City Government Strengthens Fiscal Reforms Through EPFMAT

The City Government of Santiago conducted the Enhanced Public Financial Management Assessment Tool (EPFMAT) Meeting on September 9, 2025 at the City Budget Office, City Hall, San Andres.

Present during the meeting were representatives from the City Planning and Development Office (CPDO), City Budget Office, Bids and Awards Committee (BAC), City Treasurer’s Office, and City Accounting Office.

The highlight of the activity was the presentation and deliberation of the initial assessment scores. After thorough discussion, key activities were identified for indicators with low scores to improve performance. These activities will be incorporated into the Public Financial Management Improvement Plan (PFMIP), which will be submitted to the Sangguniang Panlungsod (SP) for approval prior to its endorsement to the Department of Budget and Management (DBM).

These outputs will serve as a roadmap for strengthening fiscal transparency, accountability, and efficiency in the City’s financial systems.

City of Santiago Receives 2024 CBMS Data

The Philippine Statistics Authority (PSA) – Isabela formally turned over the results of the 2024 Community-Based Monitoring System (CBMS) to the City Government of Santiago during a ceremony held on September 3, 2025 at Piazza Zicarelli Hotel, Gamu, Isabela.

The event was graced by PSA Regional Director Engr. Girme M. Bayucan, DILG Isabela Provincial Director Engr. Corazon A. Toribio, CESO V, and representatives from the Department of Information and Communications Technology (DICT).

Representing the City Government of Santiago were Engr. Michelle H. Bayaua, EnP, Data Protection Officer (DPO); Mary Magdalena H. Velasco, Compliance Officer for Privacy (COP); and Marizbert P. Ancheta, EnP, City Statistician.

A key highlight of the activity was the presentation of Engr. Bayaua, who outlined the City of Santiago’s Plans and Programs that will utilize and secure the 2024 CBMS Data in line with the KAISAKA Governance Strategy. She emphasized how CBMS results will be harnessed to strengthen data-driven planning, targeted service delivery, and responsive policymaking, while ensuring compliance with data privacy and security protocols.

The turnover reaffirms Santiago City’s commitment to evidence-based local governance, with the CBMS serving as a vital foundation in pursuing the KAISAKA pillars of good governance, social development, economic empowerment, and sustainable services for the people of Santiago.
