The National Commission of Senior Citizens (NCSC) Regional Office III and the Department of Agriculture (DA) Regional Field Office III, headed by Regional Executive Director Dr. Eduardo A. Lapuz Jr., DVM, convened on June 2, 2026, to strengthen their collaboration in advancing productive ageing, food security, and sustainable livelihood opportunities for senior citizens in Central Luzon.

The meeting served as a platform to acknowledge and reinforce the existing partnership between the two agencies, discuss updates on the hydroponics projects being implemented in Senior Citizens Centers, and present the results of the NCSC RO III Training Needs Assessment conducted among older persons in the region.

Both agencies also explored potential agricultural-based livelihood programs and capacity-building initiatives that can empower senior citizens to remain active and productive members of their communities. Discussions likewise included DA's participation and support for the 2026 Elderly Filipino Week Celebration and the identification of priority areas for a long-term institutional partnership.

Through this strengthened collaboration, NCSC and DA reaffirm their commitment to creating meaningful opportunities that promote the well-being, self-sufficiency, and active participation of senior citizens in nation-building.

The National Commission of Senior Citizens (NCSC) Regional Office III, led by Regional Director Emmanuel E. Daez, CESO IV, paid a courtesy visit to PSA Regional Director II Arlene M. Divino to strengthen collaboration on data-driven programs for older persons in Central Luzon.

Both agencies discussed cooperation on disaggregated demographic and socio-economic data, civil registration support, and the development of the Elderly Data Management System (EDMS), in support of the Expanded Centenarians Act and the Philippine Plan of Action for Senior Citizens (PPASC) 2023–2028.

NCSC also formally requested key senior citizen datasets to support evidence-based planning, monitoring, and policy development toward an Age-Friendly Central Luzon by 2030.

The partnership underscores a shared commitment to evidence-based governance and inclusive development for older Filipinos.

The National Commission of Senior Citizens (NCSC) Regional Office III, headed by Regional Director Emmanuel E. Daez, CESO IV, met with Dr. Bernardo P. Simon, Regional III Representative of the National Anti-Poverty Commission–Senior Citizens Sectoral Council (NAPC-SCSC), to strengthen collaboration and advance initiatives that promote the welfare, dignity, and empowerment of older persons in Central Luzon.

The meeting centered on the shared vision of achieving an Age-Friendly Central Luzon by 2030, with discussions focusing on strategic partnerships in poverty reduction, social protection, active ageing, community participation, and inclusive development for senior citizens.

Among the key initiatives discussed was the establishment and enhancement of Senior Citizens Centers (SCCs) as community hubs for health promotion, lifelong learning, livelihood development, volunteerism, recreation, and social engagement. Particular attention was given to the Municipality of Apalit, Pampanga, where collaborative efforts could support both the development of an SCC and the proposed Apalit Geriatric Integrated Center, envisioned as a model facility for comprehensive elder care and services.

Both parties also explored opportunities for joint advocacy on priority legislative and policy reforms, including the passage of the Magna Carta for Senior Citizens and the Universal Social Pension Program, as well as the promotion of evidence-based policymaking, climate resilience, protection against violence, abuse and neglect, and the strengthening of senior citizens' organizations as partners in governance and community development.

The discussions likewise covered NAPC-SCSC's active participation in the Elderly Filipino Week 2026 celebration, particularly the Kick-Off Celebration in Pampanga, the Outreach Program in Malolos City, and the Culminating Activity in Tarlac, underscoring the importance of multi-stakeholder engagement in advancing the rights and welfare of older Filipinos.

The meeting reaffirmed the commitment of both NCSC Region III and NAPC-SCSC to ensure that older persons are not only protected from poverty, vulnerability, and social exclusion, but are also empowered as active contributors to nation-building, community resilience, and sustainable development.

Together, we move forward Towards an Age-Friendly Central Luzon by 2030.

Pursuant to the NCSC Public Advisory No. 1 Series of 2026, signed last 18 May 2026, the digital NSCID, available through the eGovPH Application, is a valid proof of identify for Filipino senior citizens and must be accepted and used in the following transactions:

• Availment of the 20% discount and VAT exemption on medicines, food, transportation, and other covered goods and services;
• Access government services, assistance programs, benefits, and priority accommodations in public and private establishments;
• Banking, financial, and identity verification transactions, including account opening, loan applications, and benefit claims; and
• Present in transactions where a Senior Citizen ID is required or commonly accepted.
