (Sharing of Advisories, Legal Interpretations, Governance Assistance Network) Initiative, LGOO VI/CLGOO Atty. Patrick Jorge C. Sibayan discussed relevant jurisprudence in local governance, while LGOO VII/Cluster Head Rocelyn Charina B. Flora facilitated a SALIGAN session on relevant issuances concerning endorsements for training activities, lakbay-aral, and related undertakings. An open forum, facilitated by PD Sison and Cluster Head Flora, also provided an avenue for personnel to raise concerns and exchange insights on field implementation.
Meanwhile, ISA I Jillian Rommelee W. Balcita presented updates on the Local Government Unit Support System–Barangay Information Management System (LGUSS-BIMS), while LGOO II James M. Tadifa discussed updates on Foreign Travel Authority (FTA).
Focal officers also presented updates on their respective programs, projects, and activities (PPAs), along with relevant issuances:

📌 ADVANCING INSTITUTIONAL DEVELOPMENT AND EMPLOYEE ENGAGEMENT
LGOO VI/Program Manager Hedrich V. Calderon facilitated the LGPRC meeting, which focused on preparations for the upcoming Multi-Stakeholders Advisory Committee (MSAC) Meeting and planned PRAISE activities.
These discussions reinforced the importance of continuous capacity development, stakeholder engagement, and initiatives that recognize and promote personnel excellence.
🌿 PROMOTING TOURISM THROUGH LOCAL GOVERNANCE
As part of the activity, the DILG La Union team visited Bauang Bakawan and the Grape Farm, highlighting the municipality’s tourism assets and the role of local governance in promoting sustainable tourism and local development. The team was guided by DOT-accredited tourist guide Ronelio C. Dy.
Beyond routine meetings, the visit showcased how effective local governance can help strengthen tourism, support local economic opportunities, and promote the unique attractions of La Union’s municipalities.
Through TEAMpuyog, DILG La Union continues to nurture a culture of teamwork, shared learning, accountability, and responsive leadership—ensuring that personnel remain equipped, connected, and committed to delivering quality technical assistance to LGUs.
Together, we move forward in building capable local governments and stronger partnerships for meaningful public service.
