BDP Orientation
The Office of the MPDC, headed by Engr. Isidra Tumale, in partnership with the DILG, headed by MLGOO Lindsey Marie Vismanos, spearheaded the conduct of the BDP Orientation for the updating of the Barangay Development Plans of the 18 barangay of San Miguel, Bohol.
The activity was conducted on May 20, 2026 at the Masanao Hilltop Resort in Garcia, San Miguel, Bohol.
Each barangay was represented by their Punong Barangay, Sangguniang Barangay Member Chairperson of the Appropriation Committee, Barangay Treasurer, Barangay Secretary and Sangguniang Kabataan Chairperson.
The MLGOO discussed the legal bases for the formulation or updating of the BDP and the creation of the Barangay Planning Team, while Engr. Tumale presented the overview BDP and CapDev Agenda formulation process and updating of the barangay database.
The action planning was facilitated by the MLGOO which included agreeing on the schedules and deliverables of each barangay.
As agreed, the planning workshops per barangay will commence on June 2026.

Liga ng mga Barangay - San Miguel, Bohol Chapter conducts Congress
Lined-up for the week-long Town Fiesta Activities, the LnB conducted a 1-day Liga Congress last May 4, 2026 at the Municipal Gymnasium. Participants to the activity included the Punong Barangays, Sangguniang Barangay Members, SK Chairpersons, Barangay Treasurers, and Barangay Secretaries of the 18 barangays of San Miguel, Bohol.
Mayor Ian Gil Mendez delivered his welcome message during the opening program.
Highlights of the activity included a discussion from OIC City Prosecutor Atty. Adolfo M. Doroy who presented the the salient features of RA 9262 as a refresher to the barangay officials.
Ms. Marilou Tampos Gallarde from Cebu discussed financial literacy and facilitated the conduct of the Biodanza or the "Dance of Life".
Municipal Budget Officer Atty. Hedeliza Carcueva, CPA gave reminders about the budgeting process in the barangay, and provided updates on the management of San Miguel Hospital. She explained the process of enrolling in the YAKAP and availing of the YAKAP GAMOT, of which San Miguel Hospital is one of the accredited GAMOT Package Providers.
Municipal Accountant Nevena Avenido, CPA also reminded the barangay officials of their duties with regard financial management. As chairperson of the Municipal Assessment and Transition Team, she also introduced the conduct of inventory and turnover of Barangay and SK properties, financial records, documents, and money accountabilities.
MLGOO Lindsey Marie Vismanos further discussed the salient points of DILG MC 2026-021 which stipulates the roles and responsibilities of barangay and SK officials in the conduct of inventory and turnover of PFRDs in view of the Barangay and SK Elections on the first Monday of November 2026.
She then reminded the barangay officials about DILG MC 2023-196 or the Revised Guidelines on the Processing of Barangay Officials Death and Burial Assistance (BODBA).
She then presented the latest DILG MC 2026-030 or the Formulation and/or Updating of Barangay Development Plan. The barangay officials were reminded that their current BDPs will expire within the year.

The Department of the Interior and Local Government (DILG) issues Memorandum Circular No. 2026-030 on the Formulation and/or Updating of Barangay Development Plans (BDPs).
All barangays are hereby reminded and directed to ensure the timely preparation and updating of their Barangay Development Plans (BDPs) and corresponding Barangay Development Investment Programs (BDIPs) in accordance with national policies and planning guidelines.
Key Reminders:
✔️ BDPs must be comprehensive, multi-sectoral, and community-driven
✔️ Ensure alignment with the Comprehensive Development Plans (CDPs) of cities/municipalities
✔️ Promote active participation of stakeholders and residents
✔️ Strengthen coordination among barangays and LGUs
✔️ Compliance will be monitored through the Barangay Information System (BIS)
2026 Barangay Development Planning Timeline:
• Jan–March – Organize planning team & conduct situational analysis
• March–April – Visioning, goal setting, and gap analysis
• May–July – Project identification & BDIP formulation
• August – Approval and adoption of BDP
• October – Presentation to Barangay Assembly
• November – Submission to City/Municipal Development Council

MLGOO Lindsey Marie Vismanos attended the meeting and discussed matters regarding the conduct of Inventory and Turnover of Properties and Money Accountabilities, updating of BDP, ARTA, SGLGB, updating of BOIS, BODBA, registration to the Ugnayang Bayan Portal, and BHERTS.
