By Joseph Prince I. Gonzales, Senior Labor Employment Officer, and Jerome D. Alam, Senior Labor Employment Officer and Officer-in-Charge, DOLE Negros Island Region–Siquijor Field DOLE NIR Siquijor Field Office

The Department of Labor and Employment (DOLE) Negros Island Region–Siquijor Field Office successfully conducted a High Impact High Visibility Inspection (HIHVI) Program at the ongoing construction of the Siquijor Hotel and Convention Center, implemented by Monocrete Construction Philippines, Inc., to strengthen compliance with labor laws, occupational safety and health (OSH) standards, and other government regulations through a coordinated inter-agency inspection.

The High Impact High Visibility Inspection (HIHVI) Program is one of the Department's key labor law enforcement strategies that focuses on establishments with significant workforce populations and high-risk operations. Through comprehensive workplace inspections, the program aims to ensure compliance with General Labor Standards, Occupational Safety and Health Standards, and other labor-related legislation while providing technical assistance to employers in addressing compliance gaps.

The inspection was conducted jointly with partner national and local government agencies, highlighting the importance of a whole-of-government approach in safeguarding workers' welfare and ensuring compliance with applicable laws and regulations. Participating agencies included the Provincial Engineering Office (PEO), Municipal Engineering Office (MEO), Pag-IBIG Fund Siquijor Field Office, the Department of Trade and Industry (DTI) Siquijor Provincial Office, and the Bureau of Fire Protection (BFP) Siquijor.
During the inspection, the participating agencies evaluated compliance within their respective mandates.

DOLE assessed adherence to labor standards and occupational safety and health requirements, while the engineering offices reviewed construction-related standards. The Bureau of Fire Protection examined fire safety compliance, Pag-IBIG Fund verified workers' social protection coverage, and DTI provided technical guidance relevant to applicable business and regulatory requirements.

The inter-agency inspection provided Monocrete Construction Philippines, Inc. with an opportunity to strengthen compliance with labor and occupational safety standards, improve workplace practices, and immediately address identified concerns through appropriate corrective measures.

The inspection also highlighted the government's commitment to protecting workers' rights and welfare. By ensuring compliance with labor laws and occupational safety and health standards, the activity helps promote safe workplaces, fair labor practices, and the protection of workers' welfare.

The successful conduct of the inspection underscores the value of inter-agency collaboration in promoting responsible business practices, protecting workers, and supporting infrastructure development in the province. Through sustained labor law enforcement, technical assistance, and partnership with stakeholders, DOLE Negros Island Region–Siquijor Field Office remains steadfast in its mission to foster decent work and safe workplaces.

DOLE Siquijor, BJMP partner for PDL cash payout

The Department of Labor and Employment (DOLE) Negros Island Region - Siquijor Field Office paid ₱8,250 each to 51 Siquijor District Jail Persons Deprived of Liberty (PDLs) on June 5, 2026, after their 15-day TUPAD work program inside the facility.

The successful payout marks the completion of a vital partnership between DOLE and the Bureau of Jail Management and Penology (BJMP). Spearheaded by Jerome D. Alam, Senior Labor and Employment Officer (LEO), the initiative provided immediate financial relief to the beneficiaries while actively engaging them in productive rehabilitation activities.

During the 15-day program, the 51 PDL beneficiaries rendered daily community services tailored to the facility's needs. Their work included establishing vegetable gardens, grass cutting, bayong making, and maintaining the surroundings inside the district jail premises.

The Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program plays a crucial role in the holistic rehabilitation of PDLs. Beyond the financial compensation, the program restores a sense of dignity, purpose, and civic responsibility. It allows beneficiaries to contribute meaningfully to their immediate community, learn valuable agricultural and maintenance skills, and earn an income to help support their families on the outside despite being incarcerated.

"This payout is a testament to the government's commitment to inclusive social protection, ensuring that even those in our correctional facilities are not left behind," said Jerome D. Alam, Senior LEO.

Officials from both DOLE and BJMP were there to make sure the cash was given out properly. The amount was based on the region’s highest daily minimum wage rate of ₱550.

DOLE Siquijor remains determined to continue its mission of delivering emergency employment and social protection to vulnerable sectors across the province.
