In line with its commitment to promoting inclusive economic development and empowering marginalized sectors, the Persons with Disability Affairs Office (PDAO) of the Local Government Unit (LGU) of Santiago City, in partnership with the Department of Trade and Industry (DTI) Region II โ Isabela through its Santiago City Satellite Office, initiated and conducted an Entrepreneurial Development Training and Financial Literacy and Money Management Seminar for 46 Persons with Disabilities (PWD) leaders on May 28, 2026, in Barangay Rizal, Santiago City, Isabela.
The activity equipped PWD leaders with essential entrepreneurial knowledge and financial management skills to help them pursue livelihood opportunities, establish or expand small businesses, and improve their financial well-being. It also served as a platform to promote economic inclusion and strengthen the capacity of PWD leaders to become catalysts for community development.
Ms. Cris Wella Grace L. Buyagao, TIDA, served as the resource speaker for the Entrepreneurial Development Training. She discussed key entrepreneurial concepts, including opportunity identification, business planning, entrepreneurial characteristics, and the importance of innovation and perseverance in achieving business success.
Meanwhile, Mr. Alrick M. Manalo, CPD Technical Assistant, facilitated the Financial Literacy and Money Management Seminar. He discussed practical strategies for budgeting, saving, financial planning, and responsible money management, emphasizing the importance of financial discipline in achieving long-term personal and entrepreneurial goals.
Also present during the activity was Ms. Shynne Cecille C. Arao, STIDS, who provided insights and shared valuable perspectives that further enriched the participantsโ learning experience.
The training forms part of DTIโs continuing efforts to strengthen the entrepreneurial capabilities of various sectors and promote financial empowerment through capacity-building initiatives. By providing relevant knowledge and skills to PWD leaders, DTI aims to encourage greater participation of persons with disabilities in economic activities and contribute to the development of more resilient and self-reliant communities.
The successful conduct of the activity reflects the strong collaboration between DTI Region II โ Isabela, through its Santiago City Satellite Office, and the LGU of Santiago City, through the PDAO, in advancing programs that support the empowerment, inclusion, and economic participation of persons with disabilities. Through initiatives such as this, both agencies continue to create opportunities that enable PWDs to realize their full potential as active contributors to local economic growth.

The Department of Trade and Industry (DTI) Isabela, through its Santiago City Satellite Office (SCSO), in partnership with the Overseas Workers Welfare Administration (OWWA) and the Public Employment Service Office (PESO), successfully conducted an Entrepreneurial Development Training (EDT) for 130 beneficiaries of the Balik Pinas, Balik Hanapbuhay (BPBH) Program on May 14, 2026, at the BOSS Conference Room, City Hall, Santiago City.
The activity aimed to equip returning Overseas Filipino Workers (OFWs) and their families with essential entrepreneurial knowledge and skills to help them establish sustainable livelihood opportunities and successfully reintegrate into their communities.
The program opened with messages of support and encouragement from Ms. Belinda V. Tonibio, PESO Migrant Desk Officer, who emphasized the importance of empowering returning OFWs through entrepreneurship and government support programs. Ms. Jenevie Mallillin, Family Welfare Officer, also shared valuable guidance to help participants smoothly transition back to their communities while preparing for entrepreneurial ventures. Also present during the activity was Ms. Conchita R. Maddela, Reintegration Unit Head, who expressed continued support for the beneficiaries and the programโs objectives.
Ms. Cris Wella Grace L. Buyagao, Trade-Industry Development Analyst and Negosyo Center Business Counselor, served as the resource speaker and facilitated the Entrepreneurial Development Training. The session covered fundamental entrepreneurial concepts, business planning, financial management, customer relations, and identification of viable business opportunities that participants may pursue under the BPBH Program.
Through collaborative initiatives such as this, DTI, OWWA, and PESO continue to strengthen their commitment to empowering returning OFWs by providing capacity-building interventions and livelihood opportunities that promote self-reliance and economic resilience.
The successful conduct of the Entrepreneurial Development Training reflects the agenciesโ shared dedication to fostering entrepreneurship as a pathway toward sustainable income generation, productive reintegration, and improved quality of life for returning OFWs and their families.

The Department of Trade and Industry (DTI) Isabela, through its Santiago City Satellite Office, intensified its support for the reintegration of Overseas Filipino Workers (OFWs) by conducting an Entrepreneurial Development Training (EDT) on April 24, 2026, at Four Lanes Plaza, Malvar, Santiago City. The activity was carried out in collaboration with the Department of Migrant Workers (DMW) and the Local Government Unit (LGU) of Santiago.
A total of 54 participants took part in the training, which was designed to equip returning OFWs with the necessary knowledge, skills, and entrepreneurial mindset to establish and manage their own businesses. The initiative highlights DTIโs continued efforts to transform livelihood assistance into sustainable, income-generating ventures for OFWs and their families.
The program commenced with opening remarks from Mr. Miguel A. Espejo, DMW Regional Officer, who welcomed the participants and acknowledged their commitment to the activity. This was followed by Mr. Tristan Formoso, DMW Supervising Labor and Employment Officer, who presented the rationale of the training and outlined its objectives and expected impact.
The training proper began with a session on Basic Entrepreneurship facilitated by Ms. Cris Wella Grace Buyagao, Trade Industry Development Analyst of the DTI Santiago City Satellite Office. She provided guidance on identifying viable business opportunities and emphasized the benefits of pursuing entrepreneurship. This was followed by a session on Financial Literacy delivered by Mr. Alrick Manalo, Consumer Protection Division Technical Assistant, who highlighted the importance of sound financial practices and effective money management. He also conducted Consumer Education and Information (CEI) Forum to also explain the perspective of consumers so as they establish their businesses, they are knowledgeable with regards to their customers.
Through programs such as the EDT, DTI continues to affirm its role as a key partner in empowering OFWs by promoting resilience, self-sufficiency, and long-term economic stability among Filipino families.
