In a continuing effort to strengthen development planning and investment programming, DHSUD Regional Office I represented by Dr. Claudine B. Valdez, EnP., Project Development Officer V, and Mr. Joshua Paolo Lachica, Administrative Officer II (Budget Officer), represented the office during the Region I Public Investment Programming (PIP) Forum held on 08 June 2026 at the FOCC, San Fernando City, La Union.
Organized by the Department of Economy, Planning, and Development (DepDev), the forum gathered representatives from national government agencies, local government units, state universities and colleges, government-owned and controlled corporations, civil society organizations, and the private sector to align development priorities and strengthen the public investment programming process in the Ilocos Region.
The activity focused on presenting the priorities under the Regional Development Plan (RDP) and Regional Development Investment Program (RDIP), identifying and prioritizing programs, activities, and projects responsive to regional development needs, and facilitating the inclusion of priority initiatives in the Regional National Investment Programming (RNIP) process and other public investment mechanisms.
The forum featured comprehensive discussions on the Development Cycle and its relation to investment programming, the mainstreaming of thematic plans into development planning processes, an overview of the Regional National Investment Programming process, and detailed instructions on the completion of programming forms. These discussions culminated in workshop sessions where participants received personalized coaching and technical guidance.
More importantly, the forum underscored that public investment programming extends beyond technical compliance. It serves as a convergence mechanism that promotes collaboration, evidence-based decision-making, and shared accountability among development stakeholders. Through sustained coordination and strategic investment planning, the region can better respond to emerging challenges while advancing inclusive, resilient, and sustainable development.
The participation of DHSUD in the forum reflects the agencyโs continuing commitment to advancing sound development planning practices and ensuring that priority programs and projects contribute meaningfully to the achievement of regional and local development goals.

A strong earthquake has struck off the coast of Sarangani this morning, and a tsunami warning is now in effect across several coastal provinces in Mindanao.
I have directed all relevant government agencies to act immediately.
The Office of Civil Defense and the NDRRMC are now coordinating disaster response and monitoring across all affected areas. The DSWD has been directed to pre-position relief goods and ensure that evacuation centers are ready and operational. The DPWH is on standby to assess damage to roads, bridges, and critical infrastructure, and to clear routes needed for rescue and relief operations.
I am also ordering the suspension of classes in all levels across affected areas in Mindanao until further notice. The safety of our children comes first. DepEd will coordinate with local government units on this.
To our kababayans in the affected provinces, please heed the tsunami warning. Move to higher ground now. Do not wait. Your life is more important than anything left behind.
The national government is moving and we will not leave Mindanao behind. I am in constant communication with our regional offices and local chief executives on the ground.
Updates will be provided as the situation develops.
