The Philippine National Police (PNP), under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief PNP, arrested a 47-year-old man suspected of involvement in a shooting incident in Calumpit, Bulacan, within 11 hours of the incident. Follow-up operations also led to the recovery of a fi***rm believed to have been used in the shooting and a motorcycle suspected of being used in the suspect’s escape.

The shooting occurred at around 8:25 AM on October 9, 2026, in Barangay Longos, Calumpit, leaving a 32-year-old male welder injured. Through coordinated follow-up operations and the review of CCTV footage, police traced the suspect’s movements and located him at a residence in Barangay Cutcut, Angeles City, at around 7:15 PM that same day.

A subsequent operation in Barangay Sto. The fi***rm was submitted for ballistic examination, while authorities are verifying its ownership and registration.

Chief PNP PGen Nartatez emphasized the importance of swift police response and coordinated operations in pursuing cases while ensuring that evidence is properly handled and legal procedures are observed.

“Kapag may insidente, mahalaga ang mabilis na aksyon, pero kailangan ding matibay ang ebidensiya at tama ang proseso. Our job is to establish the facts, account for those involved, and ensure that the case proceeds through the proper legal channels,” PGen Nartatez said.

The operation reflects the PNP’s Enhanced Managing Police Operations (EMPO), one of the priorities under its Focused Agenda, which promotes coordinated, intelligence-led police action and effective case development. This supports President Ferdinand R. Marcos Jr.’s call for a safer environment where communities can live and work without fear.

Police are preparing the appropriate charges in connection with the shooting and the possible violation of Republic Act No. 10591, or the Comprehensive Fi****ms and Am******on Regulation Act. The allegations against the suspect remain subject to investigation and judicial determination.

Through timely police action, accountable law enforcement, and respect for due process, the PNP continues to advance its commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

Nartatez Jr., Chief of the Philippine National Police (PNP), police arrested three wanted persons, including a Nigerian national, in separate operations in Cebu City, Cotabato, and Quezon City on October 10, reinforcing efforts to bring individuals facing criminal charges before the courts.

Two of the arrested Filipino men were among the top 10 most wanted persons in their respective police regions. In Cebu City, police arrested the No. 7 most wanted person of Police Regional Office 7 (PRO 7) in connection with a sexual assault case.

In Cotabato, personnel apprehended the No. 9 most wanted person of Police Regional Office 12 (PRO 12) in connection with a case involving lascivious conduct. Both cases carried recommended bail of ₱180,000.00

In a separate operation in Quezon City, police arrested a Nigerian national in connection with an alleged violation of Republic Act No. 8353, or the Anti-Rape Law of 1997. The warrant indicated no recommended bail.

TWO LTO PERSONNEL ARRESTED IN ANTI-FIXING OPERATIONS IN PASAY

The Philippine National Police (PNP), under the leadership of Police General Jose Melencio C. Nartatez Jr., is strengthening efforts to address alleged fixing in government transactions following the arrest of two Land Transportation Office (LTO) personnel in separate operations in Pasay City.

The Criminal Investigation and Detection Group (CIDG), through its Anti-Organized Crime Unit, conducted the operations on October 8, 2026, in coordination with the Anti-Red Tape Authority (ARTA) and the LTO’s Intelligence and Investigation Division. The operations stemmed from complaints endorsed by ARTA concerning alleged fixing activities involving LTO personnel.

Initial reports indicated that one individual allegedly offered to expedite the processing of a student permit for ₱6,500, despite the stated official fee of ₱250. The other allegedly offered to facilitate motor vehicle registration renewal for ₱10,750 without the required procedures, compared with the stated official processing fee of ₱3,700.

The operations underscore the importance of protecting the public from unauthorized charges and ensuring that government transactions follow established procedures. Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, seeks to streamline government processes and promote transparent, efficient, and accountable service delivery, including measures against fixing.

Chief PNP Nartatez emphasized that the public should be able to access government services through clear procedures and prescribed fees, without having to resort to unauthorized arrangements.

“Kapag may itinakdang proseso at bayad, iyon ang dapat sundin. Hindi dapat kailangang magbayad ng dagdag para mapabilis ang isang dokumento. We will continue working with our partner agencies to act on complaints and help ensure that government transactions are handled fairly and according to the rules,” PGen Nartatez said.

He stressed that coordinated action among law enforcement and government agencies is essential in addressing reported irregularities while upholding due process and respecting the rights of all concerned.

The operation is aligned with the PNP Focused Agenda, particularly Enhanced Managing Police Operations, through coordinated law enforcement efforts and inter-agency cooperation to address reported violations and promote accountability. It also supports the administration of President Ferdinand R. Marcos Jr. in advancing efficient, transparent, and responsive government services.

The PNP, ARTA, and LTO encourage the public to transact only through authorized government offices and official digital platforms, pay the prescribed fees, and report suspected fixing or unauthorized charges through appropriate agency channels.

Through sustained cooperation and lawful enforcement, the PNP remains committed to protecting the public and promoting trustworthy government service, consistent with its vision of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

The operations reflect the PNP’s continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations, which emphasizes coordinated and purposeful police action. These efforts also support President Ferdinand R. Marcos Jr.’s commitment to strengthening public safety and access to justice.

The PNP assures the public that it will continue to pursue wanted persons in accordance with the law, while upholding due process and the presumption of innocence. The two individuals, identified by their aliases “Lito,” 51, and “Rey,” 29, surrendered to police authorities in Don Carlos and Impasugong, respectively. Police records identified them as having links to communist terrorist groups operating in Mindanao.

The first individual, a farmer and former member of a dismantled guerrilla front, surrendered at the headquarters of the Bukidnon 2nd Provincial Mobile Force Company in Barangay Pinamaloy, Don Carlos, on October 10. The separate efforts were carried out by police intelligence and mobile force personnel, with support from other PNP units and coordination with the concerned authorities. Both individuals are now under the custody of their respective mobile force units for debriefing and profiling. Their cases will undergo further assessment to determine the appropriate assistance and interventions that may be extended through concerned government agencies.

Chief PNP Nartatez said the PNP remains committed to addressing security concerns while providing opportunities for individuals who choose to disengage from armed groups and pursue a peaceful path.

“Every decision to step away from armed conflict is an opportunity to move toward a safer and more peaceful life. Ang mahalaga, may pagkakataong makapagsimula muli at maibalik ang tiwala sa pamilya at komunidad. We will continue working with our government partners to ensure that peace efforts are matched with responsible police work and appropriate support,” PGen Nartatez said.

The initiative is consistent with the PNP Focused Agenda, particularly Enhanced Managing Police Operations, which emphasizes intelligence-led action, effective coordination, and approaches that contribute to lasting peace and public safety. It also supports President Ferdinand R. Marcos Jr.’s broader peace and security agenda by complementing law enforcement efforts with opportunities for peaceful reintegration.

The PNP continues to encourage individuals who wish to leave armed groups to coordinate safely with authorities and appropriate government agencies, where they can be guided on available processes and assistance. Through these efforts, the PNP advances its commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman,” where public safety and the pursuit of peace go hand in hand.

Nartatez Jr., Chief, Philippine National Police (PNP), the organization underscores the importance of compassion and timely intervention following the successful response of Valenzuela City police officers who helped save a 20-year-old woman in distress on October 12, 2026.

Following the observance of World Mental Health Day on October 10, the incident serves as a reminder to approach people going through difficult moments with compassion, patience, and understanding. As mental health awareness continues throughout October, the PNP encourages the public to offer support and help those in need access appropriate assistance.
