To provide updates on the status of exploration activities conducted within the ancestral domain of the Mamanwa Indigenous Peoples of CADT 254, the ๐ก๐๐๐ฃ ๐ ๐ฎ๐น๐ถ๐บ๐ผ๐ป๐ผ ๐๐ผ๐บ๐บ๐๐ป๐ถ๐๐ ๐ฆ๐ฒ๐ฟ๐๐ถ๐ฐ๐ฒ ๐๐ฒ๐ป๐๐ฒ๐ฟ facilitated a meeting between the ๐๐ฎ๐๐ถ๐ฏ๐๐น๐๐๐ฎ๐ป ๐ป๐ด๐ฎ ๐ฃ๐ฎ๐ด๐ฑ๐ผ๐บ๐ฎ๐ฟ๐ฎ ๐๐ฎ ๐๐๐๐ง ๐ฎ๐ฑ๐ฐ ๐ฎ๐ป๐ฑ ๐ข๐ฐ๐ฒ๐ฎ๐ป๐ฎ๐ด๐ผ๐น๐ฑ (๐ฃ๐ต๐ถ๐น๐ถ๐ฝ๐ฝ๐ถ๐ป๐ฒ๐) ๐ฅ๐ฒ๐๐ผ๐๐ฟ๐ฐ๐ฒ ๐๐ผ๐ฟ๐ฝ๐ผ๐ฟ๐ฎ๐๐ถ๐ผ๐ป (๐ข๐๐ฃ๐ฅ๐) ๐ผ๐ป ๐๐ฝ๐ฟ๐ถ๐น ๐ฎ๐ฎ, ๐ฎ๐ฌ๐ฎ๐ฒ.
The Katibulusan nga Pagdomara sa CADT 254 serves as the Indigenous Political Structure (IPS) of the said ancestral domain and functions as its highest governing body. The meeting served as a venue for dialogue and information-sharing regarding matters affecting the ancestral domain and the concerned Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).
For context, OGPRC previously applied for the issuance of a Certification Precondition (CP) and underwent the process of Free and Prior Informed Consent (FPIC) in relation to its Exploration Permit Application denominated as EXPA No. 00210-XIII. The FPIC process ultimately led to the ex*****on of a Memorandum of Agreement (MOA) among the Mamanwa Indigenous Peoples from the municipalities of Malimono, Mainit, San Francisco, Sison, and Surigao City in the Province of Surigao del Norte, collectively referred to as MAMASANSISU, together with OGPRC and the National Commission on Indigenous Peoples (NCIP), on July 11, 2012.
During the meeting, updates regarding the exploration activities and related concerns were discussed to ensure transparency and continued coordination among all parties involved. The activity likewise reaffirmed the importance of upholding the rights and welfare of the Indigenous Peoples within the ancestral domain through sustained dialogue and adherence to the provisions embodied in the MOA and applicable laws, rules, and regulations governing FPIC and ancestral domains.
NCIP remains steadfast in its mandate to safeguard the rights and interests of Indigenous Peoples by facilitating constructive engagement between stakeholders and ensuring that all activities undertaken within ancestral domains are conducted in accordance with the Indigenous Peoplesโ rights, welfare, and collective aspirations.

The meeting was conducted to discuss matters and concerns involving the Indigenous Peoples (IPs) within the municipality and to further strengthen the partnership between the Local Government Unit (LGU) of Sison and the Commission in the implementation of programs and services for IP communities.
Also present during the meeting were the members of the Sangguniang Bayan headed by Municipal Vice Mayor Hon. John Lester R. Fetalvero and the selected Municipal Indigenous Peoples Mandatory Representative (Municipal IPMR) of Sison, Dakula Joenil B. Masana.
The activity reaffirmed the commitment of both the LGU and NCIP to sustain collaborative efforts in addressing the needs and concerns of Indigenous Peoples and in advancing inclusive and culturally responsive governance in the municipality of Sison.

