On PERMISSION to Leave Station of Mayors of Component Municipalities:

Section 96(b) of the Local Government Code of 1991 provides that “Mayors of component cities and municipalities shall secure the permission of the governor concerned for any travel outside the province.”

This means that if the Mayor will travel within the Province even if it is from one component municipality to another, NO PERMISSION from the governor is required.
