This is usually achieved by tricking a mobile carrier employee into believing the fraudster is the legitimate phone number owner, often using stolen or fabricated personal information.

DNPPO Supports the Launching CASSN to Strengthen Support for Foreign Nationals in the Davao Region
Davao del Norte (May 9, 2025)– In a significant step toward enhancing public safety and inclusivity, the Philippine National Police (PNP) under the directive of the Chief PNP PGEN Rommel Francisco D. Marbil officially launches the Community Assistance, Safety, and Support Network (CASSN) in Davao Region—a dedicated initiative aimed at improving police response and engagement with foreign nationals residing in or visiting the region.
The CASSN is a specialized liaison mechanism designed to build stronger connections between the PNP and the Filipino-Chinese and other Filipino-foreign communities. Through this program, foreign nationals will have improved access to police services, especially during emergencies or incidents that require immediate response and support.
“This initiative is part of our continued commitment to inclusive and community-oriented policing,” said PCOL Alexander R Serrano Jr, Provincial Director, DNPPO. “We recognize the growing diversity of our communities, and we want every individual, regardless of their nationality, to feel safe, supported, and respected here in Davao del Norte”
By establishing the CASSN, the PNP ensures that relevant units and offices are more responsive and better coordinated in addressing the needs of foreign nationals. This network not only facilitates timely and appropriate police intervention but also promotes mutual trust and understanding between law enforcement and the international community.
DNPPO encourages foreign nationals residing or visiting Davao del Norte who are in need of police assistance to contact their nearest local police stations for immediate access to the services of CASSN.

On May 22, 2025 at 8:00 AM, PEMS Eric D Evangelio, MESPO of Santo Tomas MPS conducted Police Information and Continuing Education (PICE) and accounting of personnel. Moreover, disseminated section updates and reminded all personnel to follow police operational procedures in all contexts and to remain watchful and aware at all times to head off any unpleasant incidents within the AOR.
