They say many heads are better than one. Yet todayโs celebrant reveals how 32 heads forge an exceptional office, all led by one powerhouse: her timeless guidance.
Today, we celebrate not just HR's OIC, but the force who tenderly shapes lives, reignites weary hearts, and awakens visions of what we can become.
With endless salutes from your PHRMDO family to our very own army, Maโam Mila! May your whispered prayers be answered and the desires of your heart be divinely granted.

The Provincial Human Resource Management & Development Office (PHRMDO) made history by clinching 1st Prize in the recently concluded 2026 Provincial Purple Your Corner Contest under the theme "๐๐ฆ๐ข๐ฅ ๐ญ๐ช๐ฌ๐ฆ ๐ต๐ฉ๐ฆ ๐๐ข๐ฃ๐ข๐บ๐ญ๐ข๐ฏ๐ด, ๐๐ช๐ญ๐ช๐ฑ๐ช๐ฏ๐ข๐ด!"
PHRMDO's entry masterfully fused rich cultural heritage with innovative sustainability, incorporating consumerist waste and recycled materials to exemplify eco-conscious creativity.
As a woman-dominated office (two-thirds women), this triumph dismantles stereotypes of women as "too emotional" for HR leadership. Our success proves women excel through empathetic, resilient, and skilled people management.
The victory was steered by dedicated leaders including OIC-PHRMDO Ms. Mila B. Lisondra, Asst. OIC Mr. Zosilito A. Torrecampo, HR GAD Focal Hazel Mae Pizarras, and GAD Focal Alternate Sharlyn Mae Guerra.
All of these initiatives resonate with the core leadership values championed by our Governor, Hon. Robert Lyndon S. Barbers: RESPONSABLE, LIG-ON, SINSERO, and BARUGANAN.

In celebration of 2026 Womenโs Month, the Provincial Human Resource Management and Development Office (PHRMDO) has enthusiastically participated in the Gender and Development (GAD) Purple Your Corner Contest 2.0, with the theme: โLead like the Babaylans, Filipinas!โ
The HR Office was beautifully transformed with symbolic decorations, including handmade flowers, purple ribbons, and a striking Three Babaylan Centerpiece. Embracing the "Lead like a Babaylan" ethos, PHRMDO showcased recycled materials as a tribute to the babaylanโs greatest power: alchemical transformation. As modern babaylans, we do not merely leadโwe restore, remember, and protect our cultural wealth.
Spearheading the effort are OIC-PHRMDO Ms. Mila B. Lisondra, Assistant OIC Mr. Zosilito A. Torrecampo, HR GAD Focal Hazel Mae Pizarras, and GAD Focal Alternate Sharlyn Mae Guerra. Their leadership exemplifies the resourceful and inclusive spirit of the modern Babaylans.
All of these initiatives resonate with the core leadership values championed by our Governor, Hon. Robert Lyndon S. Barbers: RESPONSABLE, LIG-ON, SINSERO, and BARUGANAN.
Letโs continue to empower womenโnot just in traditional roles but as leaders who shape our future.

Looking back on a year abundant in blessings, the Provincial Human Resource Management and Development Office (PHRMDO) continued its cherished holiday tradition which brought joy to 41 families in Sitio Kabalawan, Brgy. Rizal, Surigao City at Inahan sa Kanunayng Panabang Chapel on December 19, 2025. Each family received spaghetti packs with a side of little toys and treats as special gifts for the children as well.
Building on last year's initiative that blessed 30 families from Brgy. Mapawa, this HR Office endeavor shares the sustenance and blessings received throughout the year with a selected community. In this spirit of shared abundance, we honor the holiday season and our enduring public service values that extend far beyond the rooms of HR and the Capitol grounds.
All gifts were made possible through the collective effort and generosity of all PHRMDO personnel, under the leadership of Ms. Mila B. Lisondra, OIC-PHRMDO, and Mr. Zosilito A. Torrecampo, Assistant OIC.
The PHRMDOโs commitment and leadership are inspired by the exemplary standards set by our esteemed Governor, Hon. Robert Lyndon S. Barbers, who embodies the values of ๐๐๐๐๐๐๐๐๐๐๐, ๐๐๐-๐๐, ๐๐๐๐๐๐๐, sanan may ๐๐๐๐๐๐๐๐๐.
