More than featuring culture, the event celebrated it - through the Ethno Village, the Lanipao Tree Park, the Sugwak Tu Agusan Provincial Museum, and the outstanding performances and outputs of local creatives, including composers, dancers, singers, choreographers, directors, writers, designers, photographers, videographers, event hosts, and production staff.

Meet ๐๐ก๐ซ๐ข๐ฌ๐ญ๐ฒ๐ฅ ๐. ๐๐ข๐ ๐ฎ๐ฅ๐ฅ๐๐ฌ-๐๐รฑ๐๐ฌ, Co-Founder of C & R Mini Mall, located in the island municipality of Socorro, Surigao del Norte. The business is officially registered with the Department of Trade and Industry (DTI) as C & R Department Store and operates under the trade name C & R Mini Mallโa name that has become synonymous with trust and reliability in the Socorro community.
There is no road connecting Socorro to the mainland. To reach this quiet island, one must cross the water. And it was across this same stretch of sea that the story of C & R Mini Mall slowly unfoldedโcarried, box by box, on boats navigating the channel between Socorro and the rest of Surigao del Norte, quietly building what would become something extraordinary.
Today, a proud two-storey building stands at the heart of the municipalityโfully stocked with the familyโs own merchandise and serving the community with affordable, quality goods. Behind this structure is a family that refused to let geography, poverty, or circumstance define their future.
Christyl grew up watching her father pedal a trisikadโan ordinary bicycle-powered pedicabโalong the islandโs narrow roads, earning just enough to feed the family and send his children to school. There were days when even that was uncertain. Yet, their parents instilled in them values that would outlast hardship: diligence, sacrifice, and the quiet strength of perseverance.
As children, Christyl and her sisters sold small snacks around their neighborhood, chasing small coins wherever they could. They did not know it then, but they were already learning the fundamentals of entrepreneurshipโresourcefulness, grit, and hustleโlessons that would shape their future more than any classroom ever could.
The turning point came when Christine, the eldest, finished high school and made a life-changing decision: she left for Manila. Not just to seek opportunity for herself, but to build something that could uplift her entire family. In the city, she ventured into online selling through Facebook, starting small with a few items of clothing. What began as a modest experiment soon gained momentum. Orders trickled in, then grew steadily, until what was once a sideline became a reliable source of income.
Back in Socorro, Christyl became the operational lifeline of the business. Every order required careful coordinationโgoods were claimed from the mainland, loaded onto boats, and ferried across the waters to the island. Christyl managed every detail of this process with precision and care. She responded to customers, handled deliveries, and resolved concerns with a warmth that reflected the close-knit nature of their community.
And the community responded in kind. Customers returned not only for the products but for the genuine trust and care behind every transaction. In a small town where reputation travels quickly, C & R Mini Mall built a name that was both respected and relied upon.
When the COVID-19 pandemic reshaped daily life, it also revealed new opportunities. As more people turned to online shopping, C & Rโalready rooted in this modelโfound itself in a position of strength. Orders surged, and what began as a small venture demanded their full commitment. The family rose to the challenge.
What the pandemic ultimately revealed was something they had been building all along: deep community trust. That trust became the foundation for their continued growth.
Even before this surge, in 2016, the family had already taken a bold step by opening their first physical showroomโa modest structure made of coconut wood. It may have been small, but it marked the moment their dream took physical form. From there, they expanded into a grocery and general merchandise business, steadily growing their operations.
Meanwhile, in Manila, Christine strengthened their supply chain by building relationships in Divisoria. What started as a single stall grew into multiple stalls through persistence and strong partnerships. While Manila provided scale and access, Socorro remained the heart of their operations.
Their most ambitious milestone came with the construction of C & R Mini Mallโa two-storey department store carrying exclusively their own products. Fully owned and operated by the family, the business stands as a testament to their independence, resilience, and vision.
Christylโs journey as an entrepreneur reached another milestone when she became a graduate of the DTI Kapatid Mentor Me โ Money Market Encounter (KMME-MME) Program in 2021. The program equipped her with structured business knowledge, enhancing her decision-making and strengthening the operations of C & R Mini Mall. More importantly, it gave her the language and perspective to articulate what they had long been practicing intuitivelyโand the foresight to scale it further.
True to their family-centered approach, Christyl shared these learnings with her loved ones, helping improve their systems, strategies, and long-term direction.

Paculanang in partnership with Department of Social Welfare and Development successfully conducted a Pricing and Costing Seminar attended by representatives from 13 Small Local Producers Associations (SLPAs) in Surigao City.
The activity focused on building the capabilities of local entrepreneurs by teaching them how to properly compute production costs, set competitive yet profitable prices, and apply effective pricing strategies essential skills to help their businesses grow and sustain in the market.
As part of the program, a brief but informative presentation on PhilGEPS Membership was also delivered. Participants were oriented on the registration process, requirements, and the benefits of being part of the Philippine Government Electronic Procurement System, which opens opportunities for them to supply goods and services to various government agencies.
This initiative reflects DTIโs continuous commitment to empowering micro, small, and medium enterprises (MSMEs) and local associations, ensuring they have the right knowledge and access to resources to thrive and contribute to the local economy of Surigao City.

Paculanang, Senior Business Counselor, in strong partnership with the Overseas Workers Welfare Administration (OWWA) Caraga, successfully conducted a comprehensive capacity-building program designed specifically for Overseas Filipino Workers (OFWs) in the region.
Held under the banner โFinancial Literacy and Values Reorientation and Migration Realities,โ the activity aimed to equip identified OFWs with essential knowledge, practical skills, and the right mindset to manage their hard-earned income wisely, strengthen family values, and better understand the realities and responsibilities that come with working abroad.
This collaborative effort highlights the commitment of both agencies to go beyond basic assistance focusing instead on the long-term welfare, financial security, and sustainable development of our modern-day heroes and their families.
By combining financial education with values formation, the program seeks to guide OFWs toward making sound investments, planning for the future, and eventually transitioning back to productive life and entrepreneurship in the Philippines.
