ARINGAY, La Union – The Department of Science and Technology La Union joined the celebration of World Bamboo Day and participated in the Region 1 Bamboo Industry Development Council (R1BIDC) CY 2026 Second Semester Meeting held in San Simon East, Aringay, La Union on September 18, 2026.

As part of the celebration, DOST La Union Provincial Director Jonathan M. Viernes took part in a tree-planting activity alongside Ms. Michelle Ducusin of the Philippine Science High School Ilocos Region Campus (PSHS-IRC), Mr. Gilbert Clarin, and Mr. John Lester R. Rillera. The activity highlighted the participants' shared commitment to environmental sustainability, ecological conservation, and the promotion of bamboo as a valuable resource for development.

Following the tree-planting activity, PD Viernes and Ms. Ducusin attended the R1BIDC Second Semester Meeting, where stakeholders from across Region 1 discussed initiatives and strategies to strengthen the bamboo industry. The meeting focused on enhancing support for bamboo enterprises, promoting sustainable bamboo production, and expanding collaboration among government agencies, academic institutions, and industry partners.

The activity underscored DOST's continuing commitment to science-based environmental management and sustainable development. Through its participation, the agency reinforced the importance of balancing technological advancement with environmental stewardship while supporting efforts that contribute to community development and natural resource conservation.

DOST La Union remains committed to integrating sustainability into its programs and initiatives, demonstrating how science, technology, and innovation can help build greener, more resilient communities while supporting the growth of the region's bamboo industry.

𝐃𝐎𝐒𝐓 𝐈𝐥𝐨𝐜𝐨𝐬 𝐑𝐞𝐠𝐢𝐨𝐧 𝐕𝐚𝐥𝐢𝐝𝐚𝐭𝐞𝐬 𝟐𝟎𝟐𝟕 𝐒𝐄𝐓𝐔𝐏 𝐏𝐫𝐨𝐣𝐞𝐜𝐭𝐬, 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐬 𝐀𝐬𝐬𝐢𝐬𝐭𝐞𝐝 𝐌𝐒𝐌𝐄𝐬 𝐢𝐧 𝐋𝐚 𝐔𝐧𝐢𝐨𝐧

The Department of Science and Technology Ilocos Region (DOST Ilocos Region), through the DOST La Union conducted a three-day activity on Technology Needs Assessment (TNA) Validation for proposed 2027 projects and Monitoring and Evaluation of existing SETUP Projects on September 15-17, 2026, in the different locations in the Province of La Union.

The activity was led by the monitoring and validation team composed of Engr. Arnold C. Santos, Provincial Director of DOST Pangasinan, together with Ms. Karen Jane H. Eslao and Engr. Eldrick John V. Viluan from the Regional Project Management Office (RPMO). Also joining the team were Dr. Anabella Valdez and Dr. Ismael D. Gurtiza, members of the Regional Technical Evaluation Committee (RTEC), who provided valuable technical insights and recommendations during the assessment activities.

During the three-day validation and monitoring activity, the team visited eight prospective beneficiaries being considered for SETUP assistance in 2027 and evaluated five ongoing SETUP-assisted enterprises. The assessments aimed to determine the technological needs of the proposed beneficiaries and measure the progress and impact of DOST interventions among existing assisted firms.

The validation process focused on identifying appropriate technology interventions that could enhance productivity, improve product quality, optimize operations, and strengthen the competitiveness of local micro, small, and medium enterprises (MSMEs). Meanwhile, the monitoring and evaluation component examined how ongoing SETUP projects have contributed to business growth, efficiency, and innovation.

Through these continuing assessments, DOST Ilocos Region reinforces its commitment to supporting the development of MSMEs by ensuring that technology assistance remains responsive to the evolving needs of local industries.

By promoting science, technology, and innovation-driven solutions, DOST Ilocos Region continues to empower businesses, foster sustainable growth, and contribute to the economic development of communities throughout La Union.

𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐢𝐧𝐠 𝐒𝐚𝐧 𝐆𝐚𝐛𝐫𝐢𝐞𝐥, 𝐋𝐚 𝐔𝐧𝐢𝐨𝐧 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 ₱𝟏.𝟕𝟔𝟓-𝐌𝐢𝐥𝐥𝐢𝐨𝐧 𝐂𝐄𝐒𝐓 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞

The Department of Science and Technology Ilocos Region (DOST Ilocos Region) , through DOST La Union, led by Regional Director Dr. Teresita A. Tabaog and Provincial Director Jonathan M. Viernes, respectively, provided ₱1,765,000.00 worth of assistance to the Local Government Unit (LGU) of San Gabriel, La Union on September 3, 2026, under the Community Empowerment through Science and Technology (CEST) Program.

The assistance represents DOST’s continuing commitment to bringing science, technology, and innovation (STI)-based solutions closer to communities. Through CEST, the intervention aims to strengthen local livelihoods, improve community well-being, enhance disaster preparedness, and build the capacity of local stakeholders to address community needs using appropriate technologies and science-based approaches.

The ₱1.765-million assistance will support interventions across key areas of community development, including Livelihood and Enterprise Development, which provides technological assistance to strengthen local micro-enterprises; Health and Nutrition, which promotes science-based solutions for improved community health and well-being; Human Resource Development, which enhances the skills and capabilities of community members and local stakeholders; Circular-Green Economy Technologies, which encourages sustainable resource management and waste reduction; and Disaster Risk Reduction and Climate Change Adaptation, which supports the adoption of technologies and solutions that can help communities prepare for and respond to hazards.

