ATM: Rep. Ann Matibag Champions Women’s Leadership at the 2nd WAIPA Women Political Leaders Forum
It is with pride that we share that Hon. Rene Ann Lourdes G. Matibag, Representative of Laguna’s 1st District and Chairperson of the House Committee on Women and Gender Equality, served as head and panel speaker at the 2nd WAIPA Women Political Leaders Forum in Malaysia.
The session, themed “Leading Inclusive Transitions: Women and the Future of Digital, Climate, and Governance Agendas,” brought together women leaders from across the region to discuss how parliamentarians are addressing digitalisation, AI governance, and climate adaptation, while confronting the persistent underrepresentation of women in leadership and policymaking.
In her panel remarks, Rep. Matibag emphasized the importance of representation, capacity-building, and accountability:
“In the Philippines, we have the Magna Carta of Women mandating at least 40% representation in decision-making bodies. But beyond quotas, we must build environments that enable women to thrive through training, mentorship, and policies that dismantle systemic barriers. Women must not only be included—they must lead.”
She also highlighted Philippine gender equality reforms, including the Safe Spaces Act, Anti-Online Sexual Abuse Act, and Prohibition of Child Marriage Act, which safeguard women and children from exploitation.
Drawing from her role as President of the Zonta Club of Laguna, she shared grassroots empowerment programs like “Bag-It-Forward,” which uplifts incarcerated women through livelihood training and dignity-restoring opportunities.
On climate adaptation, she cited lessons from Typhoon Yolanda, where women and children bore disproportionate impacts, stressing the need for gender-responsive disaster planning. On digital inclusion, she called for stronger support for women in STEM, digital literacy, and tech entrepreneurship.
Looking to the future, Rep. Matibag’s call-to-action was clear:
“Inclusive transitions must be built on equal representation, fair resource allocation, and gender-responsive policymaking. By ensuring women are not only present but leading in digital, climate, and governance agendas, we can create a sustainable future where women’s contributions are fully recognized and valued.”
Her participation reflects the Philippines’ continuing leadership in advancing gender equality, with the country ranking 20th worldwide and 3rd in East Asia and the Pacific in the 2025 Global Gender Gap Report.
