𝐌𝐚𝐲𝐨𝐫 𝐉𝐎𝐒𝐄 𝐀. 𝐀𝐁𝐈𝐄𝐑𝐀 has issued 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐎𝐫𝐝𝐞𝐫 𝐍𝐨. 𝟐𝟓, 𝐒𝐞𝐫𝐢𝐞𝐬 𝐨𝐟 𝟐𝟎𝟐𝟔, dated 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟏, 𝟐𝟎𝟐𝟔, implementing 𝐄𝐧𝐞𝐫𝐠𝐲 𝐂𝐨𝐧𝐬𝐞𝐫𝐯𝐚𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐭𝐨𝐜𝐨𝐥𝐬 𝐚𝐧𝐝 𝐚 𝐅𝐨𝐮𝐫-𝐃𝐚𝐲 𝐂𝐨𝐦𝐩𝐫𝐞𝐬𝐬𝐞𝐝 𝐖𝐨𝐫𝐤𝐰𝐞𝐞𝐤 𝐢𝐧 𝐭𝐡𝐞 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐨𝐟 𝐒𝐢𝐛𝐮𝐥𝐚𝐧.

This initiative promotes the 𝐞𝐟𝐟𝐢𝐜𝐢𝐞𝐧𝐭 𝐚𝐧𝐝 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐥𝐞 𝐮𝐬𝐞 𝐨𝐟 𝐞𝐥𝐞𝐜𝐭𝐫𝐢𝐜𝐢𝐭𝐲, 𝐟𝐮𝐞𝐥, 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐯𝐞𝐡𝐢𝐜𝐥𝐞𝐬, 𝐚𝐧𝐝 𝐨𝐭𝐡𝐞𝐫 𝐩𝐮𝐛𝐥𝐢𝐜 𝐫𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 while ensuring the continuous and effective delivery of government services.

The 𝐟𝐨𝐮𝐫-𝐝𝐚𝐲 𝐜𝐨𝐦𝐩𝐫𝐞𝐬𝐬𝐞𝐝 𝐰𝐨𝐫𝐤𝐰𝐞𝐞𝐤 shall be implemented in accordance with applicable government and Civil Service Commission guidelines. Appropriate staffing arrangements shall likewise be maintained 𝐭𝐨 𝐞𝐧𝐬𝐮𝐫𝐞 𝐭𝐡𝐞 𝐜𝐨𝐧𝐭𝐢𝐧𝐮𝐞𝐝 𝐝𝐞𝐥𝐢𝐯𝐞𝐫𝐲 𝐨𝐟 𝐟𝐫𝐨𝐧𝐭𝐥𝐢𝐧𝐞, 𝐞𝐬𝐬𝐞𝐧𝐭𝐢𝐚𝐥, 𝐡𝐞𝐚𝐥𝐭𝐡, 𝐩𝐮𝐛𝐥𝐢𝐜 𝐬𝐚𝐟𝐞𝐭𝐲, 𝐝𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐞, 𝐚𝐧𝐝 𝐨𝐭𝐡𝐞𝐫 𝐜𝐫𝐢𝐭𝐢𝐜𝐚𝐥 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬.

Following the meeting led by 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐌𝐚𝐲𝐨𝐫 𝐇𝐨𝐧. 𝐉𝐨𝐬𝐞 “𝐏𝐞𝐩𝐞” 𝐀𝐛𝐢𝐞𝐫𝐚, last 𝐉𝐮𝐥𝐲 𝟏𝟒, 𝟐𝟎𝟐𝟔 which focused on strengthening coordination with telecommunications companies and service providers, actions have been undertaken to address concerns involving leaning utility posts, sagging overhead wires, and dangling cables in various areas of the Municipality of Sibulan.

These efforts include the 𝐫𝐞𝐩𝐚𝐢𝐫, 𝐫𝐞𝐩𝐥𝐚𝐜𝐞𝐦𝐞𝐧𝐭, 𝐚𝐧𝐝 𝐩𝐫𝐨𝐩𝐞𝐫 𝐦𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐨𝐟 𝐮𝐭𝐢𝐥𝐢𝐭𝐲 𝐢𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 to help prevent accidents and promote the safety of motorists, pedestrians, residents, and public property, particularly during inclement weather conditions.

