The National Commission on Indigenous Peoples (NCIP) Bad-as Community Service Center, in partnership with the NCIP Surigao del Norte Provincial Office Validation Team, successfully facilitated the 3-Day Workshop on the Community Resource Management and Development Plan (CRMDP) of CADT 048. The activity was participated in by Indigenous Peoples (IP) Leaders, Tribal Council Members, and Secretaries representing the 21 Mamanwa ICCs/IPs of CADT 048.
The workshop was spearheaded by Mr. Andrew M. Salas, Provincial Officer, and Mrs. Marcelina P. Dulpina, with the support of the NCIP Bad-as CSC and the NCIP Surigao del Norte Provincial Office Validation Team.
The three-day activity served as a venue for consultation, planning, and policy formulation in accordance with NCIP Administrative Order No. 2, Series of 2025. Key workshop highlights included the presentation of the CRMDP Guidelines, finalization of the community census, identification of community needs and challenges through plenary sessions, policy workshops on the development framework, vision, mission, goals and objectives, priority plans and programs, revisitation of Indigenous Peoples Organization (IPO) policies, and discussions on the Benefit Sharing Scheme and CRMDP Management Structure.
In his message, Mabalaw Emeliano Gede, the CADT 048 IPS Chairman shared:

His message highlighted the importance of unity, cooperation, and collective responsibility in ensuring the successful formulation of the CRMDP for the benefit of the Mamanwa communities.
Meanwhile, Mr. Andrew M. Salas, emphasized the importance of active participation and cooperation among the leaders representing their respective communities. He underscored that the workshop provided an opportunity to identify current issues and concerns affecting their ICCs/IPs and to formulate appropriate policies, strategies, and development frameworks to address these challenges. He further encouraged the participants to responsibly manage and maximize the resources within their ancestral domain through sustainable plans and programs that will benefit both the present and future generations.
The workshop likewise underscored the significance of establishing an intergenerational fund, as provided under the guidelines, to ensure that future generations will continue to benefit from and safeguard the resources of their ancestral domain.
The formulation of the CRMDP serves as a vital mechanism for Indigenous Cultural Communities/Indigenous Peoples to sustainably manage their resources, protect their rights, and promote inclusive development while preserving their ancestral domain for generations to come.
