The National Commission on Indigenous Peoples (NCIP) Bad-as Community Service Center, through its designated IPMR Focal Persons, facilitated the Barangay Urbiztondo IPMR Selection and Validation Process with the active participation of the IP Leaders and Council Members of the Silop and Capangdan Urbiztondo ICCs/IPs.
The activity served as an important platform for consultation, deliberation, and consensus-building among the concerned Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in the selection and validation of their Indigenous Peoples Mandatory Representative (IPMR). Participants actively engaged in the discussions and validation proceedings to ensure that the process adhered to the prescribed guidelines and accurately reflected the collective will and aspirations of the community.
Through the conduct of the activity, the participants were able to review relevant requirements, address concerns, and verify compliance with established procedures, thereby safeguarding the integrity, transparency, and legitimacy of the IPMR selection process. The undertaking likewise reaffirmed the right of ICCs/IPs to meaningful participation and representation in local governance, consistent with the principles of self-governance and empowerment embodied in the Indigenous Peoples Rights Act (IPRA).
Facilitated by Ms. Gerlie P. Tiambong, Tribal Affairs Assistant I and IPMR Focal Person, and Mr. Edgar L. Oreo, Nurse II and Alternate IPMR Focal Person, the activity underscored NCIPโs continuing commitment to strengthening Indigenous Peoplesโ participation in decision-making processes and ensuring genuine representation in local legislative bodies.

As part of its continuing commitment to the welfare and well-being of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), the NCIP Bad-as Community Service Center, through Mr. Edgar L. Oreo, Nurse II, actively assisted in the conduct of Operation Lebring Tuli 2026 organized by the Rural Health Unit (RHU) of Bacuag.
The activity provided free circumcision services to eligible beneficiaries, including Indigenous Peoples (IP) children from Baliw Indigenous Cultural Community. Through collaborative efforts among government agencies and local stakeholders, the program promoted access to essential health services and contributed to the overall health and development of IP youth.
This initiative reflects the shared commitment of NCIP and its partner institutions in ensuring that Indigenous Peoples are included in health programs and are given equal opportunities to benefit from government services.

The NCIP Bad-as Community Service
Center Validation Team, headed by Ms. Gerlie P. Tiambong, Tribal Affairs Assistant I, together with team members Mrs. Lessa F. Ugay, Midwife II, and Mr. Khen Y. Balocloc, Administrative Aide I, conducted a coordination meeting with the ICCs/IPs of Alegria, Surigao del Norte, alongside representatives from the Municipal Local Government Unit (MLGU), the Department of Public Works and Highways (DPWH) and the project contractor, relative to the Gratuitous Special Use Permit (GSUP) and Tree Cutting Permit application activities for the issuance of the appropriate certification from the NCIP.
The activity was participated in by the IP Leaders and Council Members of the Budlingin, Camp Edward, and Ombong ICCs/IPs. The meeting served as a venue for consultation, coordination, and discussion of matters raised by the affected ICCs/IPs, including issues and concerns relevant to the validation process.
Through collaborative dialogue and meaningful participation, the activity reaffirmed NCIPโs commitment to safeguarding the rights and welfare of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) while promoting transparency, proper coordination, and participatory decision-making.

As part of the continuing efforts to strengthen Indigenous Peoplesโ participation in local governance, Mr. Edgar L. Oreo, Nurse II and IPMR Focal Person, successfully delivered a communication letter regarding the forthcoming IPMR Selection/Validation Process for Barangay Urbiztondo. The coordination activity was conducted at the Municipal Local Government Unit (MLGU) of Claver and the Barangay Local Government Unit (BLGU) of Urbiztondo, Claver, Surigao del Norte.
The activity served to formally notify and coordinate with the concerned local government units in preparation for the conduct of the selection/validation process of the Indigenous Peoples Mandatory Representative (IPMR), ensuring transparency, proper coordination, and active participation of the concerned stakeholders. Likewise, the concerned ICCs/IPs were duly informed regarding the said activity to ensure awareness and participation throughout the process.
Through this initiative, NCIP continues to uphold and promote the rights of Indigenous Peoples to representation and meaningful participation in local governance and decision-making processes.

