Localization of the Safe Spaces Act

Noong September 10, 2026, matagumpay na isinagawa sa Hotel Carmelita, Tuguegarao City, Cagayan ang Localization of the Safe Spaces Act (SSA) – SSA Audit for LGUs, Assessment Year 2025.

Sa patuloy na suporta at pamumuno ni 𝗖𝗶𝘁𝘆 𝗠𝗮𝘆𝗼𝗿 𝗔𝘁𝘁𝘆. 𝗔𝗹𝘆𝘀𝘀𝗮 𝗦𝗵𝗲𝗲𝗻𝗮 𝗣. 𝗧𝗮𝗻, 𝗖𝗣𝗔, isinusulong ng Pamahalaang Lungsod ng Santiago ang mas matatag na pagpapatupad ng Safe Spaces Act (RA 11313) at ang pagkakaroon ng ligtas, inclusive, at gender-responsive na komunidad.

Ang aktibidad ay bahagi ng patuloy na pagsisikap ng LGU na mapalakas ang mga mekanismo at programa tungo sa isang ligtas at harassment-free na Santiago City.
Sama-sama para sa Safe Spaces. Para sa bawat Santiagueño.

2026 3rd Quarter Meeting | Santiago City GAD Council The Santiago City GAD Council successfully conducted its 2026 3rd Quarter Meeting on September 16, 2026, at the City Mayor’s Conference Room.

Among the key matters discussed were the 2026 2nd Quarter GAD Accomplishment Report, proposed International Men’s Day Celebration, localization of the Safe Spaces Act, activities for the 18-Day Campaign to End VAW, and the update on the RGADC application for the 2nd Batch of GAD Resource Persons. A meaningful milestone for GADRCO!
Our heartfelt gratitude to 𝐨𝐮𝐫 𝐂𝐢𝐭𝐲 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐨𝐫, 𝐀𝐭𝐭𝐲. 𝐒𝐚𝐦𝐚𝐧𝐭𝐡𝐚 𝐋𝐨𝐮𝐢𝐬𝐞 𝐁. 𝐓𝐢𝐨𝐬𝐞𝐣𝐨 and 𝐌𝐚𝐲 𝐀𝐧𝐭𝐡𝐨𝐧𝐞𝐭𝐭𝐞 𝐋. 𝐁𝐚𝐡𝐨𝐦, 𝐂𝐇𝐑𝐌 𝐎𝐟𝐟𝐢𝐜𝐞𝐫, for continuously advocating for the establishment of a dedicated Gender and Development Coordination Office (GADRCO), from the provision of the Revised Santiago City GAD Code and an Executive Order for the establishment of the said Office under the City Mayor’s Office (CMO), with the support of the committee and our City Mayor, 𝑨𝒕𝒕𝒚. 𝑨𝒍𝒚𝒔𝒔𝒂 𝑺𝒉𝒆𝒆𝒏𝒂 𝑷. 𝑻𝒂𝒏, 𝑪𝑷𝑨.
This milestone reflects our shared commitment to strengthening GAD mainstreaming and gender-responsive governance in Santiago City.

Regional Seminar-Training on Gender Research

A meaningful two-day learning experience on gender-responsive research during the Regional Seminar-Training on Gender Research, Region II, held on September 9–10, 2026, at the Claude Andrews Convention Center, CSU Andrews Campus, Tuguegarao City.

The training provided valuable knowledge and insights on integrating gender perspectives into research—from identifying gender issues and developing research questions to analyzing data and translating research findings into meaningful actions.

Our heartfelt appreciation to 𝐌𝐚𝐲𝐨𝐫 𝐀𝐭𝐭𝐲. 𝐀𝐥𝐲𝐬𝐬𝐚 𝐒𝐡𝐞𝐞𝐧𝐚 𝐏. 𝐓𝐚𝐧, 𝐂𝐏𝐀, for her unwavering support and for being part of this two-day, first-ever Regional GAD Research Training.

The City Government of Santiago, through the Gender and Development Resources and Coordination Office, remains committed to mainstreaming gender-responsive actions that advance gender equality and women’s empowerment.

May the knowledge gained from this training inspire more gender-responsive research, evidence-based policies, and meaningful actions toward a more inclusive and gender-equal society.

To ensure women’s voices are heard and remain at the forefront of peacebuilding, the Philippine Commission on Women (PCW) and the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) have officially signed Joint Memorandum Circular (JMC) No. 2026-01 on September 8, 2026

This new agreement is designed to turn the National Action Plan on WPS (NAPWPS) into concrete, fully-funded realities by integrating these critical commitments directly into government Gender and Development Plans and Budgets. Through this, agencies are guided in developing and implementing adequately funded programs that are localized and responsive to the needs and realities of communities.

Naging sentro ng talakayan sa 30th Regular Business Meeting of the Regional Gender and Development Committee II (RGADC2) ang mga mahahalagang programa at hakbang upang higit pang mapalakas ang Gender and Development initiatives sa Region II.

Kabilang sa mga mahahalagang paksang tinalakay ang:
Screening Committee for the 2026 Regional Pool of GAD Resource Persons (RPGRPs) – tinalakay ang pagbuo ng Screening Committee para sa pagpili ng mga kwalipikadong GAD Resource Persons.

Regional Seminar-Training on Gender Research – nagbigay ng preparatory updates para sa isasagawang Regional Seminar-Training on Gender Research.

2026 18-Day Campaign to End Violence Against Women (VAW) and International Day Against Trafficking in Persons – tinalakay ang mga paghahanda para sa mga naturang advocacy activities.

Patuloy ang pagtutulungan ng mga ahensya at stakeholders kabilang ang lokal na pamahalaan ng Santiago City sa pangunguna ni Mayor 𝐀𝐭𝐭𝐲. 𝐀𝐥𝐲𝐬𝐬𝐚 𝐒𝐡𝐞𝐞𝐧𝐚 𝐏. 𝐓𝐚𝐧, 𝐂𝐏𝐀 at ang bumubuo ng Santiago City GAD Council na naki bahagi sa ginawang pagpupulong upang maisulong ang gender-responsive, inclusive, at GAD-responsive development sa buong Region II.
