PSR-LISTED COMMUNIST TERRORIST ARRESTED IN AGUSAN DEL SUR FOR KIDNAPPING, SERIOUS ILLEGAL DETENTION

The Philippine National Police, under the leadership of Chief, PNP PGEN Jose Melencio C. Nartatez Jr., arrested a Periodic Status Report (PSR)-listed Communist Terrorist Group (CTG) member in Esperanza, Agusan del Sur, on October 20, 2026, in an operation targeting individuals wanted for serious crimes.

The arrested individual, known by the alias Bernie, was apprehended in Barangay Tandang Sora during a counterinsurgency operation in which personnel of the 3rd Special Action Battalion, Special Action Force (3SAB, SAF), provided tactical support to the 1304th Maneuver Company, Regional Mobile Force Battalion 13, and other PNP units. The individual was listed under the Sandatahang Yunit Propaganda SIKOP, Guerilla Front 4A, North Central Mindanao Regional Committee, as of the first quarter of 2021.

The arrest was carried out by virtue of a warrant for kidnapping and serious illegal detention issued on August 30, 2023, by the Regional Trial Court, Branch 7, 10th Judicial Region, Bayugan City, Agusan del Sur. Esperanza Municipal Police Station, Agusan del Sur Police Provincial Office, took custody of the arrested individual for documentation and proper disposition.

PGEN Nartatez emphasized the importance of holding wanted individuals accountable through lawful police action. “We will relentlessly pursue individuals wanted for serious crimes and ensure that they face the legal consequences of their actions.”

He also underscored the importance of protecting communities from armed threats. “Karapatan ng bawat Pilipino ang mamuhay nang ligtas at mapayapa. Hindi tayo titigil sa pagtugis sa mga lumalabag sa batas at naglalagay sa panganib sa ating mga komunidad.”

The arrest supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations, which strengthens law enforcement efforts against security threats and helps protect communities.

CHECK BEFORE YOU GO: PNP SAFETY REMINDER FOR UNDAS TRAVELERS

With millions of Filipinos expected to travel for Undas, Chief of the Philippine National Police (PNP) Police General Jose Melencio C. Nartatez Jr. is urging motorists and passengers to make safety checks part of every trip, stressing that many road mishaps can be prevented when drivers, vehicle owners, and passengers take simple precautions before leaving home.

The reminder comes after a passenger jeepney overturned in Infanta, Quezon on October 24, injuring the driver and 15 passengers. Police reported that the vehicle was traveling downhill when the driver reportedly lost control after an apparent brake problem. The incident highlights the importance of checking a vehicle’s basic safety condition before taking to the road, particularly during the anticipated increase in Undas travel.

“Bago tayo bumiyahe, siguraduhin muna natin na kaya ng sasakyan ang biyahe. Check the brakes, tires, lights, and other basic safety features. Kung may napansing problema, huwag nang ipilit. Mas mabuti nang maantala ang biyahe kaysa malagay sa alanganin ang buhay ng mga sakay,” PGen Nartatez said.

He also called on drivers to recognize their own limitations, particularly during long-distance trips, and to avoid speeding, distracted driving and driving while fatigued. Passengers, meanwhile, are encouraged to use available safety restraints and to speak up when they see an unsafe driving practice.

“Undas is about going home, visiting our loved ones and spending time with family. Ang gusto natin, makarating kayo nang ligtas at makauwi rin nang ligtas. So take that extra minute to check the vehicle, plan the route, and rest when needed. Simple steps, but they can save lives,” the Chief PNP added.

The PNP is also reminding travelers to exercise greater caution as roads, terminals and transport hubs become busier during the holiday period. Motorists are advised to slow down on downhill roads, curves and congested areas, maintain a safe distance from other vehicles, and follow traffic rules and the directions of traffic personnel.

Police units nationwide are likewise supporting public safety efforts during the Undas period through strengthened coordination, visibility and assistance in major transport routes, terminals, cemeteries and other areas expected to receive large numbers of travelers. These measures are part of the PNP's Enhanced Managing Police Operations (EMPO) under the PNP Focused Agenda, with emphasis on preventing incidents and ensuring that police services remain responsive to the needs of the public.

COP TURNS NURSING SKILLS INTO TIMELY HELP FOR MOTHER IN AKLAN

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), a police officer in Aklan put his nursing training to use when a mother went into labor at home and needed immediate assistance before she could be brought to a hospital.

