PNPA Lakandula Class of 2015 Inc. successfully distributed 400 packs of relief goods to families affected by the recent fire incident in Parola, Manila which affected more than 7,000 individuals.

In coordination with the Barangay Captain, the relief operation focused on providing assistance to affected barangay officials and fellow public safety officers who were among those greatly impacted by the tragedy.

This meaningful initiative was made possible through the collective efforts and generosity of our classmates, together with the support of the Board of Trustees and the utilization of class funds. Through unity, compassion, and service, Lakandula was able to raise and extend assistance amounting to PHP 88,000.00 for the benefit of the affected community.

As part of our continuing commitment to public service and community involvement, the BOT intends to conduct more socio-civic activities in the future. We encourage our fellow classmates to continue supporting and identifying communities that may benefit from future outreach programs.

𝐒𝐀𝐅 𝐇𝐢𝐬𝐭𝐨𝐫𝐲 𝐚𝐧𝐝 𝐌𝐢𝐥𝐞𝐬𝐭𝐨𝐧𝐞 𝐨𝐟 𝐀𝐜𝐜𝐨𝐦𝐩𝐥𝐢𝐬𝐡𝐦𝐞𝐧𝐭𝐬

👮‍♂️👮‍♀️🚨The Special Action Force (SAF), also known as “𝐓𝐚𝐠𝐚𝐥𝐢𝐠𝐭𝐚𝐬”, is the primary maneuver unit and elite force of the Philippine National Police (PNP). It traces its origins to the Philippine Constabulary Special Action Force, which was formally established by Lieutenant General Fidel V. Ramos, then Chief of the Philippine Constabulary/Integrated National Police (PC/INP), on May 16, 1983, through General Orders No. 323.

Initially trained by both foreign and local experts, early SAF members underwent rigorous training based on the programs of elite international forces such as the British Special Air Service (SAS) and the United States (U.S.) Army Rangers, focusing on counterinsurgency, hostage rescue, and unconventional warfare.

🫡On January 29, 1991, President Corazon C Aquino signed Republic Act 6975 into law which changed the name of the Unit from PC SAF to Philippine National Police Special Action Force.
Mandated to conduct rapid deployment operations with national or international implications, SAF specializes in counterterrorism, counterinsurgency, hostage rescue, civil disturbance management, search and rescue, and special police operations.

Among its notable accomplishments were:

▪️SAF swiftly ended the 30-hour “Bicutan Siege,” earning international praise for neutralizing Abu Sayyaf inmates at the Metro Manila Rehabilitation Center on March 15, 2005,
▪️ It also responded to the Manila Peninsula Siege on November 29, 2007, and was among the first units to engage the MNLF Misuari faction during the Zamboanga Siege on September 9, 2013.
▪️ Beyond combat, SAF has led disaster response efforts, being the first PNP unit to conduct search and rescue during Typhoon Ondoy (2009) and Super Typhoon Yolanda (2013).
▪️ On January 25, 2015, it carried out OPLAN EXODUS, successfully neutralizing FBI's Most Wanted terrorist Zulkifli Abdhir (Marwan) however, the mission came at a great cost with the loss of 44 brave SAF troopers.
▪️From 2016 to 2022, SAF was tasked with securing New Bilibid Prison, cracking down on drug trade and corruption. In 2017, then PNP Chief Ronald Dela Rosa deployed 72 SAF troopers under the Counter-Intelligence Task Force (CITF) to arrest rogue police officers.

▪️SAF’s elite troopers were also at the forefront of the Marawi Siege (May–October 2017), where over 400 of its members fought alongside the AFP to defeat the Maute Group and restore peace. (SAF)

As the cadet enters the Academy, the shield becomes both armor and responsibility, a reminder that the law must be upheld with integrity and the people defended with honor.

Illuminating the path forward is the torch with its blue flame, burning with the light of knowledge and enlightenment. The flame does not flicker aimlessly; it burns steadily, symbolizing wisdom, leadership, and clarity of purpose. The blue hue reflects integrity—the kind that is not situational, but constant. It is through this light that a cadet begins to see beyond self-interest, embracing a higher calling rooted in service.

Balancing the strength of protection and the clarity of knowledge are the scales of justice. They remind every future officer that authority must always be tempered with fairness. Decisions are not to be made in haste or prejudice, but weighed with impartiality and guided by due process. Here, the cadet learns that justice is not power—it is responsibility.

Beside these stands the kampilan and saber symbols of valor and discipline. The kampilan, deeply rooted in Filipino heritage, connects the cadet to a legacy of bravery and resistance. The sword, universal in its meaning, signifies readiness and honor. Together, they forge the spirit of a warrior—one who fights not for conquest, but for peace; not for glory, but for duty.

At the core of the emblem is the Lakandula figure, a tribute to Lakan Dula, a leader remembered for courage, wisdom, and patriotism. His presence is more than historical—it is aspirational. He embodies the kind of leadership the Academy seeks to instill: one that serves, protects, and inspires. For the cadet, he is a constant reminder that true authority is earned through service to the people.

Supporting this legacy are the five pillars of Criminal Justice- Law Enforcement, Prosecution, Court, Correction and Community.
It also represents the strong foundation upon which every cadet is built—discipline, values, education, service, and institutional stability. These are not abstract ideals but daily practices, shaping character and preparing the cadet for the realities of public service. They are the structure that ensures strength does not falter and purpose does not waver.

🌿🌿𝐋𝐚𝐮𝐫𝐞𝐥𝐬
Encircling the emblem are the laurel leaves, symbols of achievement and victory. Yet in this context, victory is not measured by rank or recognition, but by perseverance. Each leaf tells a story of hardship endured, of trials overcome, of sacrifices made in silence. It is the quiet triumph of choosing duty over comfort, service over self.

Complementing this is the palm leaf, a symbol of resilience and growth. Above all shine the three stars, represents Luzon, Visayas and Mindanao symbolizing unity and service to the entire nation.
They also stand for the three pillars of public safety: the Philippine National Police, the Bureau of Fire Protection, and the Bureau of Jail Management and Penology. Though distinct in function, they are united in mission—to serve and protect the Filipino people.

As a whole, the emblem tells a single, powerful story—the journey of transformation. From the moment a cadet enters the gates of the Academy, they are shaped by discipline, guided by knowledge, grounded in justice, and inspired by legacy. Each element of the insignia becomes a chapter in their story, culminating in a life dedicated to service.

In the end, the PNPA Lakandula Class of 2015 Inc. emblem stands as a declaration: that the making of a public servant is not accidental, but deliberate. It is forged through trials, guided by values, and sustained by an enduring commitment to the nation.
