THROWBACK THURSDAY | BICOL RIVER'S LASTING PURPOSE
Long before concrete roads carved their way through the land, the Bicol River stood more than just a body of water for the Bicolanos—it served as a pathway that carried them to bustling markets and neighboring towns.
With no roads to traverse, boats glided along its currents, becoming the primary means of transportation for communities.
In those days, the Bicol River was the thread that wove towns and barangays together. It connected lives, sustained livelihoods, and opened passage to opportunities.
Over the years, it has evolved into a vital artery that kept their communities moving and thriving, and even becoming the lifeline for agriculture as it served as one of the major sources of irrigation in the province of Camarines Sur.
In the 1970s, through the Bicol River Basin Development Program (BRBDP), several irrigation systems were established which have brought hope for thousands of farmers. The BRBDP is considered as an early experiment on geography-based planning that aims to improve the communities in the Bicol River Basin where the highest incidences of poverty were observed.
One of the big ticket projects realized under the BRBDP was the irrigation system in Libmanan, now serving around 3,000 hectares of farmlands.
The BRBDP has encountered shortcomings over its years of implementation. However, it was only recently that His Excellency Ferdinand R. Marcos Jr. directed a comprehensive review of the program, with the aim of refining its framework and incorporating specific strategies to enhance its effectiveness, sustainability, and long-term impact on the communities it serves.

Administrator Guillen graces Mapúa University’s 36th Grand Alumni Homecoming as Guest Speaker
NIA Administrator Engr. Eddie G. Guillen served as the Guest of Honor and Speaker for the 36th Grand Alumni Homecoming of the Mapúa University MIT CE-EnSE Alumni Association, Inc. on November 22, 2025 at Okada Manila.
The theme “Mapúa CE 100: Constructing, Innovating, Valuing, and Inspiring Leadership in Engineering” highlighted the Mapúa University’s century-long legacy as the country’s premier engineering university.
Administrator Guillen shared insights on engineering management, public service, irrigation development, and agricultural modernization. He emphasized the importance of collaboration and bayanihan in national development.

Dekada na ang binilang na tuwing may pagpupulong ang mga miyembro ng Isarog Partido Farmers Irrigators Association ng Barangay Digdigon, Goa, Camarines Sur ay kinakailangan pang makiusap sa barangay, namamahala ng kapilya, o di kaya sa kung kani-kaninong bahay para lang maisagawa ang kanilang general assembly at iba pang mahahalagang pagpupulong dahil sa kawalan ng sariling opisina.
Ayon kay IPFIA President Jimmy Curva, malaking tulong ang ibinibigay na suporta ng NIA Camarines Sur IMO, sa pamamagitan ng Cagaycay River Irrigation System (CRIS), upang mas maging aktibo ang kanilang samahan at lalo pa nilang maramdaman ang tulong at serbisyo ng gobyerno.
Sa mga nakalipas na taon ay pinagsumikapan ng IPFIA ang pagsasaayos ng patubig sa kanilang nasasakupan. Hanggang sa nitong Marso 2025, nakabili na sila ng sariling lupa at paunti-unti nang naumpisahan ang pagpapatayo ng kanilang sariling tanggapan.
Sa ngayon ay hanggang sa mga poste pa lang ang inabot ng kanilang naipon na pondo. Target sana ng IPFIA na bago man lang sila mag General Assembly sa December 21, 2025 ay mabuo na nila ang kanilang opisina.
Ngunit sa presyo ng bilihan ng palay ngayon sa kanilang lugar, na nasa Php 6 - Php 8 lamang ang bawat kilo, mukhang mahihirapan pa silang maisakatuparan ito.
Sa kabila nito, naniniwala si Pres. Jimmy na darating ang panahon, kung ipagkakaloob sa kanila at may magmamagandang-loob na tumulong, pasasaan ba at mabubuo rin ang matagal na nilang pinapangarap na sariling opisina.

TRIVIA TUESDAY: Upang masiguro ang maayos at nasa oras na pagpapatubig sa mga sakahan, nagtalaga ng apat (4) na water tenders ang Bahay Madjie Cummon Exihomo (BMCE) Farmers Irrigators Association na siya ring mamamahala sa water delivery rotation sa 169 hectares nilang service area.
Sa ganitong paraan ay nasisiguro ng BMCE na naaabot ng patubig ang lahat na benepisyaryong magsasaka at napapatubigan ang kanilang mga sakahan ayon sa kanilang pangangailangan.
Ang isa sa mga water tender ay siya na ring itinalaga ng BMCE na mag-monitor ng mga irrigation facility para agad ding mairereport kung may problema o aberya sa mga ito.
Ayon kay BMCE FIA President Augusto Respeto, dahil natitiyak nila ang maayos na patubig sa kanilang service area at nararamdaman ng mga miyembro ang maayos na serbisyo, ay nagiging madali na rin para sa kanila ang pagkolekta ng Irrigation Maintenance Fee sa kanilang mga miyembro. Katunayan, nasa 95% ang kanilang accomplishment at inaasahang makukumpleto na rin sa 100% sa darating na panahon.

SMART SATURDAY – CLIMATE-SMART TIPS AFTER TYPHOON FOR FARMER-IRRIGATORS
According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), the cyclones that will enter this year are of average intensity as compared to last year due to La Niña. (Inquirer.net, 2025) However, the agency has advised the public not to be complacent as 10 to 18 cyclones are still expected to enter this year.
Natural disasters such as typhoons, floods, and droughts pose an immense impact on the agriculture sector among all sectors, triggering economic losses for farmers, increased food prices, and food insecurity for affected communities.
Typhoons, especially strong ones, lead to crop collapse, affect the normal growth of crops, and when accompanied by strong winds can cause damages to dams and other irrigation facilities. It can further prompt the prevalence of varying crop diseases and pests.
The country’s cropping calendar suggests that the farmers have already planted in time for the wet cropping season, though some who have planted late, are in the transplanting stage or have just transplanted.
After a typhoon, there are basic important reminders and mechanisms to save the planted crops, especially those under the vegetative stage.
Following these basic, but crucial steps can help mitigate the impacts of the typhoon and prepare for future growing seasons.