The 39-year-old mother was about to give birth in Caticlan, Malay, Aklan, when waiting for an ambulance or making the trip to a medical facility was no longer practical. The male police officer, a registered nurse assigned to the PNP Aviation Security Group Caticlan Airport Police Station, responded and assisted the mother with the support of personnel from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Malay.

The baby was safely delivered at home. The mother and her newborn were subsequently brought to Motag Hospital for medical assessment and further care.

For PGen Nartatez, the incident reflects the kind of readiness expected from police personnel—being prepared not only to enforce the law, but also to respond with competence and compassion when circumstances call for immediate help.

“Sometimes, service means doing more than what people expect from us. In this case, our police officer happened to have the medical training needed at exactly the right moment. Mabuti na lang, he was there and ready to help,” PGen Nartatez said

The Chief PNP also acknowledged the assistance of the Malay MDRRMO personnel, noting that situations such as this show how cooperation among responders can make a real difference when immediate help is needed.

VIRAL QC SNATCHING CASE CRACKED THROUGH FI****MS ARREST

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), a fi****ms operation in Quezon City has yielded a significant lead in the investigation of a street-snatching incident involving a young victim, after two arrested individuals were found to have possible links to the case.

What began as a police operation on October 20 at the Oliveros Footbridge along EDSA in Barangay Apolonio Samson developed into a wider investigation after authorities connected the two suspects to an October 14 incident that was captured on CCTV and later circulated on social media.

Operatives of Talipapa Police Station 3 of the Quezon City Police District were conducting follow-up police work when information from a concerned citizen led them to the two individuals beneath the footbridge at around 10:00 p.m.

Police recovered an improvised sh***un loaded with a 12-gauge cartridge from one of the individuals and an improvised handgun containing a live .38-caliber round from his companion. Both are facing charges for violation of Section 28 of Republic Act No. 10591, or the Comprehensive Fi****ms and Am******on Regulation Act.

The fi****ms case subsequently provided investigators with a lead in the October 14 street-snatching incident, where a female minor waiting for a jeepney with her brother was allegedly approached by a group of five men. One of them allegedly took her gold earring, reportedly valued at ₱24,200.

The victim, accompanied by her mother, formally filed a complaint before Talipapa Police Station 3 on October 23. Investigators are now working to establish the identities and respective participation of the other individuals allegedly involved in the incident.

Chief PNP PGen JNartatez said the development shows why seemingly separate police leads can become important pieces of a larger investigation.

“Sometimes, one piece of information can open the door to the bigger picture. Kaya mahalaga ang cooperation ng ating mga kababayan. We follow the lead, check the facts, and build the case properly. Hindi lang basta makapag-aresto—ang goal natin is to make sure that the whole incident is properly investigated and that the right people are held accountable through due process,” PGen Nartatez said.

The Chief PNP also emphasized that the recovery of illegal fi****ms remains a priority as the PNP works to prevent these weapons from being used in crimes and to make communities safer.

The operation reflects the PNP’s continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), which calls for strengthened police response, better information gathering, and closer coordination with communities in addressing crime concerns.

SAF Supports Joint Operation Resulting in the Arrest of PSR-Listed CTG Member in Agusan del Sur

Agusan del Sur – On October 20, 2026, personnel from 3SAB, SAF provided tactical support to 1304th Maneuver Company, Regional Mobile Force Battalion 13 and other PNP units in a joint counterinsurgency operation that resulted in the successful arrest of a.k.a. Bernie, PSR-listed CTG Member as of 1st Quarter CY 2021 under Sandatahang Yunit Propaganda SIKOP, Guerilla Front 4A, North Central Mindanao Regional Committee in Brgy. Tandang Sora, Esperanza, Agusan del Sur.

The subject was arrested by virtue of Warrant of Arrest for Kidnapping and Serious Illegal Detention with Criminal Case No. No. 5581 issued by RTC Branch 7, 10th Judicial Region, Bayugan City, Agusan del Sur dated August 30, 2023.

Esperanza MPS, Agusan del Sur PPO took custody of the arrested subject for documentation and proper disposition.

The operation reflects the SAF’s steadfast resolve, in partnership with other PNP units, to pursue those wanted under the law, strengthen security efforts, and protect communities through swift, coordinated, and purposeful police action.