The National Commission on Indigenous Peoples (NCIP) Bad-as Community Service Center, together with the NCIP Surigao del Norte Validation Team led by Mrs. Marcelina P. Dulpina, Community Development Officer III, successfully conducted the Presentation and Validation of the 21 ICCs/IPs of CADT 048 Consolidated Census relative to the Assistance to the Revisitation/Enhancement of the CADT 048 Community Resources Management and Development Plan (CRMDP).
The activity gathered the IP Leaders, Councils, and Secretaries of the twenty-one (21) ICCs/IPs within CADT 048 to review, validate, and consolidate census data essential in the enhancement of the CRMDP. The activity also served as a platform to strengthen participatory planning and ensure that the development priorities, concerns, and aspirations of the ICCs/IPs are properly reflected in the updated plan.
Through active collaboration and meaningful participation, the activity further strengthened NCIPโs commitment to advancing inclusive development, ensuring accurate and reliable community profiling, and promoting sustainable resource management for Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

The meeting focused on the discussion of the Officeโs Division Performance Commitment and Review (DPCR) and the remaining target activities for the month of May 2026. The activity served as a venue for coordination, updates, and strengthening commitment among personnel to ensure the effective implementation of programs and services for Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

The NCIP Surigao del Norte Provincial Office convened an Emergency Staff Meeting on May 11, 2026, at the NCIP Surigao del Norte Provincial Office, Surigao City, Surigao del Norte.
The activity gathered personnel from NCIP Bad-as CSC, San Francisco CSC, and the Surigao del Norte Provincial Office to discuss important administrative and operational matters concerning office functions and service delivery.
Included in the agenda were the cascading and orientation on the implementation and utilization of the Documents Tracking System (DOTS), aimed at strengthening proper document monitoring, management, and tracking of office transactions. Discussions were likewise conducted regarding the NCIP OPCR 2026 First Semester targets, accomplishments, compliance requirements, and other related concerns to ensure alignment and timely submission of office deliverables.
The activity served as an avenue to reinforce coordination among personnel, ensure alignment of office targets and responsibilities, and promote effective and accountable public service delivery.

The training centered on the proper utilization and navigation of the DOTS platform to facilitate efficient document management, monitoring, and tracking of internal communications and official transactions within the office. Participants were also oriented on the systemโs operational processes to promote accuracy, timeliness, and accountability in document handling.

The Indigenous Peoples Education and Advocacy Services (IPEAS) Emergency Coordination Meeting was held on May 6, 2026, at the NCIP Caraga Regional Office Conference Hall in Butuan City, Agusan del Norte.
The activity was attended by Ms. Gerlie P. Tiambong, Tribal Affairs Assistant I and NCIP Bad-as CSC IPEAS Focal Person, together with fellow IPEAS focal persons from various NCIP offices across the Caraga Region.
Among the matters discussed during the meeting were the alignment of responses and clarification of responsibilities among EAP focal persons, the proper mechanisms for disseminating updates, the amended IPEAS guidelines, and other operational concerns essential to the effective implementation of IPEAS programs and services.

The NCIP Surigao del Norte and NCIP Bad-as CSC Validation Team facilitated the conduct of the second Memorandum of Agreement (MOA) Negotiation in relation to the AMRI EXP Application (EP No. 046-XIII) covering areas in Cagdianao, Claver, Surigao del Norte.
The activity served as a venue for dialogue, clarification, and negotiation among concerned parties, ensuring that the rights, welfare, and interests of the ICCs/IPs are duly recognized and protected in accordance with existing laws, customary practices, and NCIP processes.
Participated in by the IP Leaders, Council Members, and Community Secretaries of the 21 ICCs/IPs of CADT 048, the activity reinforced participatory decision-making and strengthened Indigenous representation in matters affecting their ancestral domains and resources.