This initiative highlights the importance of strong coordination and collaborative efforts among the Local Government Unit and concerned utility and telecommunications service providers in addressing infrastructure-related concerns and ensuring that identified issues are acted upon promptly.

𝐃𝐈𝐃 𝐘𝐎𝐔 𝐊𝐍𝐎𝐖?

📜 Sibulan has been recognized as a municipality since January 31, 1910.

Before becoming a municipality, Sibulan was already one of the towns of Negros Oriental, which was established as a separate province on January 1, 1890. Historical records of the province list Sibulan among its original towns.

🇵🇭 On January 31, 1910, Sibulan officially had its first set of municipal government officials. According to the Municipality's Comprehensive Land Use Plan, Macario Literal served as the first appointed municipal president, a position that corresponds to the municipal mayor in the later local government system.

📅 The importance of this date was formally recognized by President Corazon C. Aquino through Proclamation No. 620, signed on July 30, 1990, declaring January 31, 1991 as “Municipality of Sibulan Day” in celebration of the municipality's 81st foundation anniversary.

⛪ Sibulan's history goes even further back. The municipality's historical account records that in 1838, Sibulan became a parish under the secular order. In 1856, the parish was placed under a regular church priest, Fr. Tomas Mesquita, who rebuilt the convent after it had been gutted by fire.

💧 The municipality's name is also traditionally associated with its abundance of springs. The local historical account relates the name “Sibulan” to “Sibuls,” referring to springs or sources of water. This part is presented in the CLUP as a historical account rather than a proven etymology.

📌 𝐓𝐈𝐌𝐄𝐋𝐈𝐍𝐄 𝐎𝐅 𝐒𝐈𝐁𝐔𝐋𝐀𝐍'𝐒 𝐇𝐈𝐒𝐓𝐎𝐑𝐘

1838 — Sibulan became a parish under the secular order.
1856 — Fr. Tomas Mesquita became the regular parish priest.
1890 — Negros Oriental became a separate province; Sibulan was among the 17 towns listed in the newly established province.
1898 — A Provincial Revolutionary Government was established in Negros Oriental.
1903 — Sibulan was temporarily consolidated with Dumaguete under Act No. 715.
January 31, 1910 — Sibulan was again organized as a municipality and had its first municipal government officials, with Macario Literal as the first appointed municipal president.
1990 — President Corazon C. Aquino signed Proclamation No. 620 recognizing January 31 as the date of Sibulan's foundation.

What a fun-filled and energetic morning for our hardworking government employees of the Municipality of Sibulan! 🇵🇭✨

Earlier today, our fellow public servants came together for the 𝐋𝐢𝐧𝐠𝐤𝐨𝐝 𝐁𝐚𝐲𝐚𝐧𝐢 𝐑𝐮𝐧 & 𝐖𝐞𝐥𝐥𝐧𝐞𝐬𝐬 𝐖𝐚𝐥𝐤, in celebration of 𝐂𝐢𝐯𝐢𝐥 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐌𝐨𝐧𝐭𝐡 𝟐𝟎𝟐𝟔!

Dili lang puro trabaho—this morning was all about staying active, promoting wellness, strengthening camaraderie, and most importantly, having fun together! From the morning run and wellness walk to the energetic Zumba session, everyone brought their smiles, energy, and good vibes. 💪😊

Happening right now at the Sibulan Gymnasium is the 𝐖𝐚𝐥𝐚𝐧𝐠 𝐆𝐮𝐭𝐨𝐦 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 – 𝐅𝐨𝐨𝐝 𝐑𝐞𝐝𝐞𝐦𝐩𝐭𝐢𝐨𝐧, an initiative of the Department of Social Welfare and Development (DSWD) that aims to help provide food assistance to eligible beneficiaries.

This activity brings essential food support closer to our community and continues the shared commitment to ensuring that every Filipino family has access to food and basic needs. 🤝🇵🇭