With hearts full of pride and joy, we celebrate the inspiring achievement of our dear IP student, VANEZA AYDAO MAYAG, who graduated last April 15, 2026 as Cum Laude with a degree of Bachelor of Science in Business Administration. A proud daughter of the Mamanwa tribe from Barangay Paco, Mainit, Surigao del Norte, her journey is a powerful story of courage, resilience, and unwavering determination.
She is a beneficiary of the NCIP IPEAS Merit Based Scholarship Program (MBSP) grant of Surigao del Norte. Vanezaโs path was never easy. Behind this success are countless sacrifices, sleepless nights, and moments when giving up seemed like the only option, but she chose to rise above it all. She carried not only her dreams, but also the hopes of her family, her tribe, and her community.
Through every challenge, she was guided and supported by the Focal Persons of NCIP-IPEAS Surigao del Norte, whose dedication and belief in her became a source of strength as she pushed forward toward her dreams.

Hon. Datu โAmarilloโ Marcelo A. Alejo, Jr., Ethnographic Commissioner for Southern and Eastern Mindanao, recently visited NCIP Caraga Region XIII in Butuan City on April 7โ8, 2026, in coordination with Acting Regional Director Julius L. Mabini.
On April 7, Hon. Datu Amarillo, alongside RD Mabini, actively participated in the NCIP Caraga Legal Training, where he shared valuable insights on the Free and Prior Informed Consent (FPIC) process. He emphasized best practices in drafting Memorandum of Agreement and discussed key provisions of the IPRA Law, particularly Section 59, which highlights the proper issuance of the Certification Precondition.
He also conveyed his strong support for this milestone initiative on the first legal training conducted at the regional level through the efforts of the Regional Hearing Officer and Legal Officers which aimed at establishing uniform pro-forma legal documents for the FPIC process.
Later that day, April 8, 2026, held at Hotel Oazis in Butuan City, Hon. Datu Amarillo led a conference and policy formulation session focusing on the Certificate of Non-Overlap (CNO), Certificate of Precondition (CP), and other related matters for Commission En Banc consideration.
The activity was actively participated in by the NCIP Division Chiefs from the Finance and Administrative Division and the Technical Management and Services Division, namely Ms. Jean P. Gonzales, MPA, and Ms. Edgielit B. Pajarillo, MPA. Their involvement ensured the attendance and engagement of the duly coordinated concerned project proponents.
The activity covered the following key discussion areas:
1. Royalty Share Agreements (lawful benefit-sharing mechanisms for ICCs/IPs)
2. Policy Framework and the establishment of a Consultative Body
3. Policy Development concerning the Indigenous Political Structure (IPS)
4. Quick Response Mechanism (QRT)
5. Review of CADT/CALT Applications
6. Consolidation of PPAPs (Pending Plans, Programs, Activities, and Projects) and related issues

The National Commission on Indigenous Peoples (NCIP) Caraga, through the initiative of its Regional Hearing Officer and Legal Officers, successfully conducted a two-day Legal Training on Office Legal Pro-Formas on April 7โ8, 2026, at Pietros Square, Imadejas, Butuan City.
The activity brought together key personnel from across Region XIII, including the Technical Management Services Division Chief, Provincial Officers, Community Development Officers, and FPIC Focal Persons.
The training aimed to standardize the legal forms and pro-formas used by Provincial Offices, enhance participantsโ proficiency in legal drafting, and develop a unified manual to streamline FPIC processes. It also sought to ensure greater accuracy, consistency, and clarity in official documentation.
Sessions and workshops focused on the proper drafting of Memoranda of Agreement (MOAs) under Sections 19 and 24, as well as Deeds of Usufruct, in accordance with NCIP Administrative Order No. 3, Series of 2012.
This initiative underscores NCIP Caragaโs commitment to strengthening legal frameworks and promoting uniformity, transparency, and accountability in the implementation of FPIC processes. Through sustained capacity-building and collaboration, the agency continues to advance the protection and promotion of the rights and welfare of Indigenous Cultural Communities/Indigenous Peoples across the region.

Former Cotabato Governor and NCIP Central Mindanao Commissioner Nancy A. Catamco officially took her oath of office this Monday, 6 April 2026, at the Cotabato Provincial Capitol.
She succeeds Dr. Marie Grace T. Pascua, CESO III, to become the 12th Chairperson of the Commission.