Through the CEST Program, DOST Ilocos Region and DOST La Union continue to empower communities like San Gabriel by making science and technology more accessible, responsive, and relevant to local needs. The initiative demonstrates how strategic STI interventions can help communities build stronger livelihoods, improve quality of life, and become more resilient and sustainable.

CITY OF SAN FERNANDO, La Union – The Department of Science and Technology Ilocos Region (DOST Ilocos Region) awarded a total of ₱573,000.00 of funding assistance to two micro, small, and medium enterprises (MSMEs) in La Union under its Small Enterprise Technology Upgrading Program (SETUP) during a ceremony held on September 10, 2026, at the DOST Ilocos Region Multi-Purpose Hall.

The beneficiaries were Tony Beth Mushroom Farming of Pugo, La Union, and Halo-Halo de Iloko of the City of San Fernando, La Union. Tony Beth Mushroom Farming received ₱205,000 to enhance its production of mushroom fruiting bags and mushroom-based products, while Halo-Halo de Iloko was awarded ₱368,000 to improve its halo-halo production operations and business efficiency.

DOST Ilocos Region Director Dr. Teresita A. Tabaog emphasized the role of science, technology, and innovation (STI) in helping local enterprises improve productivity, enhance product quality, and expand market opportunities. She encouraged the beneficiaries to maximize the assistance and continue pursuing innovation-driven growth.

As part of the activity, Mary Ann B. Ofiana of the Gender and Development (GAD) Unit conducted an orientation on gender-responsive development, while Karen Jane H. Eslao of the SETUP Regional Program Management Office presented the Memorandum of Agreement (MOA) and discussed the implementation of the technology interventions.

The awarding of funding assistance was led by Dr. Tabaog and facilitated by Assistant Regional Director Mercy Q. Ponciano and DOST La Union Provincial Director Jonathan M. Viernes.

Through SETUP, DOST Ilocos Region continues to strengthen the competitiveness of local MSMEs by providing technology-based interventions that promote innovation, resilience, and sustainable economic growth.

ROSARIO, LA UNION — The Department of Science and Technology La Union (DOST La Union) equipped 34 women community workers and organization members with knowledge and skills in food safety and veggie noodle processing during a technology-based livelihood training held on September 4, 2026, at the Manpower Building in Rosario, La Union.

The activity was conducted in response to a request from the Public Employment Service Office (PESO) of the Local Government Unit (LGU) of Rosario to provide community members with additional livelihood opportunities through science, technology, and innovation (STI)-based interventions.

The participants included returning Overseas Filipino Workers (OFWs), Barangay Health Workers (BHWs), Barangay Employment Service Officers (BESOs), and members of the Kiwanis International Club of Rosario.

In his opening remarks, Dr. Alexander Flores, PESO Manager of the LGU of Rosario, underscored the importance of providing accessible skills development opportunities to community members seeking additional sources of income. Ms. Ria Wayne B. Gamboa, Science Research Specialist I of DOST La Union, then presented the rationale and objectives of the activity.

The training began with an orientation on food safety conducted by Ms. Rochelle Anne H. Estepa, Instructor I from the College of Technology of Don Mariano Marcos Memorial State University–Mid La Union Campus (DMMMSU-MLUC).

This was followed by an introduction to veggie noodle processing and a hands-on demonstration on the production of carrot and squash noodles. Participants were guided through proper raw material preparation and handling, processing procedures, sanitation practices, and quality considerations to help ensure the production of safe and marketable veggie noodle products.

The activity provided participants with practical knowledge that may be applied in developing potential livelihood ventures, particularly in food processing. Through technology-based skills development, DOST La Union continues to support communities in exploring value-adding opportunities and strengthening their capacity for sustainable livelihood.

The training was led by Mr. Jonathan M. Viernes, Provincial Director of DOST La Union, and facilitated by Ms. Gamboa, Science Research Specialis I and Mr. John Lester Rillera, Project Technical Assistant I, with the support of Mr. Julius Alvior, Project Technical Assistant IV.

Ortega, kasama ang mga kinatawan ng La Union Provincial Library, upang ipakilala ang Science and Technology Academic and Research-Based Openly Operated KioskS (STARBOOKS).

Ipinresenta ni Senior Science Research Specialist at STARBOOKS Provincial Deployment Officer Katrina F. Ronquillo ang mga tampok at kakayahan ng STARBOOKS, gayundin ang potensiyal nitong makapaghatid ng madaling mapagkukunang impormasyon sa agham, teknolohiya, at pananaliksik sa mga komunidad na may limitadong access sa mga naturang impormasyon at digital resources. Pinuri ni Governor Ortega ang inisyatiba at hinikayat ang paglalagay ng STARBOOKS, lalo na sa mga geographically isolated and disadvantaged areas (GIDAs) sa La Union, sa pamamagitan ng koordinasyon sa La Union Provincial Library at mga local government unit (LGU).

Tinalakay rin sa pulong ang mga paghahanda para sa nalalapit na province-wide STARBOOKS Mass Installation, Users’ Training, and Orientation na gaganapin sa Agosto 26–28, 2026, katuwang ang Provincial Government of La Union (PGLU) at ang DOST-Science and Technology Information Institute (DOST-STII). Layunin ng aktibidad na higit pang palakasin ang pagtutulungan ng DOST, PGLU, at mga lokal na katuwang upang mapalawak ang access sa impormasyon sa agham at teknolohiya at mga digital learning resource, partikular sa mga komunidad na may limitadong internet connectivity at digital resources.
