September 9, 2026 | PDC Convenes 3rd Quarter Meeting to Strengthen Development Planning in Antique
The Provincial Development Council (PDC) of Antique, chaired by Governor Paolo Everardo S. Javier, convened its 3rd Quarter Meeting today to deliberate on key development planning and investment priorities of the province, with the Office of the Provincial Planning and Development Coordinator (OPPDC) serving as the Secretariat of the PDC.
The meeting was attended by members of the Provincial Development Council, Local Chief Executives and their representatives, Provincial Government officials, National Government Agency representatives, representatives from Civil Society Organizations, and other development partners. Also in attendance were Provincial Administrator Atty. Robin P. Rubinos; Hon. Karmila Rose Dimamay, Member of the Sangguniang Panlalawigan and Chairperson of the Committee on Appropriations; and Ms. Ma. Ninfa B. Payne, representative of Congressman Antonio Agapito B. Legarda, Jr.
Among the major agenda items was the presentation and endorsement of the Comprehensive Development Plans (CDPs) of the Municipalities of San Remigio and Valderrama to the CDP–Technical Assessment Committee (CDP-TAC) for review and assessment. The Council also received the OPPDC Monitoring Reports for information and considered the Supplemental Annual Investment Program (SAIP) No. 4, CY 2026 for adoption and endorsement to the Sangguniang Panlalawigan for approval.
Under Other Matters, the Council discussed the proposed CY 2028 Programs, Projects, and Activities (PPAs) of the University of Antique for endorsement to the Regional Development Council VI (RDC VI), as well as the proposed creation of an additional Sectoral Committee on Environment under the PDC.
In his message, Governor Javier highlighted Antique’s recognition as the 4th fastest-growing economy in the country, emphasizing that the achievement reflects the hard work of Antiqueños and the collective efforts of various sectors.
He stressed that growth must translate into better livelihoods, accessible services, and improved quality of life, while emphasizing that government investments must be effective, efficient, economical, and implemented with empathy. He also underscored the importance of the 3Ks Program (Konsultasyon sa Katawhan kag Kabarangayan) and field validation to ensure that projects are responsive, technically feasible, compliant, and ready for implementation.
The meeting reaffirmed the commitment of the PDC to coordinated, participatory, and people-centered development planning, ensuring that the province’s growth and investments translate into meaningful benefits for the people of Antique.
